Dear Mr. Hicks,
This letter is a follow up to my site visit on October 23rd. The purpose of this letter is to
outline the various steeps that will be required before your application for a Class IV
General FPA and associated SEPA review can be approved by Mason County.
In order for your application to be complete I need to have your DNR FPA application in
my possession. On October 2401 I called Charlotte Bass at the Department of Natural
Resources(DNR) and asked her to send me your paper work. She agreed to do that and I
expect it to arrive any day.
The above mentioned SEPA review is what I need to complete in order to ensure that
your logging is consistent with the Mason County Resource Ordinance. The chapters that
your application need to comply with are 17.01.090 (Land Slide Hazard) and 17.01.110
(Fish& Wildlife Habitat).
GEO TECH REPORT
To satisfy section 17.01.090 you will need to hire a qualified engineer to write a Geo-
Technical Report consistent with the criteria found on 17.01.090.E.5. The scope of this
report should be for all land within 300 feet of any clearing,road grading, or home
construction planned—both for work that is planned as well as for work has already
begun. I should note that the home construction is beyond the scope of my review,but
such a document will be required for your eventual building permit so you might as well
cover it in this report so that this will also be available to the County when it is needed.
The scope of this report should also include recommendations for stabilizing the erosion
problems that developed in last week's rainstorm.
MASON ENVIRONMENTAL PERMIT
As you know, you property boarders the Tahuya River. Per chapter 17.01.110 of the
Mason County Resource Ordinance, no development shall occur within 150 feet of this
river. As was observed during your site visit, a"Cat trail"was recently pushed towards
the river and sections of the trail have encroached within 150 feet of the river. Before the
SEPA can be issued this problem will have to be resolved. The permit required for
resolving this situation is a Mason Environmental Permit(MEP)with a Habitat
Management Plan(HMP). The HMP is required for activities within a Fish&Wildlife
Habitat buffer and the HMP should be prepared by a qualified biologist (per
17.01.110.G.1).
I am enclosing the following items for your convenience: Sections17.01.090 and
17.01.110 and a MEP application.
COST
There will be additional fees for your project beyond the $500 that you have already paid
for the SEPA review. These fees are:
Public Works review of Geo-Technical Report: $39.22/hr
Mason Environmental Permit: $300
Habitat Management Plan review: $350
TIMELINE
It is not always easy to predict how long a given permit will take to work its way through
the system, so what follows should be considered an estimate.
Geo-Tech Report review turn around: Approximately 1 week
Review of MEP/FM': Approximately 4 weeks
SEPA comment period: 2 weeks
Some of these clocks can run simultaneously,but you should figure that approval of your
various permits will be a minimum of six weeks from the date that the Geo-Tech Report
and MEP/HMP are submitted.
