July 1989: Septic Permit applied for on behalf of Brad Carey
by realtor. Owner at time of application: Richard Lambert.
December 1990: Brad Carey makes application for 10 x 16 storage
shed.
January 1991: Storage Shed permit #27372 issued.
September 1991: Preinspection requested by Brad Carey. Steve
Nichols performed and sent letter.
March 1993: Preinspection performed by Jason Manassee. Letter
sent.

November 1993: Public Works received access permit ATF.
February 1994: RLC Application received for Residence
March 1994: Address Request form received.
June 1994 : Septic permit received and installation approved.

July 1994: SFR Permit application received. DCD does site
inspection and notes significant excavation and filling.
Permit routed to DCD and stays until 9/95 at which time they
send it back to legal for no activity. BLD94-1024
August 1994: Septic Design approved.
August 1994 : Grading Permit and SEPA received GRD94-0080
September 1994: DCD sends certified letter to Brad regarding
grading noticed in July and to cease and apply.
December 1994: Well Construction permit received
January 1996: SFR application BLD96-0056 received which replaced
BLD94-1024 that DCD filed. This SFR was in DCD until 11-5-
97.
October 1997: Referred complaint to DCD about numerous concrete
trucks going to site.
January 1998: Complaint received SFR completed without permits
and garage construction started ENF97-0239
June 1998: Complaint received. Construction of fuel depot
" July 1998: Stop Work Posting of Retaining wall. Stop work
posting of diesel fuel tank and propane tank. Stop work
posting for failure to obtain permit for woodshop (enclose
existing carport)
July 1998: Meeting with Brad Carey. Agreement was to submit 1
required permits by 7-30-98 and pick up after the fact
residence permit today. BLD96-0058 issued
August 1998: Permit submitted for Diesel tank and cover BLD98-
0870
August 1998: Permit submitted for Pole Barn BLD98-0869
August 1998: Permit submitted for Deck/Tree House BLD98-0871
November 1998: Permit submitted for Basketball court/retaining
wall with storage room MIS98-0622

RE: Permit Submittals
Dear Mr. Carey,
On July 7, 1998 I met with you and your family to discuss the
issue of several non-permitted structures/tanks on your property at
20811 NE North Shore Rd. , Tahuya, Wa. As a result of that meeting,
we agreed that the following items would be submitted by you prior
to July 30, 1998:
1. Application and stamped WA State engineered plans for the
existing Foundation/Retaining Wall with root cellar built
in absence of required permits approx. Summer of
1997.
2. Application and 3 sets of construction drawings for the
floor support system and porch area of .the existing
childrens tree/playhouse. As we discussed, the roof area
of the play house meets the exemption requirement for a
building permit however, the porch and floor support
system does not. I mentioned in the meeting to you that
based on the photos that you had shown me at that time,
it was of my opinion that the Dept. of Community
Development would have reservations of approving this
during their review however as I stated, I am not an
k employee of that Department and Allan Borden would be the
Planner to review the permit.
C *- 3. Application and 3 sets of construction drawings for the
lumber shed. The Building Department refers to this
structure as a previous carport which was enclosed in
absence of required permits. During our meeting, you
referred to it as a Lumber Shed.

4. Application, Plot Plan and 3 sets of construction drawings
for the 2,000 gallon fuel tank and cover. This will
actually involve two permits. A mechanical permit for
the tank and a building permit for the cover structure.
This item was inadvertantly omitted from my list which I
gave a copy of to you however, we did discuss it in
detail and the appropriate applications were given to
you.
5. Boundary Line Adjustment. The day of our meeting you had
indicated you would be beginning the BLA process as some
of these structures had gone across or within the
required property line setback areas. In order for the
above required-ATF Permits to be processed, the boundary
line and setback issues must be resolved and our
agreement included hhat the BLA be submitted on or before
July 30, 1998 along with all outstainding ATF permit
applications. I hope that Michael was able to answer
your questions and assist you with this matter.
6. Copy of deposited $960.00 check made payable to Mason
County in 1994 so that we can establish fee usage and
application as no record exists by Mason County at
present time. In the event that these funds were paid,
received and deposited by Mason County for permits that
were NOT issued, a possibility of application of a
percentage of these funds to the ATF permits required
within this notice may be possible at the discretion of
the Building Official.
The issues for which I agreed to address/waive on behalf of
the Building Department were as follows:
1. The requirement for a Land Modification permit for all
excavation work done previous to 1994 in absence of required
permits. I also noted that I would exempt all land
modification activity which previously occurred as a result of
the construction of all of the above illegal structures. All „•
future Land Modification of ANY type or size is required to be
permitted or exempted by the Mason County Permit Assistance
Center and Dept. of Community Development PRIOR to
commencement. The work which was done without permits,
although I have waived the requirement for ATF Land
Modification Permits, is subject to review if it is found to
be in violation of other departmental regulations or present
a hazard pursuant to Chapter 33, Mason County Grading
Standards. Remedies may be sought based on those criteria.

2. The request by you for the Mason County Building
Department, a Division of the Permit Assistance Center to
follow procedures as outlined for right of entry to the site.
Noted within your file is a memorandum that Right of Entry is
to be requested via telephone or in writing if entry is not
deemed to be that of an urgent nature or a clear and present
danger to that of the property owner, public at large or
adjacent properties. Every attempt will be made to make
contact with you prior to site visits by this department
however, each department should be co
ntacted and similiar
requests made of them. I can only relay this information as
it applies to my department. If it is deemed a danger exists,
efforts will be made to make contact, but site visits may be
conducted it contact is not made.
I believe that this outline covers all issues which were
discussed within our July 7, 1998 meeting. As I mentioned, at the
time of permit submittal, plan review fees for each permit is
required to be paid.. The compliance caltndar is marked for permit
submittal on or prior to JULY 30, 1998. Our intent is to assist
you with bringing your site into compliance with Mason County
regulations without having to take further legal action. Your
cooperation has been appreciated in trying to achieve this goal.
