2) A Road Access Permit or Approval must be granted by the Mason County Department of Public Works. For more information contact Public Works, at

3) All upland areas disturbed or newly created by construction activities shall be seeded, vegetated or given some other equivalent type of protection
against erosion. A permanent vegetative cover should be established on denuded areas at final grade if they are not otherwise permanently stabilized.
4) Temporary Erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Properties adjacent to
the site of land disturbance should be protected from sediment deposition through the use of buffers or other perimeter controls. such as filter fence or
sediment basins. Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is
deposited, it should be cleaned every day by shoveling or sweeping. X
5) This project is approved for the following:
Import clean fill material from local gravel pit to bring lots 3 and 4 level with adjacent lots 1 and 2. The fill material will add 2 to 3 feet and approximately
4000 up to to 4900 cubic yards to the site.

All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not available on site, then approval will
not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and must be collected by the Building
Department prior to any further inspections being performed or approvals granted.

All changes to"approved" building plans that effect compliance with the international codes as amended and adopted, or any other Mason County
ordinance or regulation, must be reviewed and approved by Mason County prior to construction.

All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure
to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with
Mason County ordinances and building regulations.

All permits expire 180 days after per:n it issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for
action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit
holder have prevented action from being taken. No more than one extension may be granted.

11) Setback dimensions shall be horizontal distances measured perpendicular to the site boundary.
Toe of Fill Slope. The toe of fill slope shall be made not nearer to the site boundary line than one-half the height of the slope with a minimum of two feet
and a maximum of twenty feet. Where a fill slope is to be located near the site boundary and the adjacent off-site property is developed, special
precautions shall be incorporated in the work as the official deems necessary to protect the adjoining property from damage as a result of such grading.
These precautions may include but are not limited to:
Additional setbacks;
Provision for retaining or slough walls;
Mechanical or chemical treatment of the fill slope surface to minimize erosion;
Provisions for the control of surface waters.

12) Preparation of Ground. Fill slopes shall not be constructed on natural slopes steeper than 2:1. The ground surface shall be prepared to receive fill by
removing vegetation, noncomplying fill, topsoil and other unsuitable materials; by scarifying to provide a bond with the new fill; and, where slopes are
steeper than 5:1 and the height is greater than five feet, by benching into sound bedrock or other competent material as determined by the soils
engineer. The bench under the toe of a fill on a slope steeper than 5:1 shall be at least ten feet wide. The area beyond the toe of fill shall be sloped for
sheet overflow or provided with a sub-drain. When fill is to be placed over a cut, the bench under the toe of fill shall be at least ten feet wide, but the cut
shall be made before placing the fill and accepted by the soils engineer or engineering geologist, or both, as a suitable foundation for fill.
Fill Material. Organic material shall not be permitted in fills. No rock or similar irreducible material with a maximum dimension greater than twelve inches
shall be buried or placed in fills.
Compaction. All fills shall be compacted minimum of ninety percent of maximum density at optimum moisture content determined in accordance with
ASTM D 1557.
The slope of fill surfaces shall be no steeper than is safe for the intended use. Fill slopes shall be no steeper than two horizontal to one vertical.

COMPACTION REPORT
A COMPACTION REPORT PREPARED AND SIGNED LICENSED DESIGN PROFESSIONAL SHALL BE REQUIRED. THE REPORT SHALL VERIFY
THAT FILL MATERIAL HAS BEEN COMPACTED TO NOT LESS THAN NINETY-PERCENT OF MAXIMUM DRY DENSITY. SUBMIT COMPACTION
REPORT(S)TO THE MASON COUNTY BUILDING DEPT., PO BOX 279, SHELTON, WA 98584 PRIOR TO THE FINAL INSPECTION.

18) Clearing limits and/or any easments or required buffers should be identified and marked in the field, prior to the start of any clearing, grading or
construction. Some suggested methods are staking and floagging or hoigh visibility fencing.
This permit becomes null and void if work or construction authorized is not commenced within 180 days, or if construction or work is suspended for a period of 180 days at any time
after work is commenced. Evidence of continuation of work is a progress inspection within the 180 day period. Final inspection must be approved before building can be occupied.

Dear Mr. Paradise and Mr. and Mrs. Stout,
A warning is hereby given that the site was identified as being in violation of the Mason County Code's
grading permit requirements (MCC 14.44) and the site may also be in violation of the County's wetland
buffer restrictions (MCC 8.52.110).
To begin rectifying the violations, please remove the fill, and revegetate any denuded areas using
native species or do the following:
• Submit a Land Modification Permit and the review fee. Explain what the purpose of the
grading.
• Submit a Wetland Categorization Report that shows the fill is not located within a wetland
buffer, or submit a Mason Environmental Permit and a mitigation plan prepared by a
qualified biologist along with a review fees of$360 and $445.
I anticipate you will have rectified the violations by July l t 2012, otherwise you will receive a Notice
of Violation, a hearing may then be held in accordance with Mason County Code Title 15, the
permit fees will triple in cost, and additional civil penalties or fines may be imposed. If you have

Hi Paul,
I had posted the site on McEwan Prairie Road with a stop work order and mailed the property owner
a warning letter. They have agreed to move the piles farther from what may be a wetland. Our
Building Inspector did not feel the fill amount triggered a grading permit. It doesn't appear that they
have plans to develop the property, but they will try to keep the scotch broom under control with
mowing and possible a shallow tilling.
