Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 9/11/2006 1 of 3 SP12006-00200 Site Inspection 9/11/2006 Case No.: SP12006-00200 Comments: Site inspection for Parcel No. 32136-76-00050 along Gosser Road on Aug. 11, 2006 with Pat Robinson (Shelton Land & Homes). SUMMARY: West of Gosser Road observed Deer Creek, a type 1 stream, along the west area of the parcel, an access road to a previously filled and leveled area (no more than 100 feet deep) adjacent to the creek, and a wetland area between the leveled area and Gosser Road. East of Gosser Road observed the 15 to 35 percent slopes generally in the area, an existing road from Gosser Rd. up to a second leveled area, and seepage plus drainage coming downhill to flow through culverts under the road towards Deer Creek. STRATEGY: Development proposed on the west side of the road will require a wetland delineation and evaluation to note the wetland extent on this property, and submittal of an environmental permit due to limited area to develop without impacting wetland buffer and building setback. In addition, the submittal of a variance request and habitat management plan due to the setback from Deer Creek, whose standard setback is 150-foot vegetation buffer from the edge of the creek and 15-foot building setback from the upper edge of the buffer. The wetland evaluation and habitat management plan can be prepared by the same qualified biologist (a list is available). There is a 3 to 4 month process to complete this public review process. Development proposed on the east side of the road will require careful planning and a geologic assessment due to slopes and seepage in the area. This assessment, which addresses site conditions, preparation for development, and recommendations for maintaining or improving site stability, will need to be part of a construction application materials. Either location, west or east of the road, requires special studies and needed review to evaluate a proposed development. The slope, stream and wetland critical areas on site present certain limitations to development, so these evaluations are needed as part of the review process. County departments review a proposal and the project must meet the various proper setbacks. If the proposal cannot meet the standards, then the project is modified or the applicant can submit a variance request. 9/11/2006 2 of 3 SP12006-00200 Site Inspection 9/11/2006 Case No.: SP12006-00200 Well and septic/drainfield: With the constraints of the property (dimensions and known critical areas), you would likely need to balance the 100-foot separation of wellhead from septic system with the separation of both utilities from the stream and wetland critical areas. The critical area ordinance does provide some flexibility for placing septic, water and power utilities in the buffer of critical areas, with an environmental permit to a certain distance and a habitat management plan for increased intrusion into the buffer. If you involve a biologist for the wetland and stream buffer studies, that person may assist you in planning the layout of these building, water, and septic improvements. Mason County Development Regulations: The site is zoned Rural Residential 5 (one dwelling unit per 5 acres). Development regulations for this zone set forth a front yard and Road right of way setbacks of 25 feet from the edge of easement and a sideyard setback of 20 feet from side property lines. An administrative variance may be requested to reduce the front setback as low as 10 feet, if the size, shape, or features of the property constrain development front yard and road right of way setbacks. This process requires application and review at the time of the building permit submittal. These setbacks are measured from structures or projections greater than 30 inches above grade, such as roof overhangs, balconies, stairs, decks, fuel tanks, heat pumps, etc. General process: Future site development must include a site plan, reflecting all of these setbacks from property lines, any slopes, stream, or other improvements. The site plan will be needed for the Resource Ordinance variance and environmental permit reviews and building permit application submittal.
