CONDITIONS
* All changes to "approved"building plans that effect compliance with the international codes as amended and adopted, or
any other Mason County ordinance or regulation, must be reviewed and approved by Mason County prior to construction.
* All building permits shall have a final inspection performed and approved by Mason County Building Department prior to
permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property
records on file with Mason County as being non-compliant with Mason County ordinances and building regulations.
* All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building
Official may grant a one time extention of 180 days, upon the receipt of a written extension request prior to permit expiration.
Letter must indicating that circumstances beyond the control of the permit holder preventing action from being taken. No
more than one extension may be granted.
* WIND LOADS - Roof coverings shall be designed and tested to withstand the maximum basic wind speed. The basic
wind speed for Mason County is 85 MPH.
* Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries,
Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an
unregistered contractor. Further information can be obtained at 1-800-647-0982. The person signing this condition is either

Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordance
with Mason County Title 14.28 and 14.17.
* By definition, propane tanks and heatpumps are structures, which must meet setback conditions. Please check your
"Approved Site Plan"to ensure these structures meet the setback conditions listed.
* CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING
DEPARTMENT AND THE ADOPTED BUILDING CODE.
The construction of the permitted project is subject to inspections by the Mason County Building Department. All
construction must be in conformance with the international codes as amended and adopted by Mason County. Any
corrections, changes or alterations required by a Mason County Building Inspector shall be made prior to requesting
additional inspections.
* Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly
corrode metal fasteners, connectors, and flashing. Install metal connectors approved for contact with the new types of
pressure treated material.
* REQUIREMENTS FOR ROOF COVERINGS. Roof coverings shall be applied in accordance with the applicable
provisions of the current code and the manufacturer's installation instructions.
A drip edge shall be provided at eaves and gables of shingle roofs.
* The stamped approved site plan is required to be on-site for inspection purposes. If an inspection is requested and the
approved site plan is not on site, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule,
minimum 1 hour)will be charged and shall be collected by the Building Department prior to any further inspections being
performed or approvals granted.
* Carbon monoxide alarms, listed as complying with UL 2075 shall be installed in accordance with manufacturer
specifications and in accordance with IRC Section R315.
Alarms shall be installed outside of each separate sleeping area in the immediate vicinity of the bedrooms and on each level
of the dwelling.
EXISTING DWELLINGS shall be equipped with carbon monoxide alarms when alterations (including addition or alteration of
fuel burning appliances), repairs, or additions requiring a permit occur, or when one or more sleeping rooms are added or
created.
* A Mason County Stormwater Management Plan MUST be completed and approved PRIOR to final occupancy. Design,
sizing, placement, inspection and maintenance of stormwater management systems shall be the responsibility of the
owner/agent of the developed parcel. It is the owner/agent/contractor's responsibility to ensure that Mason County
Department of Public Works has approved the stormwater site plan for this parcel prior to the commencement of any
development activities. *NOTE if Stormwater Management option "A"was selected on the Small Parcel Stormwater
Management Application/Worksheet the document entitled "Managing Storm Drainage on Small Lots, The Small Parcel
Stormwater Site Plan"constitutes an approved plan based on the criteria listed on the application/worksheet. If the
development has, or will have, a septic/d ra infield system you are responsible for contacting Mason County Division of
Environmental Health to ensure that the stormwater system will not adversely affect the septic system of this, or any other,
parcel. You may also wish to consult with the septic design professional involved with the project. By calling for a final
inspection of the building permit the owner/agent/contractor is acknowledging that all components of the stormwater
management system have been installed as approved on the stormwater site plan.

* Concrete encased grounding electrodes must be installed and used at each new building or structure that is built upon a
permanent concrete foundation. In Mason County the electrical code is regulated by Washington State Department of Labor
& Industries (L&I).

