Background As a part of the agreement for the conditional approval of the maintenance dredge proposed in this project, any impacts resulting from the land-based dredging and use of the upland areas will be mitigated and monitored for recovery. A 500 ft. path will be used by an excavator with a 9ft wide footprint, resulting in a 4,500 sift impact footprint.Please note that this is a conservative estimate as the excavator rides on two 2 ft.wide tracks, meaning of its 9ft width, only 4ft is actually in contact with the ground.Additionally there is already an established unpaved road/trail that is mostly barren of vegetation,which will be used by the excavator, allowing the excavator to avoid potentially impacted vegetation at the site. The Federal Emergency Management Agency(FEMA) lists 4 forms of mitigation for construction impacts in the regulatory floodplain; in order of preference,these are avoidance (staying out of the floodplain), minimization(avoiding the most important habitats, in this case the shoreline and riparian buffer zones), restoration(restoring or improving conditions on-site), and compensation(improving habitats outside of the project site) (FEMA 2010). While the current project,by its nature as a shoreline development,cannot avoid the floodplain, it can successfully minimize impact and restore on-site habitat. Like all mitigation, any project that has the potential to impact functions and values of an important aquatic habitat,that project needs to provide for compensation and mitigation. In this project,no values and functions are anticipated to be impacted;however, mitigation is proposed to improve the current conditions on the site. In looking at long-term management strategies to maintain the improved conditions,we looked to the Federal Compensatory Mitigation for Losses of Aquatic Resources Final Rule(2008): Compensation for impacts to aquatic resources in coastal watersheds (watersheds that include a tidal water body)should also be located in a coastal watershed where practicable. In general, the required compensatory mitigation should be located within the same watershed as the impact site, and should be located where it is most likely to successfully replace lost functions and services, taking into account such watershed scale features as aquatic habitat diversity, habitat connectivity, relationships to hydrologic sources (including the availability of water rights), trends in land use, ecological benefits, and compatibility with adjacent land uses. When compensating for impacts to marine resources, the location of the compensatory mitigation site should be chosen to replace lost functions and services within the same marine ecological system (e.g., reef complex, littoral drift cell). Compensation for impacts to aquatic resources in coastal watersheds (watersheds that include a tidal water body)should also be located in a coastal watershed where practicable. B. Site Vegetation/ Conditions Existing vegetation on top of bluff adjacent to shoreline: Douglas Fir(Pseudotsuga menziessi), Western Red Cedar(Thuja plicata),Pacific Madrone(Arbutus enziesh), Salal (Gaultheria shallon),Evergreen Huckleberry(Vaccinium ovatum), Dull Oregon Grape(Mahonia nervosa), Sword Fern(Polystichum munitum), and Wild strawberry(Fragaria virginiana).Non- Marine Surveys&Assessments Tahuya Mitigation and Monitoring Plan 2 native invasive species include: English Ivy(Hedera helix),Evergreen Blackberry(Rubus laciniatus), and Scotch Broom(Cytisus scorparius). C. Proposed Mitigation Plan All efforts have been made to avoid and minimize potential impacts associated with the land- based dredging and use of upland areas for access. The excavator will be potentially impact 4,500 sgft or 6%of the upland areas that is primarily an established unpaved road/trail mostly barren of vegetation(Figures 4 through 6).No trees will be affected as a result of the proposed action.For the minimal areas within the impact footage(4,500 sgft)that contain native vegetation, monitoring for the recovery of these plants will occur to ensure complete recovery and no-net-loss after the five year monitoring period. In order to mitigate for any unavoidable impacts associated with this action,the proponents propose to remove dense bushes of the invasive non-native Scotch Broom from all of the areas at this site(Figures 3 through 7), approximately 68,000 sgft . Coincidentally the Tahuya Basin &Channel Owners Association(TBCOA)has been voluntarily removing the Scotch Broom at this site on an annual basis for several years now. However,this will now be documented and monitored for mitigation purposes.Past park stewardship includes various forms of removal beginning in 1984. From 1984 to 1988 residents controlled the Scotch Broom by method of spraying. From 1988 to about 2005 a combination of cutting and spraying was practiced. Beginning in 2005 to present,other residents joined in the removal efforts and mostly did so by way of cutting or pulling. Spray has not been used in the last few years. In addition to Scotch Broom control,the residents have planted many native plants and even got a Mason County grant in 2010 to help purchase more plants(see Attachment A).They also installed a pet/dog-waste bag dispenser and disposal station in order to help reduce pet waste entering the shoreline waters and contaminating the shellfish beds(Figure 3). D. Performance Standards Performance standards are measurable criteria for determining if the goals and objectives of the mitigation project are being achieved. If the proposed benchmarks are not achieved by comparing the surveys to the mitigation goals,then contingency plans will need to be implemented. Performance Standard (Invasive removal): All areas where invasive plants were removed will be surveyed visually and categorized with photo stations. This is to ensure that 0%(none) of the targeted Invasive species(Scotch Broom)will be present and have not reestablished within each monitoring year. E. Monitoring Plan An as-built drawing and report will be submitted to Mason County DCD as documentation of the implementation of the approved invasive