Purpose of Checklist:
'The State Environmental Policy Act (SEPA), chapter 43.21 C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
environmental impact statement (EIS) must be prepared for all proposals with probable significant
adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid
impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is
required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most
cases, you should be able to answer the questions from your own observations or project plans
without the need to hire experts. If you really do not know the answer, or if a question does not apply
to your proposal, write "do not know" or"does not apply". Complete answers to the questions now
may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies

A. BACKGROUND
11. Give a brief, complete description of your proposal, including the proposed uses and the size
of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on this
page. (Lead agencies may modify this form to include additional specific information on
project description.)
For the purpose of steelhead smolt enumeration,we propose that a rotary screw trap be installed in
the Skokomish, Dewatto,Tahuya, and Duckabush Rivers (Figure 1). The trap is prefabricated and
will be trailered into each site. In some cases, a small crane may be required to relocate the trap
from the trailer to the river site. Twenty-two foot aluminum pontoons will hold the trap on the
surface of the water, and an attached cone (Duckabush, Skokomish diameter=8 ft; Tahuya,
Dewatto diameter= 5 ft) uses the hydraulic energy of the current to revolve on a central shaft
(Figure 2). The cone is situated halfway beneath the surface of the water, and guides migrating
juvenile salmonids into a flow-through trap box that is located downstream of the cone (Figure 3).
In this way, a certain percentage of fish are enumerated and access is gained so as to obtain
biological and genetic samples. After target fish (steelhead and Cutthroat) are separated from non-
target fish (Chinook, Chum and Coho), they will be lightly anesthetized and sampled. Cutthroat
will be used for trap efficiency tests in the event that large enough numbers of steelhead are not
encountered. Non-target fish will be released after enumeration. The trap will be operational
between the approximate dates of April 1 and June 1 (2007-2022), but may be installed earlier in the
year or removed later in the year than the planned dates (January—June 30).

d. Proposed measures to preserve or enhance wildlife, if any: The entire goal of this overall project is to
enhance wild populations of steelhead in all four of these rivers. Results of a small-scale supplementation
project in the Hamma Hamma River suggest that the strategy of collecting natural-origin embryos and
rearing them for release at two different life-history stages(smolt and adult) has substantially increased the
number of redds constructed in the Hamma Hamma River. This approach contrasts markedly with
hatchery programs commonly implemented in the past,which released large numbers of out-of-basin fish in
Pacific NW rivers,with many negative consequences. Though the strategy of supplementation has proved
promising in theory and in small-scale or laboratory situations,a large experimental approach has not been
taken. NOAA Fisheries has undertaken a collaborative project which will look at the large-scale effects of
supplementation,as measured through the comparison of four treatment (Hamma Hamma,Skokomish,
Duckabush,and Dewatto)with three control(Dosewallips,Tahuya,and Big Beef Creek)streams located
throughout the Hood Canal region (Figure 1). One key component to evaluating the benefits and impacts of
supplementation is to measure the abundance of juvenile production within each of these streams before,
during,and after treatment.
6. ENERGY AND NATURAL RESOURCES:

RE: State and County Permitting for Smolt Traps in Mason and Jefferson Counties
Enclosed is a complete application packet for the permitting of three rotary screw traps,
which are slated to be installed in three Mason County rivers (Dewatto, Tahuya,
Skokomish), and one Jefferson County river(Duckabush). A great deal of information is
included in the application materials,but the structure of the project applicants is not
straightforward. Therefore, a brief summary of the applicants and how they relate to each
trap is necessary.
The Steelhead Supplementation Project,which includes screw trap monitoring of various
Hood Canal streams, is a collaborative effort by NOAA Fisheries, Washington
Department of Fish and Wildlife(WDFW), Long Live the Kings (LLTK),the Hood
Canal Salmon Enhancement Group(HCSEG),and the Skokomish Tribe to measure the
effects of supplementation on natural steelhead populations. Permitting for this project
then,is also a collaborative effort,with the various organizations responsible for traps in
specific rivers. In an effort to streamline the process,the request to apply jointly was
approved, and the necessary paperwork is included here. Since each of the proposed trap
locations are situated on streams in Washington,a single SEPA checklist and a single
JARPA application include the trapping activities proposed for all rivers in the study
(Dewatto, Tahuya, Duckabush, and Skokomish). The applicant for these permits then,
jointly,is NOAA Fisheries, LLTK, HCSEG, and the Skokomish Tribe. Permit
applications for the county shoreline and environmental permits are divided by river, and
by applicant,but are submitted jointly by county because stream activities will be
identical. LLTK will operate the trap on the Duckabush,HCSEG will operate the traps
on the Tahuya and Dewatto, and the Skokomish Tribe will operate the trap on the
Skokomish. NOAA Fisheries and WDFW will assist as needed. Each organization then,
will be associated in the paperwork with their respective river(s).

In this way, a certain percentage of fish are enumerated and access is gained so as to obtain
biological and genetic samples. After target fish (Steelhead and Cutthroat) are separated from non-
target fish (Chinook, Chum and Coho), they will be lightly anesthetized and sampled. Cutthroat
will be used for trap efficiency tests in the event that large enough numbers of steelhead are not
encountered. Non-target fish will be released after enumeration. The trap will be operational

enhance wild populations of steelhead in all four of these rivers. Results of a small-scale supplementation
project in the Hamma Hamma River suggest that the strategy of collecting natural-origin embryos and
rearing them for release at two different life-history stages(smolt and adult) has substantially increased
the number of redds constructed in the Hamma Hamma River. This approach contrasts markedly with
hatchery programs commonly implemented in the past,which released large numbers of out-of-basin
fish in Pacific NW rivers,with many negative consequences. Though the strategy of supplementation
has proved promising in theory and in small-scale or laboratory situations, a large experimental
approach has not been taken. NOAA Fisheries has undertaken a collaborative project which will look at
the large-scale effects of supplementation, as measured through the comparison of four treatment
(Hamma Hamma, Skokomish, Duckabush, and Dewatto)with three control(Dosewallips, Tahuya,and
Big Beef Creek)streams located throughout the Hood Canal region (Figure 1). One key component to
evaluating the benefits and impacts of supplementation is to measure the abundance ofjuvenile

Description
The purposed of this overall project is to aid in the recovery of Hood•canal Steelhead Populations.As
part of the project,we propose that a rotary screw trap be installed in the Skokomish, Dewatto,Tahuya,
and Duckabush Rivers(Figure 1). The trap is prefabricated and will be trailered into each site. In some
cases, a small crane may be required to relocate the trap from the trailer to the river site.Twenty-two foot
aluminum pontoons will hold the trap on the surface of the water,and an attached cone(Duckabush,
Skokomish diameter= 8ft;Tahuya,Dewatto diameter=5 ft)uses the hydraulic energy of the current to
revolve on a central shaft(Figure 2).The cone is situated halfway beneath the surface of the water,and
guides migrating juvenile salmonids into a flow-through trap box that is located downstream of the cone
(Figure 3). In this way, a certain percentage of fish are enumerated and access is gained so as to obtain
biological and genetic samples.After target fish(Steelhead and Cutthroat)are separated from non-target
fish(Chinook, Chum and Coho),they will be lightly anesthetized and sampled. Cutthroat will be used for
trap efficiency tests in the event that huge enough numbers of steelhead are not encountered.Non-target
fish will be released after enumeration.The trap will be operational between the approximate dates of
April 1 and June 1(2007-:2022),but may be installed earlier in the year or removed later in the year than
the planned dates(January-June 30).
