If your project meets the requirements below,you are entitled to the streamlined Hydraulic Project Approval(HPA)process,exemption from the State Environmental Policy Act(SEPA),and exemption from all local government permits and fees. To apply for the exemption process,you must provide,on the same day,a complete application package to:the Department of Fish and Wildlife(WDFW)and all applicable local government planning and permitting departments. Local governments have 15 days to provide comments to WDFW to aid it in deciding whether your project qualifies(see below for details). [help) This site is a former working farm that was placed in permanent conservation with Capitol Land Trust (CLT)over a decade ago. Since then CLT has worked on various stages of restoration, including removal of old farm infrastructure buildings and replanting and expanding the riparian buffers along Deer and Cranberry Creeks. Adjacent to the bridge, a mostly intact riparian area with diverse forest cover remains with limited incursion by invasive weeds such as blackberry. CLT is working on invasive removal and replanting with native species and would follow up the bridge removal with additional planting. 5m. Describe how the property is currently used. [help) The property is currently preserved as permanent habitat for aquatic and terrestrial species. Periodic maintenance, planting, and weed removal activities take place, as well as occasional birding tours or environmental education and volunteer events. Limited haying still takes place as part of the current pasture maintenance strategy. 5n. Describe how the adjacent properties are currently used. [h»p) This property abuts State Route 3 (WA State Department of Transportation) and at the far north end, a nursery. Residential properties front the far bank of Deer Creek to the east/southeast. Only S.R. 3 is located within 300 feet of the proposed project site. Otherwise the property is entirely conserved between Cranberry Creek, Deer Creek, and Oakland Bay. 5o. [help] The property currently has a garage for storing restoration equipment/supplies, a mobile home that is slated for future removal, and a few other remnant farm structures such as a barn and open shed, that are used periodically in support of restoration or volunteer activities. PUD3 maintains a power pole on the property that is accessed via the driveway leading to the bridge to be removed. This driveway will remain in place to preserve maintenance access to the power pole for PUD 3, beyond the pole, the road will be decommissioned and returned to riparian buffer. 5p. [help) This project involves removal of an unnecessary bridge and associated rock riprap from the banks of Cranberry Creek. A gravel road outside of the riparian area, across the hay field will be installed to provide an alternative access. 6b. Describe the purpose of the project and why you want or need to perform it. [he( ] The bridge is an unnecessary man-made object that was installed many years ago and doesn't meet current design standards. The bridge deck is very close to the water surface even during low flow periods. During high flow events, the bridge becomes an obstruction that can trap debris negatively impacting natural channel function. Property access will be shifted to a new access roadway from the north end of the site, which will travel through a field located outside of the riparian buffer corridor. Some parts of the channel have been artificially hardened with riprap to protect the bridge footing and limit erosion in places where the prior residents wanted to control it. Bridge removal will restore natural stream processes, function, and movement across the adjacent flood plain. This will allow for LWD recruitment and will generally improve habitat for salmonids and other species dependent on functional freshwater systems and related habitats. 6c. An alternative access road will be installed from the gate at the northeast corner of the property. 4 to 6 inches of topsoil and sod would be removed for 10 foot wide road. Geotextile fabric will be placed on the exposed soil. 6 inches of gravel will be placed in two three inch lifts and compacted. Construction of the gravel road will begin in the hay field outside of the WSDOT right of way. The bridge removal will be accomplished by scoring the concrete bridge deck and using an excavator to remove pieces of concrete. The log stringers will be removed from the stream and used as LWD in the road restoration. Sandbags will be used to isolate the armored banks from the stream flow. Armor around the bridge abutments and along the stream bank will be removed with an excavator from the landward side. The road bed will be loosened, compost and woodchip mulch applied. The old road beds will be planted with native trees and shrubs. The area disturbed during bank armor removal will be mulched and revegetated with native plants and trees. The plastic netting embedded in the streambed downstream from the bridge will be removed with an excavator or by hand with a shovel. All activities are within the 100 year flood plain. 6f. All necessary erosion and sediment control best management practices will be utilized during construction. Upon completion of structure removal, the stream banks will be stabilized with appropriate measures and replanted to rapidly re-establish riparian habitat. [help] Excavation work will occur in 2 places: (1)to remove individual riprap rock along the stream bank upstream of the bridge, mostly likely by picking each stone up using the bucket and thumb of an excavator rather than digging down into the soil (14 CY), and (2)to remove the bridge and associated rock armor footing (26 CY). The concrete bridge deck(approx. 18 CY)will be scored with a concrete saw, broken off in chunks and removed from the site in a dump truck. All riprap and concrete will be disposed of in a permitted location to be determined by the contractor. Armor and bridge abutments will be removed by an excavator from the landward side. No equipment will enter the stream. After bridge removal, the bank will be re-sloped and planted to minimize erosion as plants become established. Shoreline riparian vegetation and habitat features The shoreline riparian vegetation is well established in the project area.The overstory is dominated by Red Alder and Western Redcedar. Understory vegetation includes some invasive species: English Ivy, Reed Canary Grass,and Himalayan Balckberry. Native understory vegetation includes: Thimbleberry, Salmonberry, Dock,nettles, willow sp., Horsetail, etc. B. Aquatic substrate and vegetation(include information on the amount and type of eelgrass or macroalgae present at the site) The stream bed consists of small gravel to sand with minimal aquatic vegetation. C. Surrounding land/water uses The property is a historic fann that was donated to Capitol Land Trust over ten years ago.The land trust has worked to increase the riparian buffer with the planting of conifers.The pastures are hayed during the summer months. The majority of the structures on the property were recently removed and their sites prepared for revegetation. The barn and garage will be left on the property for storage of restoration tools and materials. State Highway 3 runs adjacent to the property and the tide flats of Oakland bay are used for shellfish farming. D. Level of development This is a rural agricultural property that is now in a landtrust.Tlus project is part of the process to restore the property to natural habitat. E. Direct Impacts: Removal of the bridge will allow Cranberry Creek to flow freely and migrate naturally in the channel. The bridge currently impedes flow. Stream morphology indicates that water backs up behind the bridge and has caused the channel to widen and deepen in the area of the bridge. During restoration,as armor is removed, some sedimentation of the stream may occur. Sandbags will be used to isolate the work areas and reduce these impacts. Replanting the area will increase the habitat benefits of this site.Invasive species removal in the areas of bridge removal and armor removal will expand the area vegetated naturally. Conservation measures: Conservation measures are measures that would reduce or eliminate adverse impacts of the proposed activity (examples: work done during the recommended work window(to avoid times when species are most likely to be in the area), silt curtain, erosion control best management practices,percent grating on a pier to reduce shading impacts). Proposed work window: July 16-September 30 Other conservation measures: Sandbagging to isolate work areas from stream and fish.
