Richard and Doris,
Have you had a chance to contact Gloria and Steve on the "not a streamlined project" for
Hamma Hamma call by Gloria. As Richard requested, I am "keeping my powder dry" but the
decision not to allow the streamlined process for Hamma Hamma is incorrect and is totally the
wrong interpretation of the RCW.
I am sending you both a copy of the JARPA.
Timing is critical. We are preparing the SEPA Checklist today and will have it to the county on
Monday —just in case. At a minimum, it is a six week process then the HPA is issued, then the
401 is issued. Takes 10 weeks minimum if everything goes well and we all work together. That
puts us into August and we miss two of the lowest daytime tides on the year. The county
permitting will be 2 to 3 grand without the exemption. Not a good way to waste salmon
restoration funds.
We are late in the process because we have waited to see if Richard could find some funding
for the second ELJ —which he has. We are ready to go with all the permitters and are only
waiting on the HPA. We need to be in the river during the very low tides in July. We have
selected the contractor.
On another matter: Margie has been the Bio on this project for the last two years. She has
made site visits and worked with us on the project design. We are encouraged to work with the
bio in the development of the project—which we did. Why does it make sense to change
biologist at the last minute? We want Margie reappointed to the project.

Gloria and Grace,
I just talked with Richard Brocksmith concerning the Hamma Hamma and the Streamlined
process. He made me aware of some of your concerns.
By way of addressing those concerns.
Our intent on the Hamma Hamma is to remove the old access roadway (fill) and reconstruct
the sections of tidal channel that were destroyed by the roadway installation. The culvert
blockage caused the tidal channels above the culvert to fill in some. We would like to clean
that channel out to improve the marsh connectivity.
This is not a dredging project in any form. We are going to divert the river out of the work area
for water quality purposes and then replace the gravel and put the river back in its old channel.
We want the river to move back to our nice new LWD log jams.
Does that help clarify our proposal and will you both now allow the project to proceed with the
streamlined permitting process.
Please call if you want to discuss further. This week is critical to our communication.
We have a SEPA checklist prepared but I do not want to go to the additional expense
and time to submit to Mason County if we do not have to.

Thanks for the help on Klingel. Thanks to your hard work we will soon have another 13+ acres of
estuarine wetlands for our summer chum salmon coming out of the Union River to feed in.
NOW! On to the Hamma Hamma.
We have been trying for the last 10 years to develop and build a successful restoration project in the
Hamma Hamma Estuary. Lots of wonderful things have been going on over the last 15 years on the
river. The HCSEG and Long Liver the Kings have partially restored a major steelhead run —for
example.
We finally have the concurrence of the property owner for the project for which I delivered permit
applications to all of you yesterday. It is a start and a very important start. If we can build the
confidence of the land owners then larger and more significant projects might be possible. The project
will have some short term construction impacts on the river because we will have to divert the flow for
about month to a another location in the existing channel. Note that "We will put it back" when the log
jams are installed. We actually want it on the south side so the pools we build will stay pools.
The construction time for the project we are proposing is very critical. We need to be able to construct
during the low tides in July and August. We hope to get started with construction around July 1, 2010.
We have already selected our contractor - or contractors. Ron Gold and Doug Reeves, two of the
best WOOD contractors around. The reason we are submitting the permit application now is that we
were not sure of the level of funding —thus we could not finish the design. But, it is really a simple,
low impact restoration project so, with the Limit 8, permitting should move along quickly —we hope.
I am sending you the archeological study and wetland delineation studies for the project. I think we
have SHPO sign off and I will pursue that today.
