_REPORT DONE BY ROLLA B. BOUGHAN FOR DON J=DSEN
Our meeting this afternoon with Mr. Knudsen and Mr. Nye concerning the Knudsen FPA/Short
Plat located-near Catfish Lake resulted in the following conditions; _ -
(1)The geo-technical assessment done by Mr. Rolla Boughan, P.E., determines that additional -
geo-technical analysis is not necessary. - -
(2)Mr. Knudsen has agreed to flag the approximate access route through the property for our
inspection. Mr. Knudsen agreed to incorporate drainage ditches into his road construction, and
install rock check dams on no greater than 50'intervals. The drainage ditches designed by Mr.
Bou han were desigaed with 3:1 slopes, with a two foot wide bottom. If-a"V" ditch 'configuration is constructed instead of a flat bottomed ditch, it is requested that the 3:1 criteria be
retained. Additional ditch depth greater than 1'is encouraged. - - -
(3)Mr. Knudsen has agreed to provide a means of delivering collected runoff from the road
_ ditches to the lower elevation of the stream/canyon that traverses-the site. ne drainage channel
from the road elevation to the ravine-bottomwill be protected from erosion either by employing a _ -
pipe to "tightline-the water to the lower elevation, or by armoring the channel-with riprap or
some other durable armoring treatment. Energy dissipatren of water delivered to the ravine
bottom elevation should be-provided for by-means of a durable splash pad constructed of rock, or-
other durable materials - - -
(4) Sidecasting of soils should be avoided during logging road and landing site construction.
m Areas receiving fill material should be prepared by first reoving-all organic material. If fill
material is to be placed on sloping surfaces exceeding 20% slope, a receiving bench should be cut
at the lower end of the-fill embankment, and the fill constructed up from that elevation in level
layers. -
(S)Ecology, under the Puget Sound Water Quality-Authority is requiring permanent stabilization
of denuded soils within 7 days-during-the "dry" season. The landing/building sites, and road ditch
slopes should be permanently stabilized by hydroseeding or hand broadcast seeding as soon as
possible after completion of construction/logging activities.
_ (6)Recommendations contained in Mr. Bou 's report pertaining to nvi umizing understory
damage, and stump preservation should be; served.

1 L MITIGATED CONDITION #1: The following conditions are from-the
Mason County Shoreline Master Program (MCSMP), Chapter 7.16.030
and are to be followed: THIS SITE THAT IS IDENTIFIED IN THE - - -
- CUTTING PROPOSAL HAS BEEN DESIGNATED AS CONSERVANCY PER THE MCSMP _
a) No logs-shall be yarded through streams or rivers. b) No - -
slash or debris shall be intentionally allowed to enter the
stream. Accidentally-injected slash shall be removed. c) All - -
trees located within 50 feet-of the stream or river shall-be
felled away from the water's edge. -da No-equipment shall be _ -
abandoned in the area oflurisdiction. e) All slash shall) be - _ -
cleaned-up or burned in areas where the buffer-strip-is not -
sufficient to trap the debris from reaching-the stream in a heavy _ -
storm or wind. rrThe accumulation of slash and other debris-in -
waterways covered by this Act is not permitted. In addition to
the above, the following shall apply in Rural and Conservancy
Environments: a) Vegetation along the water's edge shall be left
with minimum disturbance except for construction of bridges and
-large-culverts. _b) Reforestation shall occur within-18 months
after completion of harvesting unless land is intended for other use. Density of planting shall be 350 trees per acre of a - -
commercial species. AA) This condition must be followed since
your site is-identified in the MCSMP as Conservancy Designation:In a Conservancy Environment, for streams of less than 15 feet in
width, no more than 25 percent of the lineal stream frontage of -
any single ownership may be clear cut in any calendar year. No
clear cut shall be longer than longer than 1,500 stream feet.
2) MITIGATED CONDITION #2: Per-Mason County Critical_Area Resource
Ordinance #77-93, your site meets the criteria for the land slide -
_section 17.01.100. Per this section you are required to have a
geo-tech assessment conducted. This geo-tech assessment can _ -
either be done by licensed engineer in the State of Washington or _ - -
bya geologist with experience in the study of land slide hazards.
This geo-tech assessment must be submitted and approved prior to
this forest practice application being approved.
3) MITIGATED CONDITION #3:-This condition is being stated to -
identify that this site can be short plat as long as it meets-
State and County Standards for Environmental Health and
Engineering Standards. The following condition is that the _ -
portion of the parcel that touches Cranberry Creek must be 5 acres _
in size, and-that the rest of the parel an be short platted, if it -
-meets State and County Standards for-short- platting.
4) MITIGATED CONDITION #4: A drainage/siltation c o ntrol/sto rm water
plan will be created and implemented prior to development,
clearing, grading, or-construction of any portion of the proposed - - -
If segregation.

