3) ALL SURFACE WATER AND POTENTIAL RUNOFF WILL BE CONTROLLED ON SITE AND SHALL NOT ADVERSLY AFFECT ANY ADJACENT
PROPERTIES NOR INCREASE THE VELOCITY FLOW ENTERING OR ABUTTING TO ANY STATE OR COUNTY CULVERTING/DITCHING
SYSTEM OR ROAD WAYx
4) PURSUANT TO 1997 UNIFORM BUILDING CODE, ALL SITES MUST HAVE APPROVED NUMBERS OR ADDRESSES PROVIDED IN SUCH A

5) The depression on the property is a natural and necessary drainage feature which serves the area north of the Mason Lake Rd and westerly of the
Mickelsen Rd. It has been determined that the proposal WILL result in redirection of surface water runoff, storm water or ground water. The drainage of
surrounding properties is not to be altered with the fill proposal. The owner/contractor will need to preserve the existing drainage by either incorporating
a large culvert or ditch onto the sites development. The owner/applicant/contractor is responsible for the continued maintenance of the drainage system.

6) Based on the provisions listed in the drainage condition, and review by Mason County Public Works, applicant shall meet the following provisions for this
grading proposal:
1. In area where existing natural drainage depression crosses property, proposed grading shall be completed in such a way as to leave a ditch which
shall be sized to convey water passing across property from either side. See revised site plan stamped received by planning Feb 14, 2002.
2. Ditch shall maintain same bottom elevation as the bottom of the existing depression.
3. Public Works drainage ditch adjacent to Mason Lake Road is to remain undisturbed. x `
7) All upland areas disturbed o�-newly created by construction activities shall be seeded, vegetated or given some other equivalent type of protection

Subject: Miklethuin Rd & Gill's Cove
The Gill's Cove complaint appears to have been a wild goose chase... the fill at Miklethun Road troubles
me... I feel the fill is blocking off the natural drainage... the owner should move a machine in there and
"sculp"out the ditchline along the property line. In its present condition, my opinion is that a large rain
storm could result in flooding of the"farm"that relies on the drainage ditch and County Road culvert.

Dear Mr. McNeil,
On January 17, 2001, a complaint was received by this office regarding filling and
grading that is occurring within a natural drainage area at the above location. Records
research indicates that this parcel is owned by you.
In response to the complaint, a site investigation was done on February 23, 2001
and a Stop Work Order posted. The main concern at this point is the partial filling of
what appears to be a natural drainage channel and secondly, the amount of fill and
origination source is in question. The Stop Work Order states that the posting was issued
because no valid Land Modification Permit for filling and grading activity had been
issued.
Since the initial complaint regarded drainage concerns, an additional inspection of
the site was done today, March 1, 2001 with a hydraulics engineer from the Mason
County Public Works Department. I noticed that the stop work order had been removed
from the site since the posting date of 2/23/01, and is now deemed a separate violation in
itself. I have enclosed copies of Mason County Ordinance 45-99, Sections 14.12.030 and
Section 14.12.040, as well as Chapter 33 Excavation and Grading and the necessary
permit application forms to complete and submit in the event that you would like to
continue with land modification activities. Until a permit is issued, the stop work order
will remain in effect. I have enclosed a copy of the stop work order that was posted.
This letter shall also serve as notification to you that all land modification
activities on site must cease and desist until the required permits have been secured or the
building official grants permission for further activity to commence. Since you are
responsible for any further violations, you may consider removing your signage
pertaining to the fill wanted until the issue is resolved.
