Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal, these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 5/10/2006 1 of 3 SP12006-00088 Site Inspection 5/10/2006 Case No.: SP12006-00088 Comments: Pre-inspection for Steve / Patti Mutek on April 19, 2006: The purpose of the pre-inspection was to evaluate issues related to the construction of a new residence and septic system on a 3.54 acre parcel along Tahuya River Rd. Much of the west part of the parcel has been cleared of trees and the east portion has an existing vehicle path through it. The lot is highest at the northwest corner and slopes at 6 to 8 percent towards the east side. Geotech Report / Landslide hazards: The slopes observed are no more than 8 percent profile. No special geologic study is needed to review proposed residential development. Excavation of soils for the foundation of the structure should meet Building Department review for retaining walls and/or footings. If the existing vehicle path in the east area is not an easement of record to access properties to the north and east, the condition of the path may be maintained as suited by the landowner of the subject parcel. The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). These setbacks are measured from structures or projections greater than 30 inches above grade, such as roof overhangs or gutters, balconies, stairs, decks, heat pumps, etc. An administrative variance may be requested to reduce these setback distances from property lines, to as low as 10 feet (at front yard or access road) or 5 feet (at side yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Wetland / stream setbacks: No wetlands or streams were observed during site inspection; no additional development setbacks from these areas apply. Staff noted the applicant should make sure that the proposed drainfield meets Mason County Environmental Health standards. General process: Site development must include a site plan, showing all property line setbacks, slope, and improvements, which will be needed for building permit application submittal.
