As passionate animal lovers, our goal is to deliver educational programs, informational resources and rescue wolfdogs that have been neglected, abandoned, or otherwise displaced. We will not be rehoming or breeding wolfdogs, they will simply live out their lives here in our Sanctuary. The Wolfdog Wolfdogs are combination derived from breeding one wolfdog to another wolfdog or a wolfdog to a domestic dog They are not the result from breeding a pure wolf to a domestic dog as it is illegal to own wolves as a protected species. Wolfdogs are legal to own and considered a domestic animal in the United States, Washington State and many counties, including Mason County. Any person can legally purchase a wolfdog up to 98% wolf content and 2% dog. Unfortunately, for many it is the unknown ramifications of owning one that owners find themselves in trouble because they have not done their homework, created sufficient containment, socialized/trained their wolfdog and ultimately understand the breed itself. This is why so many end up abused/neglected, as strays, or in shelters to be euthanized, and yet all these factors could pertain to any breed of dog. Wolves and wolfdogs are inherently fearful by nature. They are not a danger to society and they are not aggressive guard dogs in that they will not protect an owner or their home. They are shy, affectionate pack oriented animals who are devoted to their family. Our wolfdogs are friendly to strangers once they believe they have nothing to fear. If they are afraid, they simply and silently keep their distance until they feel it is safe to cautiously approach a person they don't know. Once they know and trust you, they never forget and you are a friend for life. ROAM WOLFDOG SANCTUARY 2 As well they do not "nuisance howl" in that they only howl once every 1-3 days as a form of communication. The duration of these pack howls are 30-60 seconds in length and then it's over. Even when we ask them to howl for friends, they often just stare with wagging tails as we howl at them in an effort to start one. It should also be noted that they never bark. The Founder The popularity of private wolfdog ownership has grown in the United States due to movies such as Game of Thrones. Jodi Woolard identified the need for a knowledgeable and experienced rescue organization that would make the rehabilitation and rescue of displaced wolfdogs a priority. As a Montana native, born and raised, Jodi was an avid big game hunter and of upland birds with her German Shorthair bird dogs. When she moved to Monroe at the age of 30, she worked for Northshore School District as their Dean of Students and Athletic Director. During the summers she went back to school to gain her Veterinary Technician certification and then opened her dog boarding business, Woods Creek Kennels in 2006 and took great pride in making it "The best little kennel in the Pacific Northwest" earning "Best of Western Washington" and 5 star reviews for 18 years. Not long after opening Woods Creek Kennels,Jodi got her first wolfdog in 2010, believing she had rescued a Siberian Husky with no wolf content. After a DNA test, she quickly realized the challenges wolfdog owners faced and how different they are than a typical domestic dog She also realized how difficult it was to find accurate information about wolfdogs of varying content levels and which factors ultimately affected how wolfdogs relate to humans. Our History During the last 12 years Jodi has continued to rescue many wolfdogs in need on her 5 acre farm in Monroe, WA. Rescues such as Nakota who in 2020 who came to her dragging a broken back leg his owner had neglected to fix, and therefore surrendered him. His leg had to be amputated in which Jodi and her husband personally covered all veterinary expenses to help save his life. Unfortunately after a month into his recovery, he died on the operating table while undergoing another ROAM WOLFDOG SANCTUARY 3 emergency surgery for intussusception. His death had a major impact on Jodi's outlook on life going forward. In late 2021 she made the decision to start the Sanctuary. She sold her farm and business and moved to the beautiful area of Shelton, WA with the goal to make this dream come true. To further her own education for the Sanctuary, she also became a certified Wolfdog Educator, and is now able to help others with wolfdog ownership, training & behavior solutions. Currently Today the Sanctuary has 4 wolfdogs who come from different parts of the Country; Indiana, Phoenix and Reno. For example the most recent rescue, Rex, was privately bred and purchased to become an ambassador wolf for a Zoo in Japan. After Covid, the country determined that Rex would need to be in solitary quarantine for 6 months upon landing in Japan prior to being released to the Zoo. The owner decided this would be seriously detrimental for a dog who was to become an ambassador. They eventually called Jodi and asked if she had room to take him in. She flew down to Phoenix, AZ where he was temporarily living with a trainer, she rented a vehicle and drove him back to Washington where he is flourishing in his new home with his new pack. The Sanctuary currently has several online media pages and a website under construction. The Facebook and Instagram pages