In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. Allan Borden Land Use Planner Mason County Planning Department 6/6/2008 1 of 3 SP12008-00095 Site Inspection 6/6/2008 Case No.: SP12008-00095 Comments: Inspection for Susan Temple on May 28, 2008: The purpose of the pre-inspection was to evaluate a proposed single-family residence and outbuildings on the north part of a 2.50-acre parcel (PN 32136-12-90040). The property is located along the east side of Deer Creek, a type S stream, and accessed from Deer Creek Rd. A seasonal drainage crosses through the southeast one-third of the parcel. Much of the property is partly forested land and building sites are more than 200 feet from the creek. The parcel has a general 5 percent slope and a stable slope of less than 15 percent to the west in the central portion. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 5 zone. Standard building setbacks are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). These setbacks are measured from structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, storage buildings, or heat pumps. An administrative variance may be requested at the time of the building permit submittal to reduce these setback distances from property lines, to as low as 5 feet (side yard) or 10 feet (front / road), if the size, shape, or features of the property constrain development from the proper setbacks. Resource Ordinance - Slope or Landslide hazards: There is a slope from east to west that is less than 15 percent associated with the low natural topography adjacent to Deer Creek; no signs of erosion or ground slumping were observed. The applicant does not need a geologic study as part of development review. Resource Ordinance - Streams or Wetlands: Potential building sites are over 200 feet from the Deer Creek Type S stream critical areas (recognized by state, county, or tribal agencies). Typical development setbacks are composed of a 150-foot vegetation buffer plus a 15-foot building setback closest to the roof projection of a proposed structure. Staff observed a seasonal drainage entering and crossing through the southeast part of the subject parcel during the inspection. If this stream is a Type Ns stream, the setback is composed of a 75-foot vegetation buffer plus a 15-foot building setback closest to the roof projection of a proposed structure, for a total distance of 90 feet. The applicant must have a qualified wetland biologist visit the site, evaluate the characteristics of this drainage, and report by letter to the Planning Department their conclusions whether the drainage is a typed or untyped stream. General process: Future site development for the parcel must include a site plan, showing all setbacks from property lines, stream and drainages, and existing improvements; this information will be needed for building permit application submittal.
