Description of proposal: The Washington State Parks and Recreation Commission(State Parks)
proposes the development of a new campground loop on the eastern side of Schafer State Park.
This proposal includes development of a new campground loop with new campsites and cabins,
a new comfort station, a new welcome center, and associated utilities. This new campground will
maintain recreational opportunity and allow for the future removal and restoration of the existing
campsites located along the river on the western side of the park; these campsites experience
annual flooding damage and require extensive repairs to maintain.
Location of Proposal: Schafer State Park is located at 1365 W Schafer Park Rd, Elma, WA
98541 in Mason County. The project site is found within Sections 29 & 32, Township 19 N, and
Range 6 W and tax parcels 619293060020, 619322060010, and 619322060000. The approximate
coordinates of the project site are: 47.0977400 N lat./-123.466499°W long.
Threshold Determination: The Lead Agency has determined that this proposal will not have a
probable significant adverse impact on the environment. Pursuant to WAC 197-11-350(3),the
proposal has been clarified, changed, and conditioned to include necessary mitigation measures
to avoid, minimize or compensate for probable significant impacts. An environmental impact
statement(EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made after
review by the Lead Agency of a completed Environmental Checklist and other information on
file with the Lead Agency.
State Parks will implement the mitigation measures listed below to avoid,minimize or
compensate for any potential significant impacts to Earth,Water and Transportation. Refer to the
indicated sections of the attached Environmental Checklist for the rationale for requiring the
following measures:

I. Earth. The contractor will prepare a Temporary Erosion and Sediment Control (TESC)
plan using the Department of Ecology's Best Management Practices (BMPs) and
most current stormwater manual to control and minimize the risk of erosion. The Plan
will be submitted to Mason County for approval prior to any commencement of work.
II. Water. To mitigate for potential impacts to wetland buffers caused by fill for the
proposed Welcome Center and paving associated with the proposed camp loop and
associated campsites, State Parks will complete wetland buffer enhancement
plantings within impacted buffers.
® This MDNS is issued under 197-11-340(2); the lead agency will not act on this proposal

Schafer State Park is a 120-acre camping park located on the East Fork of the Satsop River in Mason County.This
park offers recreational opportunities including camping,picnicking,wildlife viewing,fishing,swimming,wading,and
boating.Most of the existing campsites are located within the 100-year floodplain of the river;annual flooding of the
park results in seasonal closures of the campground and requires extensive repair and maintenance.
The existing campground located on the west side of W.Schafer Park Road experience annual flooding impacts from
seasonal flooding of the East Fork Satsop River.This project includes the development of new day-use and
campground loop roads on the eastern side of the park—east of W.Schafer Park Road.The area proposed for
development is a former group camp area where laminated root rot required the removal of Douglas fir trees in the
past;as a result,this area of the park is already mostly cleared and contains some existing infrastructure in the form of
gravel roads,gravel campsites,and a vault toilet.
Construction for this project is proposed in multiple phases;work proposed for each known phase is outlined below.
The existing campsites subject to flooding on the west side of the park also plan to be removed in the future and the
site restored,following completion of the east side improvements.
Phase I
o Site preparation for all proposed improvements of both phases (vegetation removal,clearing,grading,filling).
o Provide new park entry and park loop road utilizing existing entrance to ranger residence/shop area and
emergency exit to West Satsop Cloquallum Road.
o Provide new camp loop with 18 partial hookup campsites,4 walk/bike-in primitive campsites,and 2 cabins.
o All sites will include water and electric hookup utilities;camp host site will also include sewer hookup.
o Provide new comfort station for camp loop.
o Provide associated utilities for campsites and proposed structures (electric,water and sewer lines,new drain field,
new reservoir).
o Provide park-associated signage.
o Provide pedestrian paths from camp loop to river and to amenities.
o Provide stormwater treatment(filter strips or sheet flow into established or planted native vegetation).
o Provide fencing/vegetation screening around ranger residence and existing shop compound.
o Provide native plantings and grass seed to disturbed areas.
o Provide mitigation plantings in wetland buffers.

