RE: Douglas Neyhart Tree Relocation Proposal on Tahuya River
NE 2297 Tahuya River Road, Tahuya WA.
Dear Mr. Byrnes:
I have reviewed the proposed work to relocate a 150 ft. long tree that has fallen across the
Tahuya River in order to provide bank protection to the bank of the river and prevent further
debris accumulations in the middle of the river channel. The tree will be repositioned and
cabled into the bank. Some of the larger debris jams will be sawn but not removed, so that
future river flows may move the accumulations on its own power. I have found the proposal
will minimally affect the channel along the river and the equipment doing the work (except for
a chainsaw) will be above the bank of the river channel during the time of the work.
For the reasons of using natural materials and no impacts to the waters of the river, the
proposed work would be exempt from State Environmental Policy Act review and no SEPA
checklist is needed for the project as proposed.
Since the proposal involves work valued at less than $2500 value and not expanding an
existing use, the planned work would be exempt from the requirement of a shoreline
substantial development permit prior to construction.
