Describe the proposed work that needs aquatic permits: Complete plans and specifications should be provided for all work waterward of the ordinary high water mark or line, including types of equipment to be used. If applying for a shoreline permit, describe all work within and beyond 200 feet of the ordinary high water mark. If you have provided attached materials to describe your project, you still must summarize the proposed work here. Attach a separate sheet if additional space is needed. Temporary screw traps will be installed into the rivers to enumerate the number of migrating salmonid juveniles. Traps will be installed on a seasonal basis for this multi-year project,to be completed in 2022. 1. Fish traps will be assembled and installed primarily by hand labor and tools. On-shore mobile cranes may be employed to set floating traps or their components into streams. a) Streambed and banks will not be altered as a result of these projects. Traps will be installed, operated and removed with a minimum of disturbance to adjacent riparian area. Screw traps will be anchored to the shore with cable running from winches on the traps to substantial existing structures, anchor pins or"ecology blocks'. b) If gravel or sand bags are needed for trap reinforcement, material will be clean and imported to site and completely removed upon project completion. c) Traps will be monitored and maintained daily to prevent undue stress, injury, or migration delays to both upstream and downstream migrating adult and juvenile fish, and to insure proper, safe operation of trapping gear and to minimize any possible disturbance to the adjacent landscape. d) All fish will be handled carefully and safely released downstream of the trap. e) The project sites will be restored to pre-existing natural conditions and configuration upon trap removal. Trapping gear and materials may be stored nearby the trapping area, but away from the stream, dependent on site specific conditions and agreement with landowners. f) All monitoring, sampling and enumeration techniques shall be in accordance with established protocols developed by WDFW's Fish Program, and all data and findings shall be available to the Science Division, in Olympia. PREPARATION OF DRAWINGS: See sample drawings and guidance for completing the drawings. ONE SET OF ORIGINAL OR GOOD QUALITY REPRODUCIBLE DRAWINGS MUST BE ATTACHED. NOTE: Applicants are encouraged to submit photographs of the project site, but these DO NOT substitute for drawings. THE CORPS OF ENGINEERS AND COAST GUARD REQUIRE DRAWINGS ON 8-112 X 11 INCH SHEETS. LARGER DRAWINGS MAYBE REQUIRED BY OTHER AGENCIES. 7b_ Describe the purpose of the proposed work and why you want or need to perform it at the site. Please explain any specific needs that have influenced the design. The Hood Canal Steelhead Supplementation Project aims to restore indigenous steelhead runs to the Skokomish River, Dewatto River, and Duckabush River. Supplementation of the wild population with native stocks of juvenile and adult fish has been proven as a viable option for augmenting small populations in a conservation context. A vital part of determining its effectiveness involves monitoring baseline,treatment, and post-treatment smolt abundance. Rotary Screw traps are a non-invasive, low environmental impact method to capture juvenile salmonids. For successful operation,the trap location must have>2'water depth with a current of 0.8-2.0 meters/sec; It should be situated at the bottom of a riffle, in a pool that is not subject to eddy currents. Other requirements include shoreline structure(trees etc)to anchor the trap in place, a safe spot alongside the deployment location so that the trap can be removed from the river during high stream flow events, and close proximity to the roadway for installation purposes. The trap should be located as near to the mouth as possible to account for all smolt production. The proposed work is for research and management purposes and encompasses:juvenile fish composition, population and production measurements, evaluation of fish passage improvements, evaluation of habitat modifications, as well as monitoring and evaluating supplementation efforts. 7c_ Describe the potential impacts to characteristic uses of the water body. These uses may include fish and aquatic life,water quality,water supply, recreation and aesthetics. Identify proposed actions to avoid, minimize, and mitigate detrimental impacts and provide proper protection of fish and aquatic life. Identify which guidance documents you have used. Attach a separate sheet if additional space is needed. WDFW protocols will be implemented and WDFW will be available to offer on-going guidance. a) Fish:There will be no adverse impacts on adult salmonids as a result of the screw trap, and mortality is typically less than 1%for juvenile salmonids. Protocols for trap operation include mortality minimization procedures such as 1)removing the trap from fishing operations in high stream flow events, 2)monitoring the trap consistently throughout operation for debris and functionality, and 3) minimal handling of the entrained fish. b) Aquatic life: No impact. c) Water Quality: No impact .:kt�E,a :; . ,,,::v !. ! ver.1.5.20061004.0930 3 d) Water Supply: No impact. e) Recreational(Kayak, rafts, etc.):The trap will be situated in the stream,so will affect recreational users. Effects would be minimized by 1)positioning the structure close to the bank,2)installing appropriate signs upstream that would indicate the presence of water hazards, and would describe the location of the trap,and 3)installation of a buoy line that will warn and divert recreationalists_ Signs will also be posted on the trap itself. f) Aesthetics: No significant impact The trap will be situated in the stream with permission of landowners, and thus will alter the aesthetics only at the discretion of those who will view it. The traps will not be visible from any county or state highways. 7d.
