WHEREAS , detailed budget preparation will remain an important
part of Mason County ' s management and planning process ;
WHEREAS , revenues were carefully reviewed and predicted at a
reasonable level ;
WHEREAS , revenues to Mason County are predicted to decline in
future years ;
WHEREAS , the board of Commissioners has adopted a line item
budget for 1986 to maintain proper , legal reviews of all County
funds and expenditures therefrom;
THEREFORE , BE IT RESOLVED , by the Board of County Commissioners
in regular session assembled that the following controls be in
effect :
1 . The Board will continue to follow emergency and supplemental
appropriation procedures as prescribed by RCW 36 . 40 . 000 and
36 . 40 . 140 _
2 _ All county officials and department heads shall be limited to
the making of expenditures to the amount of such detailed
appropriated lines and shall be individually responsible for not
over spending in any line item .
3 . Before line item deficits occur , department heads and elected
officials shall submit for review , in writing , to the Budget
Director , or in her /his absence to the Chairperson of the Board ,
requests for line item transfers . Upon review the budget director
will submit the line item requests to the board for authorization by
. resolution _
4 . Any transfers among appropriation lines that would serve to
create a new employee position must be authorized by resolution of
the Board .
5 _ Department Heads /elected officials must have authorization by
motion of the Board to hire any person to fill a vacant position
that may occur .
6 . Each department head and elected official is individually
responsible for not overextending the bottom line appropriated
amount of the department .
For purposes of planning and review of the annual County budgets and
for establishing the controls specified herein , the annual budgets
for all County funds and County departments must be submitted with
expenditures detailed at the line item level and revenues detailed
to the source level , and with such other detail and narratives as
requested by the Board and the Administrative Assistant /Budget
Director _
