I've received and reviewed the materials submitted to PublicWorks pertaining to the McNeil
grading proposal located at the corner of the Mason Lake Rd and the Mickelsen Rd.
I also visited the site this afternoon with Bill Tabor,Public Work's Deputy Director.
The proposal appears to be to fill in the depression on the westerly(opposite side of property
from the Mickelsen Rd) side of the property with 2 to 3' of fill material. The plan accompanying
the application indicates a"slight depression"to the west and north of the property. Not shown
on the plan is an 18"corrugated culvert pipe crossing the Mason Lake Road in the vicinity of the
"Bus Stop" shown on the site plan. The property and topography around the McNeil property is
fairly flat,making it difficult to determine exactly where stormwater runoff flows through the
neighborhood during large storm events. I walked around the back of the property along the
Mickelsen Road to see where water would flow or escape in that direction, and feel the farm
property to the north&west of the McNeil property is situated in a closed depression which
relies on surface runoff escaping the area by way of the depression through the McNeil property
and the Mason Lake Road culvert. The whole area is pretty flat, and the water elevation will have
to be fairly deep on the farm property for it to escape thru the Mason Lake Road culvert,but still,
I feel it is it's only escape from the neighborhood. Runoff flow to the north appears to be
effectively stopped by the Mason Lake Road.
I feel the depression on the McNeil property is a natural and necessary drainage feature serving
much of the area north of the Mason Lake Road, and westerly of the Mickelsen Road, and should
not be eliminated, The fill may be pursued,but the drainage of surrounding properties should not
be altered, and I would recommend incorporating a large culvert or ditch into the site's
development to preserve the existing-drainage.
