Project Site. This narrative is offered in place of a topography diagram: The highest portion of the short platted area consists of a bench along Lynch Road which grades down to the East to the designated wetland area. The wetland area is reasonably level with some grade down to the south into an existing drainage system. Section S. Identify current use of the property with existing improvements. The site consists of four building lots of minimum 4.99 acres size each as established in Short Plat 3045. A concurrent BLA is being processed to move a 3.25 acre wetland portion of Lot 2 (now 8.3 acres) to the adjacent residential property. The site was logged over (but not clear cut) some 28 years ago. Section 6 Identify and describe the proposed project. It is proposed to cut the taller growth (nominally over 10 feet in height from the wetland elevation) and maintain it sufficiently low along view paths to Mount Rainier from the expected building site of parcel 22029-42-90013. The path will initially be approximately 20 feet wide and approximately 950 feet long beginning at the west wetland setback line and extending across the setback and the wetland of the listed involved parcels. The path will cross portions of parcels 013 (setback and wetland) 22029-42-90012 (wetland) and 22029-41-00020 (wetland,setback and non wetland related. Once the functionality and suitability of the view path is proven,the path may be widened up to 80 feet in width at the west end and up to 100 feet wide at the east end. All of the cut trees will be left to lay for habitat. A walk of the planned initial 20 foot wide path counted the following trees 6" diameter or greater at breast height: Parcel 013 setback- 11 alder Parcel 013 wetland- 19 alder and 1 cedar Parcel 012 wetland- 1 alder and 1 cedar Parcel 020 wetland- 10 alder, 1 cedar and 1 maple Parcel 020 setback had no trees 6"diameter or greater. Total trees fitting the criteria in the initial 20 foot wide path are 45. The estimated count in the maximum path area is by ratio 200 trees> 6"DBH. Mitigation will consist of removal of blackberry in the wetland and setback areas of the path as cleared. Also, scotsbroom will be cleared from all portions (some 28 acres) of the parcels 011, 012,013, 014 and 020 where it tends to grow in the buildable areas and along the roadways. This scotsbroom effort has already been initiated. Section 7. Why action cannot be avoided. This action is proposed to enhance the value of parcel 013. This will benefit both the owner and the county via future enhanced assessment value and reduction of noxious plants.
