Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 5/9/2007 1 of 3 SP12007-00045 Site Inspection 5/9/2007 Case No.: SP12007-00045 Comments: Pre-inspection for Bruce / Pat Haskell on Mar. 5, 2007: The purpose of the pre-inspection was to evaluate issues related to the construction of a single family residence on a 10.09 acre parcel along Cranberry Creek. The parcel has much of the evergreen and deciduous trees and ground cover throughout the area. On this 220- to 250-foot deep lot, the upper third has 10 percent or less slope for 90 to 130 feet from west N - S property line; the lower two-thirds area has a 25 to 30 percent downslope to the creek, but no visible natural erosion or past slumping of bank into the creek. Development standards: The zone for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). An administrative variance may be requested to reduce a setback distance from property lines, to as low as 5 feet (side yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. These setbacks are measured from structures 30 inches above grade such as roof overhangs, balconies, stairs, decks, heat pumps, and fuel tanks. Landslide hazards: The upper northwest portion of the lot has a 10 percent slope, and the area of the former mobile home had site modification done without permits in the past. With slopes down to the creek in excess of 25 percent adjacent to or within 300 feet of a proposed project, a Geotechnical Assessment would be needed to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01 .100 section E. 4. required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. A qualified geologist or engineer shall visit the subject parcel and prepare a site analysis that is specific to your proposed site development on the subject parcel, addressing grading, building construction, and stormwater control. If any grading / excavation is proposed in or near slopes a grading plan will be needed to show any proposed topographical changes, cuts, retaining walls, and proposed drainage. This analysis for site development would be submitted and evaluated at the time of building permit submittal. 5/9/2007 2 of 3 SP12007-00045 Site Inspection 5/9/2007 Case No.: SP12007-00045 Stream setbacks: The observed type 1 stream (Cranberry Creek) flows from north to south along the east property line, and the channel has established streamside vegetation. Stream buffers and setbacks would be determined by the Mason County Resource Ordinance Section 17.01 .110 Fish & Wildlife Habitat Conservation Areas. These provisions establish buffer and building setback standards for streams; for a type 1 stream there is a 150-foot vegetation buffer and a 15-foot building setback, for a total of 165 feet from the channel migration zone (CMZ) to a proposed development. In accordance with the Resource Ordinance, buffers are to be retained in their natural condition. New residential development is not permitted within Fish and Wildlife Habitat Conservation areas or its buffers, except as approved through a variance request or reasonable use exception public review processes. Staff noted the 165-foot horizontal distance from the stream at several points, and it appeared that a proposed building site and septic location west of this stream in the higher terrace area (as noted above) would meet this setback, if the site is no more than 60 to 70 feet from the west N - S property line. There would be no need for a Resource Ordinance variance if development was situated in this northwest area on the parcel. As stated above, all development above 30 inches in height must be behind this 165-foot distance as shown on enclosed drawing. General process: Future site development must include a site plan, showing all setbacks from property lines, shoreline, and existing improvements; this information will be needed for the geologic assessment preparation and the building permit application submittal.