* The foundation/footing must be placed on undisturbed,firm-native soil.
* All surface water and potential runoff must be controlled on site and shall not adversely affect any adjacent properties nor
increase the velocity flow entering or abutting to any state or county culverting/ditching system or road way.
* The international code requires a fire apparatus access road for every facility, building, or portion of a building that is more
than 150'from an approved access road. Roads are required to meet the minimum Mason County Fire Marshal standards
for Fire Apparatus Access Roads up to the point where such roads connect with a county maintained public road or to
another fire apparatus access road which connects to a county maintained public road.
* All RED stamped approved plans are required to be on-site for inspection purposes. If an inspection is called for and
plans are not available on site, then approval will not be granted. In addition, a re-inspection fee (refer to current fee
schedule, minimum 1 hour)will be charged and must be collected by the Building Department prior to any further inspections
being performed or approvals granted.
* Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and
MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either
private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an
existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance
and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting
from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any
construction which is proposed to be located within 25'of a Mason County road right of way, it is suggested to contact that
office to review future planned work which may affect your project.
* A Road Access Permit or Approval must be granted by the Mason County Department of Public Works. For more
information contact Public Works, at(360)427-9670, ext. 450 or 100 W Public Works Dr. Shelton.The building permit will
not be finaled until the permit holder can show proof that the access permit from Public Works has been finaled and
approved.
* All construction must meet or exceed all local and state ordinances in addition to the International Codes requirements as
adopted and amended by Mason County and the State of Washington. Occupancy is limited to the approved and permitted
classification. Any non-approved change of use or occupancy would result in permit revocation.
* All property lines shall be clearly identified at the time of foundation inspection.
* Landings and stairs must meet the same setback conditions as any permitted structure; and, must be shown on your site
plan. Please check your"Approved Site Plan"to ensure these structures are shown and meet the setback conditions listed.
* Approved per dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the
structure.

•All exit doors must swing in the direction of travel to exit(outwards) if calculated occupant load is over 49. Panic hardware
shall be installed in all assembly occupancies over 49. IFC 1010.1.10, 1010.1.9. Maximum travel distance is 1 00'to any
exit if the occupant load is calculated under 30. If over 30 a second exit is need and the maximum travel distance is 75'.

* Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to
the Mason County Building Department prior to construction. All engineering and/or architectural documents are a part of
the approved set of plans and shall remain attached thereto. If documents are removed, approval will not be granted. In
addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and shall be collected by the
Building Department prior to any further inspections being performed or approvals granted.
* Fuel piping shall be inspected after the installation of fuel piping is complete, and before the attachment of fixtures,
appliances, or shut-off valves. At the time of inspection the test pressure shall be no less than 10 psi held for no less than
15 minutes. Appliances to be attached to the fuel piping system shall not be used until the final inspection has been
performed and approved by a Mason County building inspector.
* The approval of this project is subject to the recommendations and specifications outlined in the attached geotechnical
report or assessment. All applicable recommendations and specifications shall be applied to the development on this site.
Any deviation requires stamped written approval from the registered design professional responsible for the
report/assessment, and may require special inspection by same. Structures and/or land modifications (grading, cuts, fills,
etc.) required in the geotechnical report/assessment, may require a separate permit. The geotechnical report/assessment
shall remain attached to the approved building plans.
* Lever hardware is required at doors. The unlatching of any door shall not require more than ONE operation. Hardware with
locks must open with a single action from the egress side of the door. Door hardware shall allow egress doors to be readily
open able from the egress side without the use of a key or special knowledge or effort. Handles, pulls, latches, locks and
other operable parts on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight-
grasping, pinching, or twisting of the wrist to operate. X
* Concrete used for basement walls,foundation walls, exterior walls, porches, carport slabs, steps exposed to the weather,
garage floor slabs and other vertical concrete work exposed to the weather shall have a minimum compressive strength of
3000 psi (IRC Table R402.2).
* Parking shall be sufficient for standard parking stalls (9 feet by 20 feet)and handicap parking stalls (12.5 feet by 20 feet)
with sufficient maneuvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest
to the building entry, and shall be signed with the International Symbol of Access. Screening from adjacent residential
properties is required.
* Owner/applicant must obtain a separate permit for the placement of any size propane tank serving a fixed appliance within
a dwelling structure or unit prior to the placement of the tank.
* Retaining walls needed to support a surcharge such as structures, roads, or to support slopes, shall require a separate
building permit and approval prior to construction of the retaining wall.
* All slabs within the heated space shall be insulated to a minimum R-10 for at least 24". Monolithic slabs shall be insulated
around the perimeter from the top of the slab to the bottom of the footing. If slab is heated then entire slab and perimeter are
to be insulated to an R-10.

* In addition to the inspections required in IBC, Section 110, the owner, the engineer or architect of record acting as the
owner's agent shall employ one or more special inspectors who shall provide inspections during construction on the types of
work listed under Chapter 17 and as specified by the design professional. The special inspectors duties & responsibilities

* ACCESSIBLE PARKING
Accessible parking spaces shall be provided in accordance the 2015 International Building Code Section 1106 and
constructed in accordance with Section 1101.2/ICC A117.1. Accessible parking spaces shall be provided in accordance with
Table 1106.1 as follows:
1 to 25 total parking spaces requires not less than one accessible parking space
26 to 50 total parking spaces requires not less than two accessible parking spaces
51 to 75 total parking spaces requires not less than three accessible parking spaces
76 to 100 total parking spaces requires not less than four accessible parking spaces

Construction and design shall be completed in accordance with ICC A117.1, Section 502. Accessible parking spaces shall

surfaces shall be firm, stable, and slip resistant material and shall not be steeper than 1:48. Accessible parking spaces shall
be clearly identified by signs containing the International Symbol of Accessibility placed not less than 60-inches above
ground surface, measured from the bottom of the sign.