can be viewed online at Roam Wolfdog Sanctuary where daily posts of videos and photos are made both fun and educational alike. We also post Wolf Fact Wednesday each week to educate the public on truths and myths of regarding Wolves, Wolfdogs and Hybrids. Most recently West Mason County Fire Department generously donated their time and came out to fill the 800 gallon stock tank for the wolfdogs to enjoy. There is a video of that day on our Facebook and Instagram page - it was a fun time for all involved and Mason County Fire also made a post on their page. ROAM WOLFDOG SANCTUARY 4 The Plan Roam Wolfdog Sanctuary sits on a privately owned 40 acre parcel of land with substantial buffers around the perimeter border. It uses up less than 7 total acres of the 40 it resides in. For public health, safety and welfare we will construct 6 1-acre enclosures to house 2 wolfdogs per enclosure. Each enclosure will maintain the natural forest with a raised A-frame shelter and water stock tanks for their welfare and happiness. Per USDA guidelines, the enclosure fencing consists of 9-gauge fixed knot game fencing which is 8' tall and securely attached to 10' round, 6" treated diameter posts set in concrete. The enclosures will have locked double gated entries that are 5x 10 feet in size. The interior perimeter has a 4' wide 9-gauge dig guard around the bottom of the entire enclosure as well as 2' wide lean-ins across the top. For guest tours, there will be a 4' high barrier fence, 6 ft back around each enclosure so that visitors cannot reach inside the enclosure fence of the wolfdogs. Once the enclosures are completed, there will be another 8' tall perimeter fence around the entire Sanctuary itself. This is to be certified and licensed by USDA. Photo examples attached on last page. At this time we are assigned a veterinarian with USDA however by law we cannot get licensed and certified until we have 9 wolfdogs on site. Once we have 9 she will be back to do our inspections so that we may be certified and licensed. The Sanctuary will have winding, quiet peaceful walking paths between the enclosures so that private educational tours can be given. There will be public facilities such as hand washing stations and porta potties at the entrance to the Sanctuary. All wolfdog fecal matter will be put into black plastic bags as required by public health and taken to dump sites where it will decompose naturally in the sun. All wolfdogs will be altered (spayed/neutered) at the time of rescue so that there can be no breeding while in our care. Our veterinarian on call is Dr Corrie Hines; Corries Mobile Vet of Shelton. Our Sanctuary liability policy is paid up in full thru June, 2023 through Kevin P Harmon Insurance Agency. The Ag building will contain the kitchen prep area and 9 freezers needed to feed the wolfdogs. Wolfdogs eat on average 80lbs of raw meat per month. As a nonprofit, we will be asking the public for old freezer meat donations, using ROAM WOLFDOG SANCTUARY 5 Walmarts nonprofit animal rescue meat plan, and hunters to donate their carcasses and obviously we will purchase additional meat from butchers in our local community. While our budget for Roam is currently at $1.3MM, as a non-profit organization our survival will depend on the private tours and donors of the public who connect with our cause. To keep the Sanctuary fully operational, our wolfdogs well fed, their well being optimized, support owner surrenders and push educational initiatives — it takes a small village. Our private tours will be set up and scheduled through `Airbnb Experiences" who offer an additional $1 MM in liability coverage. These will be small private tours, given 5 days a week. Traffic will be minimal and parking will be in our driveway in front of our Ag building, there will not be a designated "parking lot". Our driveway entrance will be gated and kept closed at all times. Our Sanctuary current staff consists of Jodi herself, CEO and Director of Operations, her husband Troy Johnson who is Director of Facility and Grounds, and Kelley Goodrich, our Animal Welfare Director who has a degree in Wildlife Ecology and Conservation, with a minor in Forestry. There will be a need for one more employee as rescues are taken in. The Sanctuary will always have a competent and qualified person on site at all times. This plan maintains there will be no hazardous conditions at the site and will protect all adjacent properties and the community at large. There will be no significant impact upon existing uses on adjacent lands nor will there be a need to extend urban services. .J. r ROAN WOLFDOG SANCTUARY 6 AFFIDAVIT OF POSTING NOTICE STATE OF WASHINGTON J ) ss: COUNTY OF MASON ) RE: (Parcel#or Address of Site): 42123-33-00000 (200 E Miracle Heights Dr, Shelton,WA 98584) I, Julie Lewis , Planner for Mason County, do hereby certify that I have posted 1 copies of the attached: Notice of Application and Public Hearing On this_day of 202 , in _conspicuous places as follows: o One at The Site o One at The Mason County Building One's Public Bulletin Board [411 N 51h St—Shelton,WA] o One at U f In witness whereof, the party has signed this Affidavit of Posting Notice this ' 1 day of 1, , 20a,, Signed by Julie Lewis Mason County Community Services Department 615 W.