The existing campground on the western side of the park experiences annual flooding of the East Fork Satsop River
which results in movement of sediments and debris of varying sizes along the shoreline.This project includes the
development of a new campground loop road and welcome center on the eastern side of the park—east of W.Schafer
Park Road,where soils are not subject to annual flooding and sediment movement.
e. Describe the purpose,type,total area,and approximate quantities and total affected area of any filling,
excavation,and grading proposed.Indicate source of fill.
Some tree removal,clearing,and grubbing is required to prepare for the development of the campground.
Approximately 209,000 SF of clearing and grubbing is proposed.This includes clearing for impervious surfaces and a
general 2-5-foot area adjacent to the proposal for use during construction.The proposal includes approximately 3,966
cubic yards (CY) of cut and 3,299 CY of fill.The source of fill will be determined by the contractor.
f. Could erosion occur as a result of clearing,construction,or use?If so,generally describe.
It is possible that erosion could occur as a result of ground disturbing activities associated with this project.Best
management practices and temporary erosion control measures such as the use of silt fencing and coin logs will be
implemented to minimize and avoid potential erosion during construction activities.Disturbed areas will be promptly
seeded or mulched following the completion of the project;erosion control measures will remain in place until soils
are stabilized.
g. About what percent of the site will be covered with impervious surfaces after project construction (e.g.,
asphalt or buildings)?
The site includes 77,993 square feet(SF) of existing impervious surfacing within the project area(approx. 12%),and a
total of 104,304 SF of impervious surfacing is proposed(approx. 16%);this total amount includes the reuse of some
existing impervious surfaces on the site.
h. Proposed measures to reduce or control erosion,or other impacts to the earth, if any.
Best management practices and temporary erosion and sediment control(TESL)measures will be implemented to
prevent and minimize potential erosion;erosion control measures will remain in place until soils are stabilized through
revegetation.The temporary 2-5-foot clearing for construction described in B.1.e will be finished with topsoil and
mulched with wood chips and will allow for reestablishment of native vegetation.

o East Fork Satsop River is a shoreline of the state(type S)with a 150 foot buffer.

o Wetland F is a Category II wetland with a 110 foot buffer.
o Wetland G is a Category II wetland with a 110 foot buffer.

Yes,portions of this project are proposed within 200ft of the East Fork Satsop River and will also include work
within the buffers of Wetlands A,B,F,&G.Work proposed within the shoreline and Wetland A&B buffers
includes the development of campsites and associated partial hookup (water and electric)utilities,pedestrian trails
(paved and gravel),and mitigation plantings;work proposed within Wetland F&G buffers includes
improvements to the campground entrance road,a new welcome center and associated road and parking
development.

approximately 33,812 SF of impacts to wetland buffers which will be mitigated through wetland buffer
enhancement plantings.

The existing well will service the new campground loop and the project includes the replacement of an existing
reservoir system to accommodate the new campground loop.

This project includes the installation of a new drainfield for the new comfort station proposed to service the new

Sources of runoff include the increased impervious surface from the development of the campground.Runoff will
continue to sheet flow into undisturbed,native topsoil and vegetation as it currently does.

It is possible that waste materials (e.g.,oil from leaking vehicles/equipment,etc.) could potentially enter ground
water or surface waters during construction;however,the project will implement BMPs,such as the use of fiber
rolls and/or silt fences and requiring the contractor to maintain vehicles in good working order,during
construction as preventative avoidance measures.
3. Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site?If so,describe.
The proposal will not significantly affect drainage patterns.The source of runoff will be the impervious surfaces
associated with the proposal,including buildings,pavement,and gravel surfaces.All runoff will continue to sheet
flow as it currently does to surrounding native vegetation.
d. Proposed measures to reduce or control surface,ground,and runoff water, and drainage pattern impacts,if
any:
None proposed as the project is not anticipated to affect drainage patterns.Stormwater will continue to sheet flow
from impervious surfaces to adjacent native vegetation.

