Dear Mr. Carey:
Per your request a pre-inspection was made of your property on
September 30, 1991. The following letter is a summary of our
findings in regards to the development possibilities at the above
site.
Your property is designated as a Rural Environment under the Mason
County Shoreline Master Program. This designation allows a minimum
shore yard setback of 25 feet. However, this setback may be
increased if the building area or setback area has a slope greater
than 40 percent (. . . see enclosed Residential Development chapter,
regulation 9a.) .
A future building foundation should be setback from the edge of a
40 percent slope. The shore yard setback for your cabin, as
represented in building permit number 27372 issued January 17,
1991, is 100 feet from the High Water Mark of Hood Canal. This
setback is more than adequate. In fact, this department would
allow the foundation of a residence to be constructed to within 15
feet of the edge of the bank.
Residences should also be prudently setback from the water for the
following reason. Mason County Shoreline Policy requires homes to
be sited such that future bulkheading will not be necessary.
Explained. Bulkheads placed on the shorelines of Hood Canal are
encroaching on an ever diminishing resource of precious intertidal
and subtidal shoreline habitats. For this reason their
construction is strongly discouraged.
If you feel that your bank line is eroding rather than accreting
you would be wise to allow your house to be set prudently back from
the shoreline.
The side yard setback for your property is 10 feet.
The height of a structure cannot exceed a 40 foot maximum.

Future expansion of the existing cabin is only limited by the
setbacks and height restrictions I have mentioned previously.
In regards to your questions about septic, I would encourage you to
speak with John Dennison of the Mason County Environmental Health
Department (phone no. 427-9670) . He would be better able to inform
you on setback and design standards for your property.
Any future plans you may have in regards to site preparation or
road and trail construction should be considerate of existing
drainage. We would encourage the preservation of existing
vegetation and existing drainage channels when constructing roads
or when clearing for a building site.
I understand that you might be considering future projects along
the shoreline. I will advise you again of the need to contact the
Department of Fisheries before undertaking any activities along the
water. Neil Rickard, a fisheries biologist for the Washington
State Department of Fisheries, is a useful resource in regards to
the Hood Canal fishery (phone no. 586-2193) .
In addition to the approval from the Department of Fisheries, the
construction of bulkheads, docks or recreational floats also
require permits at the county level (. . . see enclosed informational
packet) .
Pre-inspection reports are held valid for a limited time. If there
are no actions at the location within 4 months of the date of this
letter (i.e. by February 2, 1991) - your site will be re-evaluated
before any permits are issued.