* Air barriers.A continuous air barrier shall be provided throughout the building thermal envelope. The air barriers shall be
permitted to be located on the
inside or outside of the building envelope, located within the assemblies composing the envelope, or any combination
thereof. The air barrier shall comply with
Sections C402.5.1.1 and C402.5.1.2.
C402.5.1.1 Air barrier construction. The continuous air barrier shall be constructed to comply with the following:
1. The air barrier shall be continuous for all assemblies that are the thermal envelope of the building and across the joints
and assemblies.
2.Air barrier joints and seams shall be sealed, including sealing transitions in places and
changes in materials. The joints and seals shall be securely installed in or on the joint for its entire length so as not to

materials and location. Joints and seals associated with penetrations shall be sealed in the same manner or taped or
covered with moisture vapor-permeable wrapping material. Sealing materials shall be appropriate to the construction
materials being sealed and shall be securely installed around the penetrations so as not to dislodge, loosen or otherwise
impair the penetrations'ability to resist positive and negative pressure from wind, stack effect, and mechanical ventilation.
Sealing of concealed fire sprinklers, where required, shall be in a manner that is
recommended by the manufacturer. Caulking or other adhesive sealants shall not be used to fill voids between fire sprinkler
cover plates and walls or ceilings.
4. Recessed lighting fixtures shall comply with Section C402.5.8. Where similar objects are installed which penetrate the air
barrier, provisions shall be made to maintain the
integrity of the air barrier.
5. Construction documents shall contain a diagram showing the building's pressure
boundary in plan(s)and section(s)and a calculation of the area of the pressure
boundary to be considered in the test.
C402.5.1.2 Building test. The completed building shall be tested, and the air leakage rate of the building envelope shall not
exceed 0.40 cfm/ft2 at a pressure differential of 0.3 inches water gauge (2.0 Us x m2 at 75 Pa)at the upper 95 percent
confidence interval in
accordance with ASTM E 779 or an equivalent method approved by the code official. A report that includes the tested
surface area, floor area, air by volume, stories above grade, and leakage rates shall be submitted to the building owner and
the Code Official. If the tested rate exceeds that defined here, a visual inspection of the air barrier shall be conducted, and
any leaks noted shall be sealed to the extent practicable.An additional report identifying the corrective actions taken to seal
air leaks shall be
submitted to the building owner and the Code Official and any further requirement to meet the leakage air rate will be
waived.
1. Test shall be accomplished using either(1)both pressurization and depressurization or(2)pressurization alone, but not
depressurization alone. The test results shall be plotted against the correct P for pressurization in accordance with Section
9.4 of ASTM E779.
2. The test pressure range shall be from 25 Pa to 80 Pa per Section 8.10 of ASTM E779, but the upper limit shall not be less
than 50 Pa, and the difference between the upper and lower limit shall not be less than 25 Pa.
3. If the pressure exponent n is less than 0.45 or greater than 0.85 per Section 9.6.4 of ASTM E779, the test shall be rerun
with additional readings over a longer time interval

