Robbins: Mason County Department of Community Development is taking this opportunity to contact you regarding a structure located on your property at 301 N Lon Webb Road. Planning staff recently performed a site visit to the above property for the purpose of reviewing your building permit application for a single family residence. At that time staff noted and photographically documented the existence of a recently constructed cable suspension footbridge over the Hamma Hamma River. Review of our file records indicates that this structure was constructed without the appropriate shoreline permits. Mason County Shoreline Master Program regulates development within 200 feet of the Ordinary High Water Mark of the Hamma Hamma River. Construction of this structure requires prior review and approval of a . Shoreline Substantial Development Permit, SEPA review, and a Miscellaneous Building Permit. For the Shoreline Permit and SEPA, triple fees are assessed for after-the-fact permit review. Please contact Mason County Building Department Enforcement Officer Tami Griffey for additional information on fee assessments for � after-the-fact Miscellaneous Permit applications. Enclosed please find the appropriate forms, Fee Ordinance no. 145- 96 (triple fees apply) , and a copy of the Enforcement Chapter 7.32 of Mason County' s Shoreline Master Program. Please submit the necessary permit applications plans and fees within 30 days of the date of this letter. Mason County will then review and process the application materials. Its suspended at least 6 feet above the ground, over 20 feet long, etc etc. This is at a portion of the Robbins property (HH oysters) . We have a pending bld permit for a residence BLD98-0701. Yes, needs a permit. We would probably just put a correction notice to apply within 10 days and not double fee it unless evidence was given showing the owner had knowledge that a permit was required. Dear Mr. Robbins-. You called me on 8/27/98 and asked me to look at your suspension bridge which spans the Hamma Hamma River adjacent to your � building site for your new home to be started soon. I took � pictures of the bridge in question in May of this year. I have � since taken additional photographs of the bridge. � I have analyzed the bridge construction as it is built. My calculations are enclosed and show that the suspension bridge is adequate to carry the dead load and a live load of 50 lbs/lin. � ft. which is very conservative ( 161 x 50 = 8050 lbs. } which will never be on the bridge. I can see 2 or 3 people on the bridge at one time or approximately 600 lbs or approximately 4 lbs/lin. ft. � Sheet 2 shows an Elevation View of the Suspension Bridge. My original thought here was that it was essentially a repair to an existing structure and as such would not require a permit. The original structure, right on that site, was the Highway 101 Bridge,built in 1917, abandoned in 1924, and over the subsequent decades allowed to fall into disrepair. It has been pretty much gone for a while, and this footbridge is not much like the old piling and plank bridge, so"repair" may be something of a stretch. Do repairs require the same level of permitting? Also, the project does not appear to be a"substantial development", since the cost is considerably less than$2500 and it does not interfere with"normal public use of water or shorelines of the State".
