Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, lecwv_(b� Allan Borden Land Use Planner Mason County Planning Department 10/1/2015 Page 1 of 5 SP12015-00057 Site Inspection 10/1/2015 Case No.: SP12015-00057 Comments: Inspection for the Grant Callin on July 14, 2015: Lot Description: The property [Parcel Number 32207-50-00923 and Parcel 32207-50-00951] is along North Shore Rd. on the Hood Canal shoreline and is 100 feet wide by 585 [S side] to 594 [N side] P feet deep east of the road [county road and slope on the east side]. The property has an access easement through the properties, as reported by the applicant. Observed was a 55 percent and greater slope generally east of the easement; and low slope and existing native vegetation and an undisturbed upper beach area on the west side. The applicant wishes to build small residence and parking area and septic area on the west side, if they meets the needed special studies and appropriate setbacks. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: The site is in Rural Residential 5 zone. Standard building setbacks are 25-foot front yard setback, and 20-foot side property line and rear yard setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. _Y_ An exception is made for lots less than 100 feet in width, where side yard setbacks are equal to 10 percent of the lot width, but no less than 5 feet; for this property that side yard setback is 10 feet. _Y_ An administrative variance may be requested, to reduce these setback distances from property lines, to as low as 5 feet or 10 feet (front yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Resource Ordinance Standards: _N_ Wetland critical area: Planning staff confirmed that the parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The applicant will not need a wetlands special report during development review. _N_ Stream setbacks: Stream critical areas (recognized by 10/1/2015 Page 2 of 5 SP12015-00057 Site Inspection 10/1/2015 Case No.: SP12015-00057 state, county, or tribal agencies) were not observed during the inspection. The development setbacks from these features would not apply to a proposed improvement on the subject parcel. _Y_ Slope or Landslide hazards: Slopes greater than 15 percent adjacent to or within 300 feet of a proposed project were observed. The applicant shall have a qualified geologist or engineering geologist visit the subject parcels and prepare a site analysis to determine whether a geologic special report is needed during development review. _Y_ Slope or Landslide hazards: If the geologist confirms the need for a special report when slopes are over 40 percent, a Geotechnical Report would be needed to address slope stability, site conditions, and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 5. as required by the Mason County Resource Ordinance. The report must include all Resource Ordinance requirements and a submittal checklist noting where these requirements are found in the study document. _Y_ Slope or Landslide hazards: The prepared special report shall be specific to proposed site development on the subject parcel by addressing stabilization of the site (especially the slope from the road above), and the proposed clearing, grading, driveway and building location, retaining walls, and stormwater control. This special report would be submitted and evaluated at the time of building permit submittal. The study shall address the presence of the proposed or existing septic system on site stability conditions and proposed stabilization and construction. Resource Ordinance - Shoreline setbacks: The shoreline designation for the area is Rural Environment per the Mason County Shoreline Master Program, and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is typically determined by measuring the average distance from the saltwater ordinary high water mark (OHWM) to the roofline of adjacent neighboring residences to the east and west of the subject property, measuring the roof projection closest to the shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Landward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and 10/1/2015 Page 3 of 5 SP12015-00057 Site Inspection 10/1/2015 Case No.: SP12015-00057 Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. This site inspection was to examine the site for potential development. The property to the south (PN -00951) is undeveloped, and a development proposal on this parcel must meet the 100-ft. default shoreline setback. The property to the north (PN -00905) is developed with a residence, well, septic and parking areas since 2004, and the development on this parcel meets the 100-ft. shoreline setback. On the subject properties, the location of the county road [North Shore Rd.], the easement path towards Hood Canal on the west, and the steep slopes immediately to the east of the easement, create some constraints to further development. The applicant shall measure the depth of the lots at the property lines and to the access easement to assess how much space is available to propose development alternatives. Depending on the size of that available area, a proposal of a residence, septic system, and parking area to the west of the easement road may need the evaluation of a Resource Ordinance regulations Variance from Mason County Dept. of Community Development. The variance request will need a public hearing by the Mason County Hearing Examiner, an eight to ten week review period. As you ponder your development proposal, a Habitat Management Plan (HMP), prepared by a qualified biologist, would be required as part of the variance request to support the proposed development. The HMP addresses impacts to the buffer and offers measures to preserve and protect the buffer or to mitigate impacts of the development proposal. A copy of the Fish and Wildlife Habitat Conservation Areas chapter, including details on the contents of an HMP and the variance public review procedure, is available for review. Application for a variance to these standards does not guarantee approval of the development as proposed. The review of a variance would consider proposed development near the county road or near the access easement as alternatives, and whether the limited dimensions and the steep features on the property will restrict a proposal to meet the Resource Ordinance and Shoreline Master Program standards.
