Box 70 Bremerton, WA 98337 Ms. VanMeter: Pursuant to our phone conversation on April 4, I wanted to provide you with some additional information regarding the fire protection features at the Lakehaven Manor Bed & Breakfast, owned by Larry DePaul. There are numerous features built into the structure that were specifically designed to provide an increased measure of fire protection and safety to the occupants. Perhaps the most important feature is the fire sprinkler system. This system was designed and installed to a standard developed by the National Fire Protection Association--NFPA 13D. The water supply is a 300 gallon pressurized tank located in a room under the lower floor stairs. The system will operate under stored pressure even in the event of a power failure. The sprinkler system was designed and installed by a Washington State licensed fire sprinkler contractor. My office reviewed and approved the plans and conducted the final acceptance test of the system to confirm that it performed to the standards. Additional fire protection features include: 1. A 200 gallon per minute portable fire pump which takes water out of Cady Lake to supply hand-held fire hoses. This system is specifically designed to provide fire suppression capability in the event of a forest fire that may threaten the structure. 2. The entire roof of the 10,000 square foot structure is fire-proof tile and all exterior walls are brick. 3. Extra-thickness sheetrock is used throughout the structure and the ceiling of the lower floor is made up of two layers of 5/8" sheetrock, which creates a one-hour fire resistive separation between floors. 4. A large portion of the floor surfaces are fire-proof tile and the wood floors are constructed of a fire resistive laminate. 5. All bedroom doors are one-hour rated fire doors. a 6. The two doors at each end of the stairway between the first and second level are 1 1/2 hour fire rated, steel self-closing fire doors 7. Hand-held portable fire extinguishers are located throughout the building. 0? 8. Propane gas detectors are located adjecent to all gas appliances and fireplaces 9. All propane piping includes automatic earthquake shut-offs.>( 10. The bedroom that is two stories above ground level has two exit doors, one though a hallway and the other to an exterior deck. 11. The other bedrooms have portable fire ladders that can be dropped out of sliding d egress windows. 12. The bedrooms and interior corridors are protected by hard-wired smoke detectors that will sound a local alarm. The smoke detectors and the sprinkler system are also monitored by an off-site central receiving station that will automatically contact the local fire department. The alarm system also includes a battery back-up power supply. 13. All vegetation and trees have been cleared at least 30 feet away from the structure to impede the spread of a fire from the forest to the structure. 14. A 5 KW emergency generator automatically starts if PUD power to the building is lost. This emergency power supply will support all electrical needs of the building. I trust that you found the information that you needed. The purpose of this letter is to advise you of a situation in Mason County that may be of interest to your listeners. In a peripheral way, this issue is also relevant to some of the things that we discussed during your research. Several years ago, I began working with an individual, Mr. Larry DePaul, who owns a small private lake in North Mason County. The lake is known as Cady Lake. I have enclosed a map of the area, showing the location. Mr. DePaul approached the county regarding the requirements to build a structure that would combine his residence with a bed & breakfast facility that would cater to fly fishermen. Cady Lake has been designated as a fly fishing-only lake. The building is probably not unique in terms of it's use and size (a little over 11, 000 square feet) . But, what is of interest to me, as a Fire Marshal, is the extensive effort that was put into fire protection. Mr. DePaul spent 14 years with Atlantic Richfield as an oil tanker Fire Safety Officer. He is also a graduate of several of the nation's top Marine Firefighting schools. His appreciation for fire protection is evident in his building. Let me provide a little background to help set the stage for what has resulted. The area where this facility has been built would be considered "remote' , both in terms of location and access to fire protection. The nearest fire station is nearly 4 miles away, and is staffed by volunteers. There is no public water system (fire hydrants) within miles of the location. With the exception of the lake itself, any firefighting water would have to be brought to the location. The terrain is a combination of heavily forested land and open clearcuts which are in various stages of reforestation. Much of the surrounding land is managed by the Department of Natural Resources. There are very few houses in the immediate vicinity, and no others on Cady Lake itself. 9 . Special fire lanes have been created to allow fire engines to get right up to the structure. 10 . Two emergency vehicle access points are available to the property. 11. A 5 KW propane-powered emergency generator automatically starts if PUD power to the building is lost. This emergency power supply will support all of the electrical needs of the building. Special emphasis has also been placed on the safety of the occupants: 1. There are 9 exit doors from the building. 2 . All bedroom doors are one-hour fire-rated. 3 . Hand-held portable fire extinguishers are located throughout the building. 4 . The bedroom that is two stories above ground level has two exit doors, one through an interior hallway and the other to an exterior deck. 5. The other bedrooms have portable fire ladders that can be dropped out of sliding egress windows. 6. In addition to the fire sprinkler system, the bedrooms and interior corridors are protected by hard-wired smoke detectors that will sound a local alarm. The fire alarm and sprinkler system are monitored by an off-site central receiving station that will automatically contact the local fire department. The entire alarm system is supported by a battery back-up power supply. 7 . All corridors and common-use areas have special LED night lights plugged into wall outlets. As you can see, a great deal of effort has been put into protecting the building and occupants from fire. In addition, I was advised by the insurance carrier that this extent of built-in fire protection resulted in a significant savings on insurance. Several things impressed me about Mr. DePaul's efforts. His awareness of the fire dangers associated with remote facilities are certainly a result of his experience of years at sea. It is significant that he installed in his residence nearly all of the fire protection measures that are recommended by the fire service for housing in urban/wildland interface areas. The primary fire hazard would be the threat of a forest fire spreading to the structure or conversely, a fire spreading from the structure to the surrounding forest land. The latter scenario is an example of what we in the fire service refer to as the "urban- wildland interface" . This condition has been most evident recently in the fires that have occurred in the Oakland Hills in California and in Eastern Washington. The common thread is the hazard posed by urban-type structures (housing) being built in remote forested (wildland) areas. This issue was the focus of Mr. DePaul's efforts to protect both his structure, the occupants, and the surrounding forest land. The steps he took, in my opinion, are significant. Perhaps the most important feature is the residential fire sprinkler system. This system was designed and installed to a standard developed by the National Fire Protection Association. The installation involves plastic piping that is fire-rated specifically for residential structures. The water supply is a free-standing 300 gallon pressurized tank, located in a room under the lower floor stairs. The system is independent of the well supplying the domestic water and will operate under stored pressure, even in the event of a power failure. Additional fire protection features include: 1. A 200 gallon-per-minute portable fire pump which takes water out of Cady Lake to supply hand-held fire hoses. This system is designed to provide fire suppression capability in the event of a forest fire that threatens the structure. 2 . The entire roof of the two level, 11, 000 plus square foot building is fire-proof tile and all exterior walls are brick. 3 . Extra-thickness sheetrock was used throughout the structure to proved a more durable fire barrier between rooms and floors. 4 . Many portions of the floor surfaces are fire-proof tile and the wood floors are made of a fire-resistant Swedish laminate. 5. The two doors at each end of the stairway between the first and second level are 1 1/2 hour, fire-rated steel self-closing doors. 6 . I am reminded of a story that appeared in the Olympian several years ago, about wildfires in Southern California. I have enclosed a copy of an accompanying photo.
