Resource Ordinance
Notice is hereby given that Douglas Neyhart, who is the applicant and property
owner for the following project, has applied for an Emergency Permit and the
permit has been issued.
The request for an emergency permit from the Mason County Resource
Ordinance No. 77-93 is to do work to repair damage to his existing bridge 5
crossing caused by an extreme flood event during the December 2006 storm.
The scope of the emergency repair work at this time is as follows.
Construct replacement bridge abutments landward of the stream edge and
landward of the previous abutments to provide a higher and broader span. Using
a crane located on the upland area adjacent to the Tahuya River, remove
previous damaged bridge abutment blocks from bank, and remains of bridge
deck from the stream. Any materials retained on the upland to be stockpiled
outside the floodplain. The cragpRwll�l then be used to hoist the replacement
bridge deck in place. The proposaf�ncludes removing flood-borne woody debris
from site fields to place the materials in a scoured oxbow immediately upstream
of the site. The latter work will be conducted under the supervision of
Washington State Department of Natural Resources. A site re-evaluation will
occur within 60 days to suggest any necessary mitigation or modifications to the
emergency measures taken.

The proposed development is reviewed as an Emergency Permit under the
Mason County Resource Ordinance No. 77-93, specifically Section 17.01.170,
Emergency Actions, which detail requirements for the issuance of the emergency
permit. The proposal requires restoration of any critical area altered as a result
of the emergency activity per 17.01.170 Emergency Actions (A)(2).