removal plan within one month of the removal process. Once approved,the monitoring proposal is to maintain and monitor the survival of the native plants,which will be uncovered, as well as removal of the invasive plants for five years. The plan will include vegetation description and photo documentation from established photo stations.A panoramic photo of the entire mitigation site will also be provided.Monitoring will Marine Surveys&Assessments Tahuya Mitigation and Monitoring Plan 3 I r take place over a period of five years at the end of the growing season(late August or early September)of each monitoring year.The performance standard will be monitored by measuring plots in zones within the removal area that will be established and mapped on the as-built plan. There will be photo points for each plot and they will be referenced on the as-built plan.Each year the photo points that are established at each site will be used for comparison. Photos will be taken at all points for all years as visual documentation of the performance standard progress, or lack of. In addition to photos at designated points,photo documentation must include a panoramic view of the entire eradication area. Submitted photos must be formatted on standard 8 '/z"by I V paper,dated with the date the photo was taken, and clearly labeled with the direction from which the photo was taken.The photo location points must be identified on an appropriate drawing. Collected data and photos will be compiled into an annual report each year and submitted to the Mason County DCD by December of each monitoring year for five years. Each annual monitoring report shall include written and photographic documentation on whether the performance standard is being met. Monitoring results will determine whether or not contingency measures will be needed. Performance Standard (Invasive removal) Year 1: Achieve 70%removal of targeting invasive species from mitigation areas Year 2:Achieve 70%removal of targeting invasive species from mitigation areas Year 3:Achieve 70%removal of targeting invasive species from mitigation areas Year 4: Achieve 70%removal of targeting invasive species from mitigation areas Year 5: Achieve 70%removal of targeting invasive species from mitigation areas Although the TBCOA's goal is for the 100%removal of invasive Scotch Broom from the park, based on their experience of performing this removal for the past several years a 70%removal rate is more realistic. With that in mind, only 6%of the upland areas is proposed to be impacted, which is significantly less area than the 70%area proposed for invasive Scotch Broom removal. Therefore the mitigation goal is to removal 100%of the invasive Scotch Broom; however an objective 70%invasive removal is the minimal amount required for each year's mitigation to be considered a success. F. Maintenance Maintenance removal shall occur once a year before the Scotch Broom blooms within the mitigation area so that existing native species can recolonize the area. Following the plan outlined by Stephanie Bishop,and using materials and plants purchased by the Cooperators,as well as plants provided by the Hood Canal Coordinating Council,we have planted as detailed in the site locations described below. We have spent nearly every weekend at the site this spring and plan to be there every weekend in June,late August,and September.We will be on site full-time during July and the first half of August,and will be able to continue the watering plan at those times (and later if needed). 2)Tree/Shrub Site Preparation(Code 490):Treatment of areas to improve site conditions for establishing trees and/or shrubs. In the areas where we planted shrubs,we used a combination of organic topsoil,compost, and bark to try to create a favorable soil mix for the plants.This is described in more detail in the site areas described below. Grant No. G0700296—Sollars/Lincoln pg. 13 May 29,2010 3)Tree/Shrub Establishment(Code 612):Establishing woody plants by planting cuttings or seedlings,direct seeding,or natural regeneration. See the site areas detailed below for lists of plantings. 4)Mulching(Code 484):Apply plant residues,by-products,or other suitable materials produced off-site to the land surface. For mulching,we used mostly organic bark,augmented by organic compost that we purchased and by a small amount of compost produced on-site. PLANTINGS,BY SITE/LOCATIONS Site 1: Shade Tolerant Site. This is a shady area between a tool shed/workshop and the fence and roadway,the only shaded area on the property. We have set up two adjacent areas: a)A small sitting area near the tool shed,where we put in a few stepping stones,spaced 1-3 feet apart,with the goal of having groundcover of moss,small native groundcovers,and coastal strawberry between them.This area was started prior to the beginning of this project,and we have not used any of the materials included in this grant for either site preparation or planting. It may be worth noting that over the past year this area has been invaded heavily by clover,whether from seeds in the soil we brought in,or deposited by the floods in 2007 and 2008(we suspect the latter).Any advice on how to deal with the invading clover will be welcome. b)Between the sitting area and the fence/roadway we have used the shade-tolerant plants provided by the Hood Canal Coordinating Council,plus some we purchased. We used much of the purchased bark,topsoil,and compost in this area(using a mixture of 1:2:1,which I thought would approximate the native soil for many of the plants).This area is occasionally inundated by high tides during the winter,so I thought the bark might help make the soil more acidic.We also used the bark as mulch in this area,spreading it about 2"thick. Grant No.G0700296—Sollars/Lincoln pg. 14 May 29,2010 The plants we set out in this area include several red flowering currents and red twig dogwood provided by the Hood Canal Coordinating Council over the past 4 years.From the plant list for this grant,we included Gaultheria shallon(salal),Viola sempervirens and Viola adunca,Oxalis oregano,Western sword fern,one Comus