The proposal includes plantings as part of the new campground and mitigation for the impacts to some of the
identified wetland buffers.The planting schedule includes the following species:snowberry,Western hemlock,shore
pine,red osier dogwood,vine maple,salmonberry,Pacific crabapple,ocean spray,Western swordfem,beaked
hazelnut,Western red cedar,grand fir,cottonwood,and willow.The temporary clearing for construction purposes as
described in BAb will be replanted,seeded,or finished with topsoil and mulched with wood chips to allow
reestablishment of native vegetation.

The Washington State Noxious Weed List Class B and C noxious weeds have been recorded on or near the project
site:

Vehicles and construction equipment used for construction require petroleum products(e.g.,gas,oil and
lubricants).Vehicles and/or machinery may be stored at staging areas during construction periods.Their use in the
project area will be short-term and temporary.Best management practices,such as regular inspection for leaks
prior to use,will be implemented to prevent contamination.
4. Describe special emergency services that might be required.
There are no special emergency services that would be required because of this proposal.
5. Proposed measures to reduce or control environmental health hazards,if any:
Best Management Practices (BMPs),including proper maintenance of vehicles and equipment,and inspection for
leaks prior to use,will be implemented to prevent contamination.Machine operators are required to have proper
training to run equipment safely.Regular maintenance and administrator vehicles will be required to have spark
arresters,fire extinguishers or some other type of fire prevention equipment.

Noise in the area includes natural sounds and sounds from park visitors that are recreating in the park.

Operation of construction equipment will result in a temporary,short-term increase in noise levels along the trail.
Equipment operations will only occur during standard daylight hours and all vehicles transporting materials will
have mufflers to help minimize noise.
This proposal could result in an increase in human noise near the new campsites.However,any increase in noise
would be minimal and well within permissible environmental noise levels.

The project will meet all requirements of WAC 173-60-040 Maximum permissible environmental noise levels.
Potential noise impacts will be reduced or controlled by: 1)using BMPs during construction;2)limiting work to
daylight hours;and 3)requiring contractors to meet noise control requirements for vehicles and equipment.

Yes,a vault toilet located within the footprint of the new campground loop will be demolished as a part of this

The existing campsites subject to flooding on the west side of the park plan to be removed in the future and the site

facade and cedar board and batten to match the existing theme of park structures.

The development of a new campground and welcome center will alter the views of the eastern side of the park,
however,the east side of the park is a former group camp area and is already developed.Native vegetation plantings
along the shoreline of the East Fork Satsop River will also alter the view of the park from the river.

Project actions will be guided by design standards that help to minimize potential visual impacts using appropriate
building materials,colors,sizes,shapes,and other design elements,such as landscaping.Project actions may also
help to preserve and enhance existing visual characteristics on site through a variety of means including
restoration of degraded sites,sensitive placement of more intrusive facilities to more shielded locations,and
through the use of landscape buffering.

No,displacement of any recreational activities is not anticipated as part of this proposal.The intention of the project
is to shift existing recreational opportunities from the west side of the park where seasonal flooding occurs,to the
east side of the park.The existing campsites on the western side of the park will not be removed until the new
campground is constructed to avoid loss of recreational opportunity.
c. Proposed measures to reduce or control impacts on recreation,including recreation opportunities to be

The purpose of this proposal is to maintain existing recreational opportunities.The intention of the project is to
shift existing recreational opportunities from the west side of the park where seasonal flooding occurs,to the east

Schafer State Park contains a National Register listed historic district. The historic district boundary coincides
with the park boundary;therefore,the entire project takes place within the historic district.Eleven contributing
resources (i.e.,buildings,structures,and/or features) comprise the historic district.The campground development
is in an area that contains no resources that contribute to the historic district;however,the one way access loop
road is in the vicinity of a few contributing buildings.

No Native American sites are known in the park as documented by a recent cultural resources survey with extensive
shovel testing.Nine of eleven contributing resources to the National Register district are within the study area,but
none will be impacted by the proposed project.

Under Governor's Executive Order 05-05 compliance,consultation partners included the Department of
Archaeology and Historic Preservation and interested tribes. As stated above a cultural resources study with
background research preceded project construction,undertaken by qualified archaeologists and a historian.

Please include plans for the above and any permits that may be required.
As there are no project impacts to cultural resources,no mitigation measures are proposed.
