The Department of Ecology (Ecology) reviewed the environmental checklist and has the following comment(s): WATER QUALITY Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW,Water Pollution Control, and WAC 173-201A,Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. Erosion control measures must be in place prior to any clearing,grading,or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand,silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the Hood Canals, rivers and their buffers, and waters of the state or cause water quality degradation of state waters. During construction, all releases of oils, hydraulic fluids,fuels,other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over other work on the site. Clearing limits and/or any easements or required buffers should be identified and marked in the field, prior to the start of any clearing,grading, or construction. Some suggested methods are staking and flagging or high visibility fencing. A permanent vegetative cover should be established on denuded areas at final grade if they are not otherwise permanently stabilized. All temporary erosion control systems should be designed to contain the runoff from the developed two year, 24-hour design storm without eroding. Control #120334-01 Dear Mr.Warner: The Washington Department of Fish and Wildlife (WDFW) has reviewed your application to use the Streamlined Fish Habitat Enhancement Process under RCW 77.55.181. Based on the information provided in the Joint Aquatic Resource Permit Application (DARPA), elements of this project do not meet the requirements for the Streamlined Fish Habitat Enhancement process. Your project does not meet the criteria listed in RCW 77.55.181(1)(a). Specifically, your project proposes to removal sediment from side channels and to remove a road within the salt marsh. However,the Washington State Department of Fish and Wildlife does encourage your efforts to enhance fish habitat. You may resubmit your application for those elements of the project which do meet the criteria. There are two other alternatives to the Streamlined Fish Habitat Enhancement process available for those elements which do not meet the criteria. Under RCW 90.58.147 qualifying projects can be exempted from substantial development permits if they are designed to improve fish or wildlife habitat or fish passage. Under this process you may have your project reviewed through �v the State Environmental Policy Act(SEPA)process, obtain an HPA, request a letter of approval A from WDFW and submit all of the above to the County for an exemption of their shoreline process. ENVIRONMENTAL CHECKLIST Hamma Hamma River Restoration—Phase 1 Purpose of checklist. The State Environmental Policy Act (SEPA), chapter 43.21 C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instructions for applicants.- This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply." Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. A. BACKGROUND 1. Name of proposed project, if applicable: Hamma Hamma River Restoration — Phase 1 2. Name of applicant: The Hood Canal Salmon Enhancement Group 3. The lower Hamma Hamma River is presently channelized and tightly confined between dikes. In the project area the river contains no stable large wood and has minimal connection to its former floodplain. There is a high rate of preditation by seals on migrating salmon due to lack of cover for salmon in the lower mile of the river. In order to add cover for migrating salmon and outgoing salmon fry and to diversify the habitat of the river, it is proposed to add five large, engineered log jams along the south shore of the river as shown in Figure 1. The areas around the proposed log jams will be excavated so as to create pools. In order to complete the construction of the log jams and to prevent degradation of water quality during construction, the river will be temporarily diverted into a 30 foot wide gravel channel excavated in the existing river bed located to the north of the work area. The diversion channel will be filled in when the construction of the log jams has been completed. All work on the project will be completed "in the dry" while the tide is out. Each of the 5 log jam will consist of approximately 15 — 30" to 42" conifer or cedar logs plus smaller "filler" pieces. The base of the log jams will be set at around elevation 0 MLLW and extend to elevation 8 MLLW or above. They will be mostly under water during the higher tides and river flow. The anchoring systems for the log jams will be a combination of pin piles driven into the river bed, cable tie downs with buried anchor blocks or rocks, and rock rubble placed on top of the logs buried in the south bank of the river. The anchoring systems will be able to resist flotation of the log jams as well as the force of the river during heavy flows. 2. Fish passage restoration. There is a small 2.7 acre "pocket estuary" located along the south shore in the area where the log jams will be constructed. A 30" CMP culvert currently blocks the flow of water into estuary. The culvert will be removed and a 14 foot wide channel opening to the salt marsh will be constructed to replace the culvert. 3. Marsh Habitat Restoration: The lack of circulation in the salt marsh has not allowed the distributary channels in the salt marsh to develop properly. Several of the existing distributary channels will be cleaned and enlarged to improve circulation and fish passage. There is a small access roadway that has been constructed by the land owner to provide access to the river from the existing parking lot. The access roadway will provide construction access during construction and then it will be removed. . Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The large parcel associated with this study area has an address of 35846 N US Highway 101 in Lilliwaup, Washington 98555. The study area is located off the Western shores of the Hood Canal within the Hamma Hamma River Estuary. Temporary erosion could occur during this phase of construction but the site should stabilize soon after the site construction is complete. g. It will be necessary to construct a small access roadway along the south bank of the river for construction access. The roadway will be built on geotextile fabric and in such a fashion so that it can be installed and removed after construction with minimum impact on the existing salt marsh. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: To prevent erosion along the south shore, the proposed engineered log jams, habitat structures, habitat structures, and Y log structures will also serve to prevent further erosion along the river bank. The log jams will be strategically placed along the south bank of the river to redirect the flow of water. It will be necessary to construct a small access roadway along the south bank of the river for construction access. The roadway will be built on geotextile fabric and in such a fashion so that it can be installed and removed after construction with minimum impact on the existing salt marsh. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. None b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. None c. Likely, the site, along with all the other conservation areas on the Hood Canal is a major bird habitat area. d. Proposed measures to preserve or enhance wildlife, if any: The primary objectives of the Hamma Hamma River Estuary Restoration Project are: to Increase tidal inundation; allow fish access and use; restore floodplain functions, add protection from predation, and water storage. These objectives will be accomplished over a multiple year period in several phases in order to accommodate the shellfish production requirements of the land owner. Phase One of the project will begin the restoration process by restoring a small 3 acre salt marsh in the southeast corner of the estuary, and installing two (2) Engineered Log Jams, three (3) habitat structures, and two (2) Y log structures along south bank of the south fork of the Hamma Hamma River just west of where the river enters Hood Canal. 6. Energy and natural resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Only fuel for the construction equipment. I b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: None 7. Environmental health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and p ,ex losion spill, or hazardous waste, that could occur as a result of this P proposal? If so, describe. No. The contractor will be required to keep a spill kit on site at all times in the event of fuel or a hydraulic fluid spill. A representative of the applicant will be on site during construction. 1) Describe special emergency services that might be required. None 2) Proposed measures to reduce or control environmental health hazards, if any: The standard construction specifications for the project will set forth very explicit measures that must be taken by the contractor to prevent a spill of hazardous material and, if a spill occurs, what to do about it. b. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Construction Equipment for 4 weeks. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)?
