1.0 INTRODUCTION
C3 Habitat (0) has completed a Habitat Management Plan to address function and
ecological impacts to shoreline habitat for the Deffinbaugh proposed dock project. The
project is located on Spencer Lake in Section 32 of Township 21N in Range 02W of the
Willamette Meridian. The project includes construction of a new overwater pier and "ell"
shape ending dock along the western shore of Spencer Lake. There will also be a 20 by 20
pea gravel area at the dock approach. Because the project is located within a regulated
residential shoreline, it requires regulation under the Shoreline Master Program Title
17.50.320. Mitigation is required for any new impervious area that is created and/or
vegetation clearing. The goal of this Mitigation Plan is to achieve a no-net loss to the
ecological function of the shoreline habitat and resultant landward buffer.
2.0 PROJECT DESCRIPTION
The project consists of a new overwater pier with "ell" shape ending extending from a
somewhat existing cleared area on the western shore of Spencer Lake. Existing structures
on the parcel include a single-family residence and gravel driveway. Much of the parcel is
naturally vegetated except around the residence and near the shoreline buffer where the
dock is proposed. There are no landward wetlands or streams on the property. The project
includes a partially grated pier with composite decking which includes sixteen 10-inch
pilings. Specifically, a 60-foot overwater pier with a 12X20-foot"ell" shape ending. The pier
is 6-feet wide for 48-feet where it then extends southward (L-shape) 12-feet by 20-feet.
There is 50% functional ThruFlow grating with composite decking. Grating has 61percent
open area.

3.0 CRITICAL AREA REVIEW
3.1 National Wetlands Inventory
The U.S. Fish and Wildlife Service, National Wetlands Inventory (NWI) identifies
no landward wetlands on the subject property. The NWI map lists Spencer Lake
as L1UBH - (L) - Lacustrine, (1) - Limnetic, (UB)- Unconsolidated bottom, (H) -
permanently flooded. The nearest landward wetland is approximately 150-feet
to the southwest from the proposed dock location. See NWI Map - Figure 1.
3.2 Priority Habitat and Species
The U.S. Fish and Wildlife Service, Priority Species and Habitat Maps (PHS)
identify the following features below the OHWM and in proximity of the project:
Rainbow Trout-Malaney Creek and Resident Coastal Cutthroat-Malaney Creek.
Landward of the OHWM the PHS lists several freshwater forested/shrub and
freshwater emergent wetlands within a 1,800-foot radius of the subject property.
See PHS Map- Figure 2.
4.0 FIELD REVIEW
Field and aerial photograph review was performed on the subject parcel as well as adjacent
parcels. There are no restrictions to the property other than the designated shoreline of
Residential Shoreline zoning. The Spencer Lake shoreline setback buffer is 100-feet plus a
15-foot building setback. The western property line is defined by Spencer Lake Road and
slopes gently downward to the lake which defines the eastern property line. There is a large
emergent/shrub freshwater wetland just off the southern property line and approximately
150-feet SW from the proposed project. The nearest regulated stream is Malaney Creek
approximately 445-feet to the southwest. Spencer Lake has several narrow strips of lake
fringe wetlands along its shoreline. Field review revealed no special habitat or species
utilizing the landward or waterward portion of the property that would impose any
additional regulation to the property that isn't included in the residential shoreline buffer.
Mason Lake
Spencer Lake is the most popular trout water in Mason County. The lake is stocked multiple
times a year with rainbow and cutthroat trout.The lake also hosts large and smallmouth bass
and yellow perch. Spencer Lake is 212-acres in size and sits at an elevation of 175-feet above
sea-level.

5.0 POTENTIAL ECOLOGICAL IMPACTS FROM PROPOSED SITE ACTIVITY
5.1 Baseline Environmental Conditions
Currently, the shoreline buffer in the immediate vicinity of the proposed dock is devoid of
vegetation above the OHWM. Lake fringe vegetation is dominated by reed canary grass and
sedge at the shoreline. The remainder of the upland area consisted of dense scrub/shrub
habitat with a healthy tree canopy. The dominant upland vegetation is evergreen
huckleberry, salal, and fir trees.See site specific photo below.

6.0 IMPACT AVOIDANCE AND MITIGATION MEASURES
According to the Mason County's Shoreline Master Program, the use of mitigation
sequencing is required and essential to determining how the proposed project contributes
to the no net loss standard.
Avoiding the impact. At least 75 percent of the shoreline lots around Spencer Lake have
docks but there are no year-round docks near the subject parcel.As docks are allowed under
the Shoreline Master Program for each tax lot,the property owner has the right to their own
dock.
1. Avoid- Docks are allowed, so avoidance is not practical and there are no year-round
docks near the property for potential dock sharing.
2. Minimize - The proposed dock is the shortest length possible to achieve the desired
purpose. Additionally, the dock is 61% grated to allow for light penetration to not
disturb the lake habitat to the greatest extent possible.
3. Rectify - To achieve a no net loss of environmental functions, the applicant proposes
to plant the bare dirt areas immediately upland of the OHWM with approximately 48
plants (trees, shrubs, and groundcover) with 7 varieties of species.

