SUBSTANTIAL DEVELOPMENT PERMIT REQUIREMENT

To undertake the following development :
REPAIR OF MARCH 1997 FLOODING DAMAGE ALONG TAHUYA RIVER: Armor 20 foot
long by 10 foot high by 10 foot deep section of left bank bridge abutment
with concrete lock block wing wall and 20 cu. yds. of riprap rock in front
of wing wall; backfill behind wall with gravel and riprap. Raise wooden
bridge to original level and repair abutment cap. Relocate large cedar
log now over the water to left river bank according to H.P.A.
requirements. Bridge will be braced for support while repairs made.

N.E. Tahuya River Road.
and/or its associated wetlands is exempt from the requirement of
substantial development because the development is Emergency construction
WAC 173-14-040- (D) .

DONE UNDER SHORELINE PERMIT IN SUMMER 1997 .
ISSUED: 04/02/97 EXPIRE: 06/02/97
This exemption authorizing construction shall be valid for two (2) years
provided construction has begun within two (2) years of approval date.
This exemption may be extended to five (5) years upon request prior to
expiration.

We recently received a copy of the following information from
Mason County concerning your proposed project.
( ) Determination of Nonsignificance (x ) Shoreline Permit Exemption
( ) Environmental Checklist ( ) Other:
Your project may require authorization from the U.S. Army Corps of
Engineers under the following regulations:
(x ) Section 10 of the River and Harbors Act - A Section 10 permit is
required for construction in or over any navigable waters of the United
States.
( x ) Section 404 of the Clean Water Act - A Section 404 permit is
required for the following activities:
a. The addition of material, including deposition of dredged material or
excavated soils, or excavation in a water of the United States,
including wetlands. These activities can include filling, grading,
mechanized land clearing, ditching, channelization, and other
excavation activities that destroy or degrade waters of the United
States (tidal waters, lakes, rivers, streams and wetlands) .
b. The placement of piling when such placement has or would have the
effect of a discharge of fill material in the waters of the United
States, including 'wetlands.
Wetlands mean those areas that are inundated or saturated by surface or
ground water at a frequency and duration sufficient to support, and under
normal circumstances do support, a prevalence of vegetation typically adapted
for life in saturated soil conditions.
