Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Inspection for John Reed on April 20, 2007:
Inspection was to determine the presence of critical areas and
limits to development for residential and septic locations on a
property on Jensen Rd. along Johns Creek. The property is a
5.11 acre parcel with little slope, a maintained area between the
road and past use area, and vegetated with alders, jack pine,
Douglas fir, and red cedars in the east half. The alignment of
Johns Creek is 200 to 220 feet east of the east property line of
this property and the creek floodplain extends to west of Jensen
Rd.
The site is Rural Residential 5 zone. Standard building setbacks
are a 25 foot front yard setback, and a 20-foot side property line
and rear yard setback. These setbacks are measured from
structures above grade such as roof overhangs, stairs, balconies,
decks, heat pumps, storage buildings, and fuel tanks.
Critical Areas: Johns Creek (a type 1 or S water according to
DNR stream typing maps) flows east of the subject parcel in an
alignment directed south. The property lies completely within the
floodplain area of the creek, as mapped on Community Panel No.
#530115 0200. Since mid-1991, development within the
floodplain is guided by the County's Flood Damage Prevention
Ordinance. A building site that is in the floodplain, but not
floodway, would have to be sited to be two foot above surrounding
grade and have provisions for openings or vents in the foundation
to permit flood flows to pass through if needed during very high
flows.
The additional information is provided in these findings to state
how other development standards apply on a property with other
critical areas present:
Stream critical area - The observed type S stream (Johns Creek)
has banks and channel with established streamside vegetation.
Stream buffers and setbacks would be determined by the Mason
County Resource Ordinance Section 17.01.110 Fish & Wildlife
Habitat Conservation Areas. These provisions establish buffer
and building setback standards for streams; for a type S stream
thQre is a 150-foot vegetation buffer and a 15-foot building
setback, for a total of 165 feet from the channel migration zone