will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments: Pre-inspection for Brent Irwin:
The zoning designation for the site is Rural Residential 5.
Standard building setbacks for this zoning are a 25-foot front yard
setback, and 20-foot side and rear yard setback. These setbacks
are measured from structures above grade such as roof
overhangs, and other structures or appurtenances, including heat
pumps etc. Other setbacks can apply when critical areas are
present such as streams, wetlands, steep slopes etc. The subject
property is located within of Shoreline Jurisdiction. Cranberry
Creek is shoreline jurisdictional per the Mason County Shoreline
Master Program and designated as Conservancy. Some activities
within 200-feet of Cranberry Creek may trigger the need for review
under the Mason County Shoreline Master Program, however
construction of a home and accessory structures such as a shop /
garage is exempt from these requirements. Some activities such
as grading over 250-cubic yards and other development may
trigger a shoreline substantial development permit.
The purpose of the site visit was to evaluate property prior to
purchase and determine critical areas and other development
related issues. Currently the 5.32 acre parcel is vacant, contains
an access road which crosses an unmapped type 3 stream
(tributary of Cranberry Creek). Cranberry Creek (type 1 stream)
crosses the NW corner of the property and wraps around the
North and East lot lines. Large areas of the North and East sides
of the property fall within the 150-foot buffer and 15-foot building
setback of Cranberry Creek, as well as the smaller type 3 stream
150-foot buffer and 15-foot building setback. However, based
upon several measurements taken along the slope from the
ordinary high water mark of the streams (OHWM) there still
appears to be some large, level areas for possible future
development including a home and accessory structures. The
buffers and setbacks mentioned are to be measured horizontally.
This can likely be done by scaling them out on the property plot
plan, which appears to have been surveyed and fairly accurate in
terms of location of the streams. These setbacks can then be
field verified by the owner and the Planning Department when
Building Permit applications or other development permit
applications are submitted for review. There are also some
apparent regulated wetlands associated with Cranberry Creek on
and near the property within the flood plain of Cranberry Creek.
Based upon measurements taken from near the flood plain, it
appears that even the maximum 140-foot wetland buffer/ setback
could be met, while allowing for future development on the level
portion of the property towards the center of the lot.

Flood plains: Portions of the property are located within the Zone
A floodplain of Cranberry Creek, per the enclosed FEMA flood
map section 34. However, it is clear the based upon the steep
topography that the proposed building sites are not located within
the floodplain. The building site is located approximately 20 - 30
feet above the Cranberry Creek floodplain based upon Staffs
estimates.
Geological hazards: Slopes on and near the proposed building
sites, upslope of Cranberry Creek approach 40%. Slopes in the
areas are mapped by Mason County as Landslide Hazard areas
due to slopes over 15%. Development in these areas is subject to
geological / geotechnical review. Future development within
300-feet of slopes over 40% on site will require a Geotechnical
Report per section 17.01.100 indicating that hazards of the
landslide area can be overcome in such a manner as to prevent
harm to property and public health and safety, and must also
assure the project will cause no significant environmental impact.
Development within 300-feet of slopes 15 - 40% will require a
Geological Assessment. During a Geological Assessment it can
be determined by the project engineer or geologist whether the
site meets the technical requirements for requiring a Geotechnical
Report based upon the requirements of Mason County Resource
Ordinance, section 17.01.100 (enclosed).
Permit required uses: It appears that utilities, including electricity
etc. will need to be brought into the site and they will likely have to
cross the unmapped type 3 stream on site. If this is the case a
Mason Environmental Permit will be needed (see section
17.01.110 G.2.c., however a Habitat Management Plan will most
likely not be required per this section in order to bring in utilities
across the stream. If necessary it is also possible to encroach on
the stream buffer for the purpose of installing other utilities
including septic systems and wells with a Mason Environmental
Permit. You may want to contact the Planning Department prior
to application submittal to discuss project specific requirements.