nuttalli(Pacific dogwood—because I love it and am hoping it will thrive),Blechum spicant(Deer fern),and Trillium ovatum.At this point(05/2010) all seem to be doing well,except for the viola sempervirens,which seem very fragile. Site 2: South fenceline.Plants in this area need to be drought,wind,and sun tolerant. Our goals for this area are to provide a buffer for stream flood runoff water,to provide habitat for local birds,and to create privacy. I did not plant multiples of plant species here because it has been a very difficult area for plants in the past,and I wanted to experiment to see what would do well.Once we find out what works here,we will trade out the plants that are not thriving. I do want plants here that will either grow to only about 4-5 feet or can be kept trimmed to that height, because there is a danger of disrupting the neighbors' view. Native honeysuckle vine was suggested for the fence itself.We did not have much luck finding plants,though we did find one at Woodbrook Nursery.We planted it along this fence,but it doesn't seem to be doing very well(or else it is just very slow-growing).Other plants we put here include an oceanspray,which seems to be doing very well,and red flowing current(doing well, somewhat to my surprise),and a yellow-twig dogwood,doing so-so.I've considered snowberry in this area,too,but am concerned about it spreading too much,so I have planted the snowberry on the shoreline instead. Site 3: Shoreline(faces west with peripheral views to south and north). Plants in this area need to be salt,wind,and sun tolerant. This area already contained some native roses(south corner);I'm not sure which species,but I think they are nootka.I did not want to expand the roses across the entire shoreline,because we use part of this area for swimming access,and we didn't want thorny plants there.I had started some native dune grass which was doing well and spreading,and we augmented this with a few more dunegrasses purchased under this grant.Other plants purchased with this grant were Potentilla fruiticosa,Potentilla anserine,Ameria meritima(sea thrift),and Carex lyngbyei (Lyngby's sedge).The Potentilla fuiticosa and America meritima were planted in early April and are doing well,though the only available sea thrift was very small so there is still a question about its survivial;the others were purchased this week so it's too early to tell how they will do. The original planting plan called for a"no touch"zone directly in front of our cabin,at my husband's request.He decided over the course of the project that planting below about the mean high tide line was all right,so we put the new dunegrass in that area. Grant No.G0700296—Sollars/Lincoln pg. 15 May 29,2010 Site 4: Northern fenceline(faces south and southwest).This area needs plants that are salt, wind,and sun tolerant,though it does receive some shade from the house next door,so conditions are not as harsh as on the southern fenceline. I did very little planting here,mainly because we already have some Asian pear trees,climbing roses,and other non-native plants along that fence.I did put the one madrona there;it was provided by the Hood Canal Coordinating Council. It is doing well so far,and I will try to keep it alive over the summer;but I haven't been very successful with madrona in this area before.I chose to put it here rather than on the shoreline,because we need to be concerned about blocking views of neighbors on both the south and north sides of us,and I already have some shore pines, snowberry,and ocean spray started on the shoreline. Site 5: Planting Bed.This bed was set up for native plants only(not counting the Bosnian pine in a pot).The soil composition is mostly organic bark.This area was not included on Stephanie's planting plan. In this area I used rhododendrons(to replace some that were lost during the especially cold winter of 2008-09,kinnikinnik,and salal.Originally I had a thriving snowberry bush there as well,but decided it was getting too big and have moved it to the shoreline,where it does not grow as tall. EXPENSES A spreadsheet detailing our expenses is attached.In brief,it includes: Organic bark,topsoil,and compost Labor for aid in planting Plants purchased in addition to those provided by the Hood Canal Coordinating Council. Our original application included estimates for renting a rototiller to prepare the soil,but acting on the advice included in the grant,we decided to plant all the plants individually,rather than preparing large soil areas. Grant No.G0700296—Sollars/Lincoln pg. 16 May 29,2010 Another reason our expenses were much lower than anticipated is that,given the harshness of the environment, I decided I wanted to experiment with a few plants in the site areas rather than investing in large numbers of plants that might fail.Once we find out which plants are easily sustainable,I'll start increasing their numbers. I am attaching scanned copies of the invoices for our purchases,and will send the originals with the hardcopy. NOTES: Though the grant suggesting planting between January and April,we did not plant anything until late March because of the threat of flooding from Rendsland Creek-which is about 1/8 mile from our property and has caused extensive damage in the past.In addition,I extended the planting into late May because of our extremely cold spring weather. So that you can see the number of plants we used,I am attaching the Invoice from Woodbrook Nursery for the plants supplied by the Hood Canal Coordinating council,as well as the invoice for plants I purchased on my own. We want to thank the Mason County Conservancy and Hood Canal Coodinating Council (especially Stephanie Bishop and Sue Texeira)for this opportunity.Your grant has enabled us to do improvements that we could not have afforded on our own,and has resulted in a much more natural-looking landscape on our property. I hope that this small beginning,along with additional plantings I make in the future will also help with wildlife habitat and control of runoff water.I'm also hoping that my neighbors will be encouraged to add more native plants to their properties.
