Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Scott Lonaanecker Land Use Planner Mason County Planning Department 3/17/2004 1 of 3 SP12004-00044 Site Inspection 3/17/2004 Case No.: SP12004-00044 Comments: Pre-inspection for Patti and Alan Tupper: General lot description: The currently vacant lot is just under 5 acres in size and irregularly shaped. A current proposal involves constructing a single-family residence in the NW corner of the lot. A portion of the property is also located within the Zone A 100-year flood plain of Deer Creek. It appears that the proposed building site is mapped as being within the flood zone, so a FEMA flood elevation certificate will need to be completed prior to building permit issuance (documents enclosed). The zoning designation for the site is Rural Residential 5. Standard building setbacks for this zoning are a 25-foot front yard setback, and 20-foot side and rear yard setback. These setbacks are measured from any structures above grade such as roof overhangs, and other appurtenance and structures, including heat pumps etc. Other setbacks can apply when critical areas are present such as streams, wetlands, steep slopes etc. Streams /wetlands: The subject property is located partially within jurisdiction of the Mason County Shoreline Master Program (within 200-feet of Deer Creek). The shoreline designation for the shoreline portion of the property is Rural per the Mason County Shoreline Master Program. Deer Creek is also regulated as a type 1 water/ stream by the Mason County Resource Ordinance, which requires a 150-foot vegetated buffer, plus 15-foot building setback (165-feet total) from the streams ordinary high water mark, or channel migration zone (whichever is closer). The creek in this area does not have a well-defined channel migration zone, although it is clear that the lower elevations near the creek are subject to occasional flooding. There is a mix of upland and wetland plant species in the riparian area including Douglas spirea, rushes, Indian plum, reed canary grass, hemlock, cedar and significant amounts of blackberry. No regulated wetlands were observed near the proposed building site. Based upon several measurements taken there does appear to be room available for the construction of a residence in the general area proposed, while maintaining the required stream buffer and setback distance. The measurements taken were marked with pink wetland boundary ribbon. These measurements should be taken as only approximate since it was difficult to run straight lines due to blackberry thickets. It might be recommended that 2 or more narrow survey lines be blazed through the blackberry thickets prior to submittal of building permit applications so that more accurate measurements can be taken by the owner and County after site plan submittal to ensure that 3/17/2004 2 of 3 SP12004-00044 J Site Inspection 3/17/2004 Case No.: SP12004-00044 the correct stream buffer/ setbacks will be maintained. Measurements taken are likely accurate to within approximately 5-feet plus or minus. The measurements taken towards the east are more accurate because there was less vegetation (blackberries to contend with). Based upon these measurements there appears to be room for vehicular access as well to the proposed building site, while maintaining the stream buffer. There also appears to be adequate room outside of the buffer area to locate an on-site septic system. Geological hazards: Slopes on the subject property are less than 15%. No geological studies required for the site. No other critical areas were identified. Please call if you have questions.
