I understand your concern. I think I have clarified to Debbera Coker in the Building Dept that the building inspectors may finalize the construction now or prior to the completion of the 3 year monitoring program. I put notes in the tidemark permit system to this effect and left the two conditions regarding the 3 year monitoring as "not met". This should address their request. You may forward any reports to my attention because I have inherited the Belfair area now that Jim was laid off. Thanks again. We needed to modify the planting scheme due to the presence of a constructed curtain drain behind the cement wall, which was the area identified as the planting zone in the HMP. As we couldn't plant over the curtain drain, we planted the entire area along the bank behind the curtain drain, which is of equal or greater surface area. As this area contains more volunteer native shrubs than the original planting zone, we didn't plant as many shrubs, but increased the number of trees planted. We removed over 90 percent of the Himalayan blackberry from the planting zone as well, and plan on conducting a supplemental removal in the spring. All plants were installed from potted containers and all trees have been flagged for monitoring. My only concern is the idea that the restoration can somehow be finaled by the planning dept. prior to the completion of the three year monitoring program. This seems inconsistent with how the county has dealt with other projects requiring habitat mitigation. The condition is pasted below: A detailed planting site plan, with species composition,number and distribution shall be provided to and approved by Planning staff prior to final inspectlon of the building permit. Site plan to indicate all native planting locations and a cost analysis for the restoration will need to be submitted and approved by the Planning Department PRIOR TO FINAL INSPECTION BY THE BUILDING DEPARTMENT. X Please contact Keith at(206) 579-9871 to verify compliance,and inspection date if necessary. Let me know when the condition is approved so a final building inspection can be scheduled. KEITH....
