The primary fire protection issue for your facility is to provide adequate fire flow for use by fire department pumpers . Subsequent to the fire in July, we met and discussed this issue in early August . At that meeting, I had indicated that our goal was to achieve a minimum of 2000 GPM for one hour, through a looped fire system, serving fire hydrants and fire hose stations . Based on our discussion at the November meeting, it is my understanding that you are getting bids on a 250, 000 gallon storage pond, with a pump system adequate to supply the appropriate working pressure. Given the target flow rate of 2000 GPM, your proposed storage capacity would result in a duration of a little over two hours . The system should also be engineered to provide a residual pressure of 20 psi. Let me recap our needs for upgrading the fire protection for this facility: 1. Fire flow of 2000 GPM for 2 hours, at 20 psi residual pressure. 2 . A minimum 6 inch diameter, looped fire line. 3 . A combination of fire hydrants and fire hose connections at selected locations . We should arrange for a site visit, including the Chief of Fire District 4, to determine where we need fire hydrants vs. fire hose connections . The issuance of a final Certificate of Occupancy for the new storage buildings will be dependent on an indication from your company that you intend to upgrade the fire protection water system. This upgrade shall be completed no later than August 1, 1994 . A written letter of intent with an anticipated time-frame for completion will suffice. Shortly after the fire, I met will the mill management and representatives of the insurance company regarding my fire protection requirements for the new construction. At that meeting, I agreed not to tie the upgrading of the water system to the issuance of permits to replace the burned buildings. I did this to allow the mill owners to rebuild fast enough to get the finished lumber under cover before winter. At that same time, I did explain that it was my expectation that a plan would be developed for providing more water storage for fire protection, along with an expanded hydrant system. It appears as though the upgrading of the water system is somewhat in limbo. It appears that the insurance company would participate in the cost of upgrading the water system if that requirement is tied to our approval of the new buildings . That' s what the mill management wants since the insurance company would then pay for some of the upgrade. If the approval of the new buildings is not concurrent with the requirement to upgrade the water system, the entire cost of upgrading the water system could fall on the mill owners . What' s the line. . .nice guys finish last . . . ?? I looks like my attempt to accommodate everyone has come back to bite me. Frankly, I don' t care who pays for the water system improvements. But, it looks like it will be more of a chore to get the mill owners to foot the entire bill . I see that I may have several options: 1. I can stand firm on the primary issue and require the upgrade of the system. . .and let the mill owners battle the finances out with the insurance company. 2 . The new buildings are already built . One has lumber stored in it. The plans are still being reviewed and the permit has not yet been issued. I'm wondering if we have any leverage regarding conditioning the issuance of a CO upon receipt of either plans for the water system upgrade or at least a letter of intent to install a new system to our standards, by a certain time. I kind of feel like I've been scammed here, but I don' t know the mill owners well enough to understand their way of doing business . Any insights?? This will allow 37, 000 square building with no area separations . OPTION 2 Assuming a minimum of 20 foot setbacks on all 4 sides. Construct a 37, 000 square foot building divided by two 2 hour area separations, with rated doors. The total width of all openings shall not exceed 250 of the length of the area separation wall . Two area separation walls will result in three 12 , 000 square foot areas, which allows a total of 36, 000 square feet. To get to 37, 000 square feet, one of the 12, 000 square foot areas can be increased by 1, 000 square feet (or the increase can be spread equally over the 3 areas) IF AT LEAST ONE SIDEYARD SETBACK IS A MINIMUM OF 60 FEET. THE APPROPRIATE SETBACK IS BETWEEN THE KILNS AND THE STORAGE BUILDING. Box 858 Olympia, WA 98507 Mr. Smyth: Pursuant to our meeting on July 7, I wanted to confirm the issues that we discussed. The proposed plans for the upgrade of the fire protection system is acceptable up to the point where the new system connects to the existing fire main. For final approval, the following corrections are required: 1. Replace five of the existing standpipes with AWWA fire hydrants, installed to Mason County specifications. I have indicated the specific hydrant locations on the plans I left in your office the day of our meeting. 2 . Extend that section of the existing eight inch fire line located near the office building to a point near the main mill building and place an AWWA fire hydrant at the end of that extension. The exact location of the hydrant will be determined by my office and the Chief of FD 4 . 3 . Provide a drafting hydrant at the pump house. 4 . The pump house shall be of non-combustible construction. 5. Monitor all flow control valves to the panel in the watchman's room. 6. The fire pump shall be set up on a regular automatic start sequence as part of regular maintenance. Our records show that neither of the two buildings that were constru cted as the result of the 1993 fire have received a final inspection or a certificate of occupancy from our office. Technically, you are in violation of the Uniform Building Code in occupying buildings that have not received final approval by Mason County. It is yours or your contractor's responsibility to contact the Mason County Building Department to arrange for a final inspection. Our final inspection and issuance of a certificate of occupancy for these buildings is dependant upon the final approval of the plans for the water system. Furthermore, we will not issue any new permits for your facility until the water system and the new buildings have been inspected and approved. The plans have been revised in accordance with your letter to Mr. Tucker Smyth, dated July 14, 1994, and with my telephone conversations with you. 1. Fire hydrants locations are shown on sheet 5. 2. The eight inch fire line has been extended to a location near the main mill building. A fire hydrant is shown at the end of this line. Thf, extension and fire hydrant are shown on sheet 5. 3. A drafting hydrant at the pump house is shown on sheet 1. 4. The pump house is to be steel construction. The insulation on the interior surfaces will have a low flame spread rating which should qualify for non-combustible. The notes on the building and insulation are on sheet 6. 5. Closing the flow control valves will cause the alarm in the watchman's room to be activated. The siren shall also sound. The notes on this item are listed on sheet 6. 6.