5) MITIGATED CONDITION #4: Fire apparatus access roads serving more
than two (2) building !ots shall be a minimum of 20' wide from the
existing county road to within 150' of the building sites.
Maximum grade is 14% up to nine (9) lots; 12% for ten (10) lots or
more.
6) MITIGATED CONDITION #5: Fire apparatus access roads serving no
more than two (2) building lots shall be a minimum of 12' wide-
from the existing county road to within 150' of the building
sites. Maximum grade is 14%.
7) MITIGATED CONDITION #6: If the fire apparatus access road is
longer than 150', pullouts for fire apparatus may be required.
Contact the Mason County Fire Marshal and/or the local fire
protection district.
8) MITIGATED CONDITION #7: The wetland that exist in the
Northeaster) portion of the site needs to be delineated per Mason
Y P

County Interim Resource Ordinance. This delineation will need to
be done prior to the cutting of timber on the site. The following
buffers have been established on the site: There is a fifty(50')
foot no cut buffer and a sixty-five(65') foot building set-back
from the delineated wetland edge. These buffers are part of a
one-hundred(100') foot management area around the wetland. At the
time short platting the delineated line must be surveyed into the
short plat. This delineation must be done prior to the forest
practice application being approved.
9) MITIGATED CONDITION #8: The type 4 stream that runs from the SW
portion of the site to NE portion will have the following buffers
placed on it: Per Mason County Interim Resource Ordinance #77-93,
there is a twenty-five(25') foot no-cut buffer and a forty(40')
foot building set-back from the streams edge. These buffers are
part of a fifty(50') foot management area that exists on this both
sides of this stream.
10) INFORMATIONAL ONLY: Residential development on shorelines and
-wetlands should be planned with minimum adverse environmental and
visual impact. Structures should be and located to not
significantly block views of adjacent residences.

11) INFORMATIONAL ONLY: Residential development along shorelines
should be designated and sited to make shore protection measures
unnecessary.

12) INFORMATIONAL ONLY: Landfill for residential development which
results in the creation of new dry land waterward of OHWM or in
biological wetlands is prohibited.

13) INFORMATIONAL ONLY: Storm drainage facilities shall be separate
from sewage disposal transport facilities and include provisions
to prevent uncontrolled and untreated direct entry of surface
water runoff into receiving waters. Storm drainage facilities
shall include, but not be restricted to vegetated swales,
retention ponds and artificial and natural wetlands PROVIDED no
adverse impacts to the receiving wetlands would occur and shall be
subject to Mason County approval.

14) INFORMATIONAL ONLY: Residential developers and individuals shall
be required to control erosion during construction. Removal of
vegetation should be minimized and any areas disturbed should be
restored to prevent erosion and other environmental impacts.

15) INFORMATIONAL ONLY: Water quality is not to be degraded to the
detriment of the aquatic environment as a result of this project.

16) INFORMATIONAL ONLY: The applicant/agent will create a pump out
plan. This plan will set up the tank(s) of the septic system(s)
will be pumped and inspected every 3 years. The report generated
from the pump out and inspection will be submitted to and acted
upon by Mason County Heath Services, Environmental Health
Department. If the segregation becomes part of an established
district or is hooked up to a Wastewater Treatment Facility, the
above statement will be voided.

17) INFORMATIONAL ONLY: Sewage disposal facilities, as well as water
supply facilities, should be provided in accordance with
appropriate state and local health regulations. Storm drainage
facilities should be separated, not combined with sewage disposal
systems.

18) INFORMATIONAL ONLY: Residential development in shoreline areas
should be designed to preserve natural drainage courses.

_ -- We made a walk-over soils reconnaissance and-geo-t-echnical evaluation
of the subject parcel on February 23rd-. The parcel is well covered with
Douglas-Fir and Cedar timber of a size that is marketable. Tree cover is +;
primarily mixed conifers with some maples. I

- A forest floor humus covers the ground but the soils noted were varied
and of glacial till origin. _Slopes were- gent-le (about 8%) except at the _
descent to__Cranbe-rry Creek and the interior canyon. Generally, the land-
stability of this track is good.
- A review of the literature for the backround on geology an&slope
- stability revealed no previous_major- landslides in the near vicinity of the
parcel. Photographs of features of the parcel were taken for our file and -
record. -