Workplace safety has seen impressive improvements over the past several decades due in part to evolving
regulations that identify acceptable risk parameters, along with standards that address requirements for
personnel safeguards and emergency response. Recent innovations include enhanced water drench
patterns,eyewash units designed to deliver inverted water flow for a medically superior wash, and advanced
remote management.
BETTER METHODS :: BETTER RESULTS
Current technology helps minimize injury associated with industrial chemical exposure.
Emergency shower and eyewash requirements-Location, Function, Maintenance-are identified in ANSI
Z358.1 Standard. In its current form,ANSI Z358.1 provides the most specific and useful guide for preparing to
meet most workplace spill,splash and blown particulate incidents.This document provides an abbreviated
checklist to help identify some of the significant requirements included in ANSI Z358.1;it is not intended to
be an interpretation of the entire ANSI Standard.
Current standards(ANSI Z358.1 sections 4.6.2&4.6.5)require weekly activation of emergency showers and
eyewashes to confirm proper operation, along with a thorough annual inspection. Many companies opt
to contract with outside firms for routine and annual inspections as an added measure of assurance and
risk mitigation.
While ANSI Z358.1 establishes many additional requirements,
the standards identified above are commonly overlooked.
Each month,OSHA publishes a recap of noted violations and
related fines levied against companies;financial penalties for
l non-compliance often begin at$100,000 and can exceed
$1 million.However,a claim for excessive injury due to a
non-compliant drench shower or eye/face wash presents
i significantly higher risk:incurring a$213,000 OSHA fine for a
"blocked eyewash" is a small fraction of the risk exposure
if an employee were permanently injured due to improper
emergency response equipment.
COSTLY ERRORS
s In today's "lawsuit lottery"business climate, even a rich
imagination is no match for jury-based settlements.
The American National Standards Institute (ANSI) introduced
r tepid water as an emergency wash requirement in
1 4• r3�:
ANSI Z358.1-1998.ANSI further clarified tepid water standards
in 2004 and identified a specific temperature range in 2009.
Most emergency shower/eye/face wash units across North
America do not yet comply with significant code provisions
for tepid water.
TEPID WATER
Tepid water is essential for emergency shower/eye/face washes to provide medically suitable results.
When drench water is outside of the required operating temperature,an injured worker is unlikely to
utilize the full 15-minute wash cycle.A shortened cycle does not provide the thorough 15-minute rinse
specified on most MSDS documents. Failing to rinse away chemicals and other contaminants causes
prolonged worker exposure to injurious material causing more severe injuries and longer recovery times
and hospital stays.
Why tepid water? If an emergency wash unit provides water that is too hot or too cold (above 1000 F
or below 600 F),an injured worker may be exposed to additional serious injury.
TOO HOT= SCALDED
If the water is too hot the biological response is for
pores in the skin to open, potentially causing increased
contaminant absorption. Excessively hot water may also
cause severe scalding and trigger an increased chemical
reaction,an example of this is the delicate eye tissue
which can be damaged at temperatures above 1050 F.
TOO COLD = HYPOTHERMIA
If the water is too cold,a worker exposed to hazardous
material is unlikely to stay in long enough for a medically
effective decontamination or may compound their
chemical exposure with severe hypothermia.
JUST RIGHT= BEST RESULTS
ANSI Z358.1 Standard for Emergency Eyewashes and
Shower Equipment defines tempered (tepid)water as
"A flushing fluid temperature conducive to promoting a
minimum 15-minute irrigation period.A suitable range is
16-38°C (60-100'F)".
Today,simply providing emergency showers and eyewashes is not enough.It is
necessary to inspect,test,and monitor emergency wash system readiness and
performance.Each unit must be accessible, usable,and tepid-water equipped.

FREQUENTLY ASKED QUESTIONS
1.With the recent revisions to the ANSI standard,are existing eyewash,shower,and drench hose
stations required to meet the guidelines?
Yes.There is no grandfather clause in the Z358.1 Standard that allows equipment to be exempt.
As the standard changes,existing shower equipment needs to be updated.
2. Does OSHA use the ANSI standard?
OSHA requires the employer to provide suitable facilities for quick drenching or flushing of the eyes.
While OSHA has not formally adopted ANSI Z358.1,they refer employers to the standard as a source
of guidance. It is the employer's responsibility to assess the particular conditions related to the needs
of the site to ensure the eye/face wash and shower unit(s) provide suitable protection for employees.
3. Does the annual testing require a full 15-minute flow?
Yes.The importance is to ensure tepid water throughout the full 15 minutes as well as maintaining the
pressure and shower patterns.
4.What is the difference between an eye/face wash and just an eyewash?
An eyewash is specific to eyes,and the water flow rate is designed to hit only the eye surface,
while an eye/face wash will cover the eyes and a portion of the face. In addition,an eyewash
has a .4 GPM (1.5 LPM) minimum flow rate and an eye/face wash has a 3.0 GPM (11.4 LPM) minimum
flow rate.
5. Does the simultaneous requirement for shower activation apply to multiple stations?
Those responsible for the health and safety of the area will determine what the potential is for an
accident and how many people could be exposed.Once that number is determined,a system
is designed for that number of showers and eyewashes to run simultaneously. Example:if a facility has
ten showers within a specific area and are required to have two running at the same time,
then two showers must be designed to simultaneously activate properly.
6.Are there guidelines for placement of eye/face wash stations within a building?
The ANSI standard states that the eye/face wash needs to be 10 seconds away from where an
accident could occur and needs to be on the some level with no obstructions. For strong acid or
strong caustic,the emergency equipment should be immediately adjacent to the hazard.
7. Is there a distance conversion?
The current ANSI Standard states that the drench equipment must"be in accessible locations that
require no more than 10 seconds to reach."The appendix of the ANSI Z358.1 Standard clarifies by
stating "that the average person covers a distance of approximately 55 feet(16.8 m) in 10 seconds."
S.Is it a requirement to change out the old Haws®eye/face wash heads with AXION MSRTM heads?
The standard today does not state how to flush the eyes,but that there must be individual flows that
