can across your FPA application from 2006. According to County records I signed off on
my portion of the review in July 2008, but that Public Works was unable to approve your
stormwater plan as of December 2008. Please see the enclosed printout of the actions for
your case.

FPA2006-00020 - The geo assessment on this one has been approved. We are waiting
on an engineered Stormwater Site Plan meeting the requirements of the 1992 DOE
stormwater manual and Mason County Title 14.48.
FPA 2008-00001 Was already approved in conjunction with COM 2008-00032. 1 just
put all the documentation in with the COM stuff. I went to the FPA in TM and approved
it there as well. Will also send an IDC to Mlchael MacSems for this FPA.

Mason County has reviewed the above referenced application for Class IV General Forest
Practices and finds it in conformance with all applicable County land use regulations in
effect at the time of application.
FINDINGS
The proposed FPA is compliant with the following conditions:
The proponent has paid the prescribed fees.
The proponent has filed a complete, signed application.
A map has been received that complies with the requirements of 11.05.120:
(I) Harvest boundaries and tree retention areas.
(11) The approximate location of any structures.
(III) The location of all existing and proposed streets,right-of-ways, easements, skid
roads,haul roads, and landings within the proposal.
(IV) The location of future land development including stormwater management
facilities and vegetation to be retained for site landscaping, open space,wildlife
habitat, screening, and/or buffers.
(V) Site topography at contour intervals of 40 feet.
(VI) Critical areas and critical area buffers regulated pursuant to the Critical Areas
Ordinance.
(VII) Drainage ways and culverts.
(VIII) Site area targeted for further harvest including proposed timing.
(IX) North arrow and scale shall be shown on all site plans. The scale shall be no
smaller than one inch to 200 feet.

Mason County Resource Ordinance
_X_That at the issuance of this permit will not result in a violation of the Mason
County Resource Lands and Critical Areas Ordinance. The site was inspected by
Michael MacSems of the Mason County Planning Department who determined
that any critical area buffer and/or steep slope issues have been resolved.
Project is setback 300 feet from wetland. A geo-trchnical assesment by Bradley-
Noble was approved by MCPW.

Unit #2 - Harvest boundaries are shown on the map. The north line is a five
year old clearcut with flagging . The east line is marked with Timber Harvest
Boundary flagging. while the southwest line is access road with Timber Harvest
flagging. Since the stand is being thinned . all residual trees are retention
trees .

3 . Major skid trail is located on map with landing in the northwest
corner of .property . There are no proposed streets . Access for logging truck
directly on to East Mason Lake County road NW corner of project .
4 . There is no scheduled future land development . The operation is a
commercial thinning with a 40 % harvest of the understory and removal of some
larger trees because of damage or spacing reasons . A wetlands or so called
lake is over 350 feet to the east . No buffer required`. To the east of the
timber sale boundary is a seasonal . rurioff area that only under the heaviest of
24 hour storms collects water . As stated in the geotech assessment dated March
19. 2007 by David C. .Strong, the water infiltrates the permeable outwash sands
and gravels and shows up east in the seasonal runoff . There is no signs of
any water ever being present on the surface in any form. Visiting the area on
March 24, 2007 after 1 . 75 inches of rain (over 24 hours) and a total of 3
inches for the previous week . there wasn ' t standing water in the timber sale
area. A small amount showed up in seasonal runoff area to the east .
5 . Site topography contours at 20' . Mason County' s GIS only shows 20'
contours.

7 . There will be no drainage ways or culverts . Main skid trail will
have water bars upon completion and seeded.
8. There are no plans of future harvesting or development under present
ownership. Only if timber stand is damaged because of wind, ice or others would
there be a another harvest .

I will need to talk with Schouviller about the below, but I can say.
1. The three flagging you are talking about on unit is the east line. Mr. S
is having the property surveyed and that line might change a few feet one
way or another. There are flagging on the west line, and that will be marked
by the surveyor. The present ribbons in unit one was for a general location
for your review. The third side of the triangle is the power line and is not
a property line.
Unit 2, there are pink "RMZ"flagging running east and west 91 feet north of
the lake/wetlands. I didn't mark out the 125 feet as this puts one close to
the house. With a thinning only a few trees were going to be removed in the
91 to 125 foot buffer. As long as we weren't going below the 91 feet and
this was a thinning of less than 1/3 the stems, what is reason to mark the
next 34 feet? The 125 feet can be marked. I can't talk for Mr. S, but I
would think he would just pull out of the area requiring the geo-tech
reports. The few trees wouldn't cover the cost.
Are you telling me any slops greater than 15% under the county rules and
regulations require the geo-tech or 300 feet?
The 300 foot rule west of the house near the Mason Lake would rule out most
of the thinning.
I will talk with Mr. S and see if he wishes to continue or drop back to a
DNR permit and live with the 6 years.

Today I was able to visit the Schouviller site on Mikkelsen and Mason Lake
Roads. My comments for both units are as follows:
Unit 1:
The only flagging that I could find for Unit 1 were the three pink ribbons

visible from Mikkelsen Road. I realize that this a small unit(1/3 ac), but
I was unsure if these flags represented the west or the east line of the
unit. If these flags represent the east line of the unit, than I have no
concerns with the proposal. If these flags represent the west line of the
unit, then I need to ask you to place some flagging on the east line of the
cut. There is a depression to the northeast of the site and I would have
concerns about stormwater and erosion control if the east line is anywhere
near that feature.
Unit 2:
1 can't issue a SEPA determination for Unit 2 until I have more information.
Your application is telling me that you are proposing a 125 buffer from the
lake/wetland, which is located to the north of the cut. However I could find
no flagging for this buffer in the field. I need a scalable map (min 1" _
200') of Unit 2 showing the wetland buffer as well as flagging in the field
(also stormwater details). I measured a 25% slope between the wetland and
the elevation of the road/driveway. Per section 17.01.100 of the Mason
County Resource Lands and Critical Area ordinance(viewable on line), any
cutting within 300'feet of slopes greater than 15% requires a geo-technical
assessment(or a report if over 40%).
West of the wetland the property contains a narrow east-west valley, some of
which may contain slopes greater than 15%, although the valley tends to
flatten out towards Mason Lake Road. In order to have this FPA approved, I
need you and your client to do one of two things; either provide me with a
geo-technical assessment consistent with 17.01.100.E.4 or modify your plan
in order to eliminate any activity covered by this permit from within 300'
of the slope.
If you decide to do the geo-assessment, it will be forwarded to Public Work
for review and approval at a cost of approximately$40 an hour. If you
decide to redraw the unit, please keep in mind that trees within a tree
length and a half of a structure are categorically exempt from needing a
forest practices permit, but would still be subject to the Critical Areas
Ordinance if within 125' of the wetland or 50' of the slope.

After sending you the e-mail last night, I checked unit 1 on the photo and
the south line is marked with "Timber Sale Boundary" pink flagging and also
the east line. The third side of the triangle is the power line. There is no
west line; maybe you call the power line the NW line of unit 1.
In regards to the Palmer FPA request, we might want to meet out there
together and cut out some of the e-mailing. The Palmer property is flat
along the south line and then there is a short 100 to 200 foot slope greater
than 15%, then back to a lower bench. Are you telling me that the Palmers
need to hire a geo-tech person for that small area?
