The purpose of the preinspection was to determine applicability of planning regulations to site. A site inspection of the subject property was conducted on June 4, 2003,with prospective buyer and realtor.
The subject parcel is a vegetated site,with some large Western red cedar and Douglas fir trees,fronting Catfish Lake. This lake is not under the jurisdiction of the Mason County Shoreline Master Program.
It is regulated as a wetland pond per the provisions of the Wetlands chapter of the Mason County Resource Ordinance No.77-93. The Resource Ordinance requires vegetative buffers and building setbacks
from wetlands. Wetlands are categorized in the Resource Ordinance per the Washington Department of Ecology criteria. The size of the vegetative buffer depends on the category of wetland.
Based upon field assessments in the past,the majority of Catfish Lake has been determined to be either a Category II or Category III wetland. A Category II wetland requires an 85'vegetative buffer and a
15'building setback.A Category III wetland requires a 50'vegetative buffer and a 15'building setback.The level of detail necessary to know the exact Category of the shoreline wetland for the subject
parcel is beyond the scope of this pre-inspection. A wetlands specialist could provide more specific information,by typing the Category of shoreline wetland present on the subject property.
Questions were raised regarding the clearing of brush and trees in the wetland buffer.Per the Wetlands chapter of the Resource Ordinance,activities such as clearing and harvesting may occur within the
vegetative buffer(17.01.070 Section D(f)),provided that the applicant obtain a Mason Environmental Permit using the administrative process and that the applicant can demonstrate that the activities have
no adverse impacts to regulated wetlands. The basic concern in the permitting process is to avoid and minimize wetland impacts. Permits are issued when the applicant can demonstrate that the activity is
both unavoidable and necessary.A list of wetlands consultants,and a copy of the Wetlands chapter are enclosed for your use and review.
The land use designation for the subject property is Rural Residential 5(RR5). Mason County Development Regulations specify that in a RR5 zone setbacks include the following: Side and rear setbacks for
the residential dwelling shall be 5 feet and frontyard setback shall be 25 feet from the road right of way.
