Location: The property is comprised of approximately 1.6 acres in the Tee Lake area off of Dewatto Road, located in Sections 2, Township 22 North, Range 3 Northwest of Belfair, in Mason County and is owned by Mr. James Iovinelli. Extent of Disturbance: The landowner, James Iovinelli,removed vegetation to relocate a trench located on his property. This was done in an attempt to reduce flooding and drainage on the parcel. The area disturbed is approximately 20 feet long by 20 feet wide. While on site, I noted that native vegetation had already begun to come back to this disturbed area with no invasive plants detected. The area cleared is within a seasonal stream. Soils: Soils help determine the types of plants, drainage of the property, and other important characteristics related to the landscape. The Iovinelli property is mapped as: Alderwood gravelly sandy loam(Ab) S to 15 Percent Slopes Soils with an impermeable layer(glacial till, clay layers or bedrock), which restrict water holding capacity, soil drainage, and rooting depth. High water table is perched Nov to March at a depth of 0.5 - 2 feet. Planting Plan: Under the Mason County Resource Ordinance Section 17.01.210 the altered area should be restored to its pre-disturbed condition At beginning of driveway where disturbed area begins, a mixture of trees, Red Alder, Western White Pine, and Douglas Fir(listed below) should be planted on 10 foot centers, followed by a mixture of shrubs Sitka Willow and Hardha k c (also listed below)planted on 3 to 5 foot centers Trees (10 feet on center): Red Alder(Alnus rubra) Western White Pine(Pinus moticola) 4plants Douglas Fir(Pseudotsuga menziesii) Shrubs (3 - 5 feet on center): Sitka Willow(Salix sitchensis) Hardhack (Spirea douglasii) 16 plants Planting Instructions: When planting trees and shrubs, you should always dig the hole twice as wide �- and just as deep as the root wad(Fig. 1). This is true for both bare rootstock and container stock. Planting bare rootstock will facilitate digging smaller holes. However, you will also need to make sure and not"j-root"the plants. That is, let the roots clump together and all go to one side creating a Backfill the holes and make sure all the roots are covered with soil and there are no large rocks or big air pockets in the hole that would enable roots to dry out. Be sure and plant trees straight and not leaning one way or the other. Once they are planted,mulch each plant and water immediately,being sure to Figure t soak the entire root zone(Fig. 2). When planting trees,plant at 10 foot spacing. When planting shrubs, plant at 3 to 5 foot spacing, depending on the desired density when full grown. If you are trying to form a hedge,you can plant shrubs even closer together. If you are trying to plant trees and shrubs in the same area,plant the trees at the 10 foot spacing and interplant between them with shrubs at the 3 to 5 foot y ' spacing. Follow with groundcovers the subsequent planting season—as most understory species will require more shade than first year seedlings can iq w provide. Figure 2 Once planted,plants should be watered at least through the first two summers to ensure maximum survival. After the first two years,plants that did not survive can be replaced with new plants. Schedule Planting should take place during plant dormancy—generally between February and April. It is advisable to plant the trees and shrubs first, and then follow with the groundcovers the following year. The initial planting should commence in winter of 2005,with subsequent plantings being installed the following year in winter of 2006. Monitoring According to Mason County Code Section 17.01.200 12, Mr. Iovinelli must monitor the project for three years after it is completed. As mentioned in the planting plan section, monitoring should happen annually and according to Section 17.01.200 12 should include i) condition of newly introduced plants; ii) condition of open water areas or other water features; iii)use of the site by fish and wildlife; iv)disturbances or alterations and their affects on the restoration(i.e. introduction of exotic or noxious species); and v) any corrective measures necessary to ensure the success of the restoration(i.e. replacing plants that do not survive). This information will be provided to the Director of the Mason County Department of Community Development on an annual basis. Comments: Bareroot stock(plants not in containers and have no soil around the roots) are recommended as they are typically less expensive and easier to plant. Plants that are one to two years old will transplant well. When planting bareroot trees,be sure not to let the roots dry out during planting. Usually keeping the roots in a bucket covered with either soil or water will work well. Plant only when the soil will remain moist(i.e. February through April). 2 o Mason Conservation District can offer technical assistance in obtaining plants, proper planting methods,maintenance, and monitoring if you so wish. The complainant expressed concerns regarding the relocation/destruction of a regulated drainage channel. The area in question is located near the initial portion of the driveway(to the left of the driveway when facing the property from the main road). I observed the area in question and noted that the complaint appears to be valid. I understand that planner Scott Longanecker performed the initial evaluation of the parcel on May 18, 2001 in conjunction with Building Permit application number BLD2001-00429. At that time, Scott identified the requirements associated with critical areas in the vicinity of the existing garage and proposed building site. In speaking with Scott, I understand that you were informed of regulations that apply to the disturbed area in question. At my request, Scott re-evaluated the site several weeks ago. He confirmed that the development activity constitutes a violation of the Mason County Resource Ordinance. Specifically,recent clearing and grading activity was initiated within the channel and buffer of a Stream/Wetland System. The case notes associated with Building Permit application number BLD2001-00429 indicate that you were charged with having the wetland/stream areas on your property delineated by a wetland professional. The purpose of the meeting was to discuss alterations that have occurred within a regulated stream. While on site,we evaluated and discussed the area in question. We also evaluated other areas that are the subject of a proposal that you plan to act on in an attempt to reduce flooding problems on the parcel. As we discussed, you can incorporate a proposal to 1)replace the culvert, 2)relocate the man-made trench and 3)place rock at the location of the culvert with a proposal to restore the disturbed area in question. The joint proposal can be submitted by completing a single Mason Environmental Permit application. A Mason Environmental Permit application is enclosed for your use. A Habitat Management Plan (HMP)must accompany the application. The HMP must be prepared by a Qualified Fish and Wildlife Professional (definition enclosed—see last page of section 17.01.110 enclosed). The HMP must satisfy the criteria listed in Mason County Resource Ordinance section 17.01.110(J). The HMP should address the restoration and culvert proposal for the natural drainage that is regulated pursuant to section 17.01.110. The HMP should also address the trenches that you plan to relocate, and should define the trenches as either jurisdictional/non-jurisdictional and address the W S relocation proposal accordingly. If you do not wish to pursue your proposal, you are only responsible for having a Qualified Fish and Wildlife Professional prepare a Restoration Plan for the disturbed -;r`� o 4 G� y stream area in question. The Restoration Plan needs to satisfy the criteria contained in Resource Ordinance section —copy enclosed. Please determine which i-ZI O option you will pursue (restoration and proposed improvements OR restoration only). I ely ill tag the file for review on June 4, 2004. If you plan to submit a Mason C� yi Environmental Permit and HMP,please submit the application and application fees by June 4, 2004. Alternatively, if you plan to only restore the area in question, submit the Restoration Plan by June 4, 2004. Due to the limited nature of the disturbance, you will not be required to post a Restoration Bond. However, if you pursue the restoration-only option, you will need to submit a$360 Restoration Plan Review and Tracking Fee.
