RE: Determination of Nonsignificance for bankline stabilization
project on Tahuya River; Sec. 13 , T22N, R3W. Paul Reid

Dear Mr. Yando,
The following comments address the above referenced DNS for
bankline stabilization work to be done on the proponets property.
First I'd like to make a brief comment on an inconsistancy or error
in the environmental checklist, In section B. Environmental
Elements, 1. a. Asks to "describe the purpose, type, and
approximate quantities of any filling or grading proposed. Indicate
�i``� source of fill" . However, the reply states that "only materials to
' olo c be used are a few 2 man boulders and large logs" , yet in the sketch
�d �fr of the proposal, it shows that gravel is to be removed from the
00 J'
(IC gravel bar to one foot above water level. This is a significant
! amount of material considering the channel has aggraded 2 to 4 feet
in some places.
I visited the site yesterday, September 16th with the proponets
agent, Mr. Otto Burden, P.E. It appears that much of the erosion
occurred due to the removal of vegetation by Mr. Reid to create an
access road for timber harvest. The river took advantage of the
exposed bank and eroded a considerable portion of it, including a
segment of Mr. Reids access road. After discussing the proposed
plans with Mr. Burden, reviewing the new drawings, and observing
,p-V the bankline that is eroding, I am not convinced that the current
proposal will remedy the situation. The river currently turns at
a right angle due to the erosion of the bank, making any erosion
control on this bend extremely difficult. However, it is
encouraging to see that the project will use a minimum of rock and
concentrate more on using large woody debris (LOD) to slow the
velocities of high flood waters. I am concerned about the timing
of the project as it coincides with the entry of early chum and
chinook salmon. The new plans call for placing large logs across
the river to act as a bridge to gain access for the equipment to
the aggraded gravel bar. Therefore the machinery would not need to
enter the stream. My main concern is with any further disturbance
which may alter the integrity of the stream bank, and siltation of
spawning grounds which possibly are being utilized at this time.
This project should be monitored closely throughout the winter

flood season and alternatives should be formalized for next summer
if the current plan of action does not adequately correct the
erosion problem.

Thank you for the opportunity to comment on the determination of nonsignificance
to place trees and boulders along the Tahuya River to protect bank and property
proposed by Mr. Paul Reid. We reviewed the environmental checklist and have the
following comments.
1. From the information provided, it appears that the proposed project will
t require a shoreline substantial development permit.
2. The proposed project must be consistent with all applicable policies and
other provisions of the Shoreline Management Act, its rules, and the local
«1 ` shoreline master program. This includes, but is not limited to, those master
program provisions pertaining to Flood Protection and Shoreline Stabilization
(Chapter 7.16) . This is required even if the project is found to be exempt from
the substantial development permit requirements of the act.
3. The project site plan included in the shoreline permit application must meet
the requirements of WAC 173-14-110.
D 4. We recommend that all flood protection measures be placed landward of the
its �k" natural floodway boundary. The project should be designed to allow for channel
� �gepeiiigration and should not reduce the volume and storage capacity of the river and
adjacent wetlands and floodplain. No shoreline modification should be allowed
unless it is in support of an allowable shoreline use. Technical information on
