Project located on Belfair-Tahuya Road near Maggie Lake. Lead Agency: MASON COUNTY The Lead Agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43 .21C. 030 (2) (c) . This decision was made after review of a completed Environmental Checklist and other information on file with the Lead Agency. This information is available to the public upon request . The legal descriptions of the property are lots 2, 3, and 4 in the NW 1/4 of Section 14, T 22 N, R 3 W. The lots that were proposed were all in excess of 5 acres in size and have individual well sites. Currently a Mason County Land Modification Permit Application has been submitted in relation the large lot subdivision described above (permit#GRD2001-00006). The permit request is for road construction. The details of the road construction provided by the applicant are that the work will include excavation, filling and grading. The work will encompass an area of 1.6 acres, with an area of 330 feet long to be cleared on slopes over 10%, and with an estimated amount of fill /grading of 2,630 cubic yards. The site of the road construction has been reviewed by staff, and no significant environmental impacts were identified. There is a small wetland in the path of the proposed road easement and it appears that approximately half of it would be filled when the road is developed. This wetland has been identified by the engineers involved in the project and has been viewed by planning staff. The wetland appears to be under 2,000 square feet in size and is under the 2,500 square foot threshold to be considered a regulated type II or III wetland under the Mason County Resource Ordinance, Wetlands Chapter 17.01.070. As this wetland has been found to be an unregulated, no permits are required to work in and around it, however it would be encouraged to limit impacts as much as possible during construction. No other environmental factors were identified, other than the disturbance of native vegetation which would be expected from grading and road construction. The location of the proposed access road for the subdivision was provided with the Mitigated Determination of Nonsignificance that was issued in February 1997 for this subdivision. The size of the project and amount of grading, excavation and filling was not provided by this document. No comments were received regarding this project when SEPA was first issued in 1997.
