Thank you. j - Ll PROJECT DESCRIPTION INTRODUCTION Sprint PCs is a wireless telephone company operating throughout Washington. Sprint's Personal Communication Service (PCs) is a public utility licensed to operate in Washington by the Federal Communications Commission (FCC). Sprint is currently designing its network in the Mason County area to establish telephone service and provide wireless capacity to its subscribers. This proposal describes the scope of the proposed project by providing specific information regarding the project location, zoning, specifications, and required services. It is Sprint's desire to work with Mason County to ensure that our project is consistent with local ordinances and zoning regulations while providing the PCs coverage that is critical for emergency, business and personal use. Project Goals The goal of the Sprint PCs Hoodsport/Camp Hahobas (SE33XCO21-A) facility is to provide PCs coverage for personal and emergency purposes in the immediate area of the project, especially along the Hood Canal. Sprint intends to achieve these network goals consistent with all policies and ordinances of Mason County. Application Request Plan The applicant is requesting the following: • A SEPA DNS, an administrative approval under the Mason County Standards for Telecommunications Antennas and Towers (Ordinance #5-98), and a building permit. Sprint PCS is aware of the Determination of InvaliditylMoratorium on new commercial developments within Mason County that began January 14, 1999. Sprint is submitting its application to be processed after the moratorium on commercial developments in Mason County lifts. 1 li GENERAL PROJECT DESCRIPTION Project Overview The applicant proposes to construct a new one hundred and fifty foot (150') monopole on a portion of the Boy Scouts Camp Hahobas property located at 1365 Hahobas Way NE Tahuya, WA 98588 (Section 5, Township 22N, Range 3W). The applicant, Sprint PCS, proposes to lease approximately 1,250 square feet on the property. The lease area will be developed with a diesel generator, as well as equipment cabinets, which house radio equipment and batteries. In addition, the applicant proposes to mount three (3) arrays of four (4) antennas at the top of the proposed pole. Sprint PCS has secured a lease with the owners that will allow for construction and maintenance of these facilities, necessary utility connections, and provisions for access to the site. Facility Specifications • Facility Maintenance - The facility is generally serviced once a month by one to two employees to the site for an average four (4) hour maintenance check. This check is typically for preventative maintenance purposes. In the event of a problem, a crew is dispatched to the site immediately. • Generator/Fuel Tank—A diesel generator will be placed on a separate concrete pad, southeast of the monopole. The generator will be providing emergency back-up power in the event of power outages and/or emergencies. • Landscaping/Screening_— A landscaping plan has not been proposed. The immediate area around the lease area has been cleared of vegetation. The parcel is covered by vegetation. • Radio Equipment Cabinets — Four (4) BTS radio cabinets are proposed for this project. Each cabinet contains radio equipment and batteries and measures approximately five feet (5') tall. The cabinets will be mounted on a concrete slab within the lease area. Additional power cabinets are proposed as shown on sheet A-2 of the plans. • Tower /Antennas - A one hundred and fifty foot (150') monopole will be constructed at this site to support three (3) arrays of four (4) antennas for a total of twelve (12) antennas. Each antenna is roughly six feet (6') long and six to eight inches (6" - 8") wide. Please see the plan elevations for further information. 2 GENERAL SITE ANALYSIS Zoning General Plan Designation The site is currently zoned Rural by Mason County. Sprint PCS's proposed site is considered a "specific permitted use" according to Section 4.b.1 of the Mason County Standards for Telecommunications Antennas and Towers (Ordinance # 5-98): Locating a tower or antenna, including the placement of additional buildings or other supporting equipment used in connection with said tower or antenna, in the Rural Area...provided however, that such tower shall be set back a distance equal to the height of the tower from an adjoining property line...Also,provided that the tower or antenna is no higher than...150 feet for three users. Also provided that the Department of Community Development may waive this height limit by up to 10%for the placement of whip antennas where there is little visual impact. Sprint PCS's proposed site does meet the setback requirements and height restrictions. (Please see site plan drawings for further information.) Existing Use The subject area is vacant, and covered with trees and brush. Access/Circulation The site will be accessed by the existing access road. See Sheet LS-1 for additional information. There are no traffic impacts associated with these types of facilities as they are unmanned and require infrequent maintenance. Grading and Site Disturbance There will be minimal grading for scarification and recompaction of the proposed lease area. It is expected to be less than ten cubic yards (10y). Any excess fill will be dispersed on site. FCC/FAA No special lighting will be required by the FCC/FAA, and none is proposed by Sprint PCS. Sprint PCS's site will conform to all FAA/FCC regulations, and because the Maximum ERP is less than two thousand (2,000) watts and/or the height of the facility is greater than ten meters (10m), an environmental evaluation of radio frequency emissions is exempted per CFR Title 47 Part 24, Subpart E. Environmental Issues Sprint PCS's proposed monopole will be painted dark green to blend into the surrounding vegetation. This facility is designed to accommodate three (3) carriers. As stated in the notice, Mason county is subject to an Order of Invalidity imposed by the Western Washington Growth Management Hearings Board on January 14th of this year. Unfortunately the Order of Invalidity does affect your projects as proposed. Your project can not be approved by the Planning Department at this time for the following reasons : 1) The application was turned in after January 14, 1999 with no claim of vesting. 2) Both towers are to be located in portions of the county that are designated as "Rural" in the comprehensive plan. 3) The communication towers appear to be free standing, new and intended for commercial use. 4) Communications towers are covered in the land use matrix of the Mason County Development Regulations, which were found invalid by the state. 5) The proposal does not appear to meet any of the invalidity exemption criteria as described in RCW36 . 70A. 302 (enclosed) .
