The project includes the installation of an oil stain applicator located within a 39,000 square foot building(Dry Shed) near the western side of property. The applicator applies an oil-based stain to fence boards. The project also includes the addition of water lines,a fire hydrant,and sprinkler system to the buiding. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The facility is located at 780 West SR 108,Shelton,WA 98584. The entrance to the site is located at the east end of the property. The project location is near the west end of the developed portion of the property. The property is located in Range 4W, Township 19N,Section 24. B. Environmental Elements HELP 1. Earth a. General description of the site: SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 2 of 13 (circle one): Flat oiling hilly, steep slopes, mountainous, other b. What is the steepest slope on the site (approximate percent slope)? 15% c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. The general site is dominated b sands and ravels. Ground disturbance related to g Y g this project will occur only for the addition of water lines. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. Temporary trenching will occur for the new water line to the Dry Shed. Upon completion,surface contours and type will be returned to the condition found prior to the project start. Trenches will be backfilled with the material removed during trenching. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. As with any contruction activity that includes excavation,some erosion could occur during contstruction activities. The project will include best management practices (BMPs)to mitigate erosion during excavation activities. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The existing site, comprised of 2 parcels is approximately 25% impervious surface. This will remain unchanged. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Standard BMPs for trenching will be utilized during applicable project phases. Examples may include silt fences and straw wattles. 2. Air hel a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. Typical enigine emissions from equipment will occur during construction. Once operational, some emmsions from the oil based stain will occur due to evaporation from finished boards. However,this should be minimal as the applicator does not atomize the stain during the staining process. Fence boards are fed into the applicator where they are coated with stain as it is poured. Excess stain is scraped off the boards before they leave the applicator. Stain within the applicator is recycled until it is used completely. Stained boards, upon exiting the applicator,are stacked in units and wrapped prior to leaving the roofed building. SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 3 of 13 b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No c. Proposed measures to reduce or control emissions or other impacts to air, if any.- Stain is contained within the applicator. There are no additional control measures. However,the building does contain fans for both ventilation and air circulation. 3. Water jhelpl a. Surface Water: hf elpl 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. An unnamed seasonal tributary flows along the western portion of the property. Reitdorf Creek(WDFW Barrier Map) passes through the eastern portion of the developed property. Reitdorf is a tributary of Skookum Creek, located south of the site. Prior field review with WDFW staff indicates that both streams are Class 3. Previous SEPA submittal indicates both streams are Type F. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No. The applicator is located in a roofed building. Additionally, it is greater than 200 feet from the seasonal stream located near the western portion of the property. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No b. If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. The project includes the expansion of the existing fire suppression system at the site. The site utilizes a well and holding tank for fire suppression. The well is located near the western boundary of the property. The project will not increase groundwater extraction other than to charge the additional piping(or in the event vnetused for an emergency or testing). No discharges to groundwater are anticipated. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: Domestic sewage; industrial, containing the following chemicals. . . ; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No new discharges are planned as part of this proposal c. Water runoff(including stormwater): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Water runoff will not be effected by the project. Impervious vs. pervious condtions at the site will not be permanently changed as a result of the project. The site has an existing and current SWPPP on site as a condition of the Industrial General Stormwater Permit administered by the Washington State Department of Ecology. 2) Could waste materials enter ground or surface waters? If so, generally describe. Leaks or spills from construction equimpment could potentially enter ground or surface waters. Spill containment equipment should be located near construction activities in the event of a release. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. No d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: BMP's in place for conditions encountered during construction. Describe whether it will be used for heating, manufacturing, etc. The equipment installed will be electrically powered. Equipment includes fans, pumps and wood handling equipment. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No,the equipment is housed in an existing building. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: Indoor lighting in the Dry Shed utilizes energy efficient light bulbs. 7. Environmental Health LhelO a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. No. The coating process is housed indoors. The coated boards are kept indors until dry and then wrapped before moving the products to outside storage. The oil-base coater has a built-in secondary containment for the totes of stain. 1) Describe any known or possible contamination at the site from present or past uses. None 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. None known in the area 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. The staining process will cause less noise than existing mill operations. The stain applicators will be house in an existing buildings. Low speed fans will be used to circulate ambient indoor air to assist in drying the water based stain. 8. Land and Shoreline Use hI e a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. The current land use is Commercial, Mason County lists the land use and "24-Commercial— Lumber and Wood"and "88 - Resource - Designated Forest Land". The property has been used and a mill site for decades and will be for the forseeable future. Adjoining properties are Resource and railroad right-of-way. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or nonforest use? The mill site is in a forested area, it may have been forested before the initial development. This project is located inside existing buildings and will not change the usage of any land. 1) Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how: The project will not affect or be affected by adjacent land use, the proposed process is enclosed in existing buildings. c. Describe any structures on the site. No A review of available databases identified a local pioneer cemetery: Kamilchie Cemetery, 90 W State Route 108, Kamilchie,WA While Google maps places that address approximately 800 feet south of the rail line on the southern boundary of the property,the Washington Information System for Architectural &Archaeological Records Data (WISAARD)GIS database describes the location: "This rural cemetery is located on the north side of State Route 108, near its SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 10 of 13 intersection with Highway 101. The cemetery is located in an increasingly heavily developed commercial area,and is surrounded by various businesses and other establishments. It is relatively small in area,approximately an acre. . ." Given this description,the cemetery is approximately one mile west of the Property. No additional sites were identified in the vicinity of the mill. b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation? This may include human burials or old cemeteries. Are there any material evidence, artifacts, or areas of cultural importance on or near the site? Please list any professional studies conducted at the site to identify such resources. No c. Describe the methods used to assess the potential impacts to cultural and historic resources on or near the project site. Examples include consultation with tribes and the department of archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc. Visual observation of the site d.
