FINDINGS The proposed FPA is compliant with the following conditions: The proponent has paid the prescribed fees. s The proponent has filed a complete, signed application. A map has been received that complies with the requirements of 11.05.120: (I) Harvest boundaries and tree retention areas. (II) The approximate location of any structures. (VIII) Site area targeted for further harvest including proposed timing. (IX) North arrow and scale shall be shown on all site plans. The scale shall be no smaller than one inch to 200 feet. That this FPA is in conformance with the following Mason County ordinances: 11.05 That the proposed FPA involves .8 acres of a 4.45 acre parcel. That the notifications required by 11.05.060 have been made if applicable. Page 1 of 3 CASE NOTES FOR FPA2016-00005 ' CONDITIONS FOR FPA2016-00005 1) ARCHAEOLOGICAL RESOURCES Archaeological or historical resources, such as ruins, sites, buildings, artifacts, fossils, or other objects of antiquity that may have significance from an historical or scientific standpoint, which may be encountered by the developer/contractor, shall not be further disturbed. If the developer/contractor encounters any such artifacts, he/she shall immediately stop work and notify Mason County and the Washington State Department of Archaeology and Historic Preservation. This project is represented as disturbing less than one-acre of ground and creating less than 5,000 sq ft of new impervious surfaces. The contractor shall comply with the 2005 WSDOE Stormwater Manual compliant best management checklist written by lain Rutherford. X 4) SLASH ABATEMENT This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of an existing structure and/or designated public use area, which is not owned by the owner of the fire hazard area. The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard. Extreme fire hazards shall be abated by removing the forest debris, or by other means approved by the Washington State Department of Natural Resources (DNR). I wasn't copied on the email you sent on Friday, but my dad forwarded it to me. I didn't think that these items were really SamBayshore's responsibility, so I spent all day out at the property on Monday, doing the best I can to take care of these items, to expedite and keep this process moving forward as quickly as possible... I have marked the building setback line from the wetland buffer on the east side of the property. I have also marked the property buffer on the north side and finally, I marked the approximate clearing boundary towards the south of the parcel. They are marked with stakes, painted fluorescent orange on the top with a yellow flag fixed onto them(see attached photo for ID example). I have also labeled them accordingly... I also removed most of the un-necessary flagging that was existing. Section 6 Info Lumber(Harvest Type), I have measured and counted the trees(greater than 12" diameter) within the area to be cleared and the the approximate figures are as follows: Cedar- 40,275 board feet Fir-27,455 board feet Alder- 560 board feet The total area is less than 1 acre, I am not sure what the 'Unit#' or'Yarding Method' refers to?? The area is mostly level (slope is less than 2%)and the trees are mostly within that area, with the exception of maybe a handful that are close to the'dog leg' in the building setbackibuffer area. This raises an interesting question about when, if ever, does a land use violation on one portion of a subject parcel affect a permit application on another portion of the property. Y f t n FPA Construction SWPPP Elements Narrative (Follows Template guidelines) Project Description: The project involves the partial removal of Douglas-fir, Red Alder, and Western Red Cedar timber and clearing on a total property acreage of 5.4 acres. The approximate clearing area is 0.8 acre. The property is located off of SE Lynch Road, Shelton, and is under county jurisdiction. The existing paved driveway at the north-west of the property will be used. No new road construction is planned. Soils in the logging area are comprised of Alderwood gravelly sandy loam, and Indianola loamy sand, and are well draining. The project planned start date is June 15t2016, and will take 1 day to complete, it is planned that the logging will take place while it is still the dry season. Logging shall be done with faller and excavator to yard and load log trucks. Expected use after logging will be a single-family residential home site. Element 1: Logging area will be clearly identified by trees marked to cut and/or ribboned-off area. Element 2: Construction access shall occur on existing paved ramp from SE Lynch Road at the north-west of the property. Element 3: Logging will take place on fairly level and well-draining soils and no increased runoff or erosion is anticipated. However, vegetative buffers are in place on the perimeter. Element 4: No additional BMP's are proposed. See Element 3. Element 5: N/A— No new road construction or cut and fills. Element 6: N/A — No cut and fill slopes. Element 7: N/A — No new roads or cut and fills Element 8: N/A — No new roads or cut and fills. Element 9: Loggers shall exercise caution in controlling fuels and other potential pollutants during clearing and logging work.