4. Reduce - Shading will be reduced by providing 61% grating to allow for maximum
light penetration. The structure will be supported with galvanized steel pilings
instead of treated wood, and the un-grated portions of the pier will be covered with
composite decking instead of treated wood.
5. Compensate - To achieve a no net loss of environmental functions, the applicant will
enhance the shoreline buffer with native plants.Currently the shoreline buffer is bare
earth.
6. Monitor - Maintain the newly planted material. If any die, replace them with native
vegetation.
7.0 IMPACTS OF SITE DEVELOPMENT
The impacts to the existing habitat and ecological function of the property from the proposed
site activities are negligible. However, allowing for the construction of the proposed dock
and pea gravel area will have minor impacts to the lake environment. The two main typical
ecological impacts from dock development are:
1. Human activity- There will be an increase in overwater human activity. Residential
development along shorelines can have several impacts to the shoreline environment
such as recreational fishing, water quality and wildlife effects. Additionally, waves
created from boats can alter the stability of lake banks and bulkheads.
2. Water Quality - Keeping any boat well maintained and free of oil and gas leakage is
recommended. When boat washing, clean water without soap or chemicals is
recommended.
Conditions
To minimize adverse effects on habitats and species caused by overwater structures that
reduce ambient light levels, overwater structures shall incorporate functional grating.
Treated wood or toxic materials used for components that may come in contact with water
shall be made of non-toxic materials where feasible.
The overwater structure should be located and designed to not significantly impact or
unnecessarily interfere with the rights of adjacent property owners, or adjacent water uses
including navigation and boat operation.
Artificial lighting on overwater structures shall be the minimum necessary and lighting
should be designed to minimize glare.
The overwater structure shall be constructed and maintained in a safe and sound condition.
Abandoned or unsafe structures shall be removed or repaired promptly by the owner.
For freshwater docks,the measured overall length cannot exceed sixty feet from the 0HWM.

8.0 MITIGATION PLAN
There are 2 main components proposed for site development,the dock and a small 20 by 20
pea gravel area at the dock approach. The pea gravel area is in the area already devoid of
vegetation. Total combined area of impact equals 928- square feet. The applicant proposes
to plant approximately 48-plant units using 7 varieties of native species.About 1,400 square-
feet of area landward of the OHWM will be planted and exceeds the amount of area impacted.
A detailed planting schematic is attached.
Introduce habitat features such as bat boxes and bird baths. Bat boxes should be installed on
the home structure or on individual poles that have a good source of sunlight. Do not install
bat boxes on trees as they are often too shaded for proper habitat.
Avoid any dredging for pile installation during salmon spawning - August through
November, if possible.
9.0 PLANTING PLAN
Approximately 1,400-square feet of buffer will be planted with 48 native plant units to meet
an average density planting plan. The following is a list of suggested species to be used for
planting. The species chosen will depend on availability and through input by the biologist
(0) and/or landscape architect. Additional or different native plant species may be
substituted at the discretion of the landscape professional or project biologist.Plant quantity
is based on 4-6' spacing on center for shrubs, 10-foot on center for trees and filler spacing
for groundcover species.Based on the above spacing for planting 1,400 square feet of mainly
bare earth, 48 native plants are recommended and should use a minimum of 5 varieties of
species. Plants will be installed on the landward side of the proposed dock. Focus on planting
areas currently devoid of vegetation (disturbed).
Using container plants (as opposed to bare root) and planting between October 15th and
March 15th will increase success rates. Periodic irrigation during extended dry periods may
be necessary during the first couple years.Bark chip mulch or planting mats should be placed
around the base of each plant to improve moisture retention and to reduce competition from
invasive or weedy species. The following list of recommended species has been chosen
because they perform well across a wide variety of site conditions. They tolerate water
fluctuations like onsite conditions. The recommended list of species also creates valuable
wildlife habitat value and aesthetic qualities. These plants typically have high success rates
for a wide spectrum of mitigation and enhancement projects.

10.0 MONITORING PLAN
Mason County Department of Community Development may request a monitoring report to
be submitted during installation and over a period of time. We recommend at a minimum
that photo points be established so that you can provide County officials photographic
evidence of successful survival standards. A project biologist or landscape professional
should be on-site during installation to ensure proper methods are being used. The project
biologist can periodically check on the status of planted vegetation over a duration of five
years and provide letters to the County addressing project status.
Vegetation monitoring consists of two (2) tasks.The first is an inspection of planted material
to determine overall health and vigor. Survival of all planted material will be quantified
during each monitoring event. The second task will be the sampling of the plant community
to determine that adequate vegetative coverage is developing.

Photo stations should be set up along different portions of the buffer to visually document
the overall appearance of the mitigated area.
Visual observation of all wildlife species observed during the monitoring should be recorded.
11.0 MAINTENANCE PLAN
The primary goals of mitigation are to enhance existing conditions by increasing plant
community diversity and habitat complexity while preserving water quality and habitat
value.
The Maintenance Plan will ensure that the installed plants survive and meet the performance
standards within the monitoring period. Maintenance includes watering as needed during
the dry season. If the plants are installed during the dry season of the installation year, a
temporary or permanent irrigation system may be necessary.
12.0 SUMMARY
This mitigation plan exceeds the requirements outlined in Mason County Shoreline Master
Program. The project will result in 528-square feet of overwater structure with 61-percent
functional grading for a total of 322.08-square feet of new structure shading 400-square feet
of pea gravel at the dock approach. To compensate for the impact, approximately 1,400-
square feet of area will be enhanced with new plantings achieving a no net loss to habitat
value. The result is a net gain to the ecological functions and habitat of the shoreline
environment. Best management practices shall be used for all site work.
This Habitat Management Plan is being provided as a conceptual plan to be used by Mason
County Department of Community Development and the client. The client will ultimately be
responsible for the implementation and the overall success of this plan in conjunction with
any additional comments or suggestions received from Mason County staff.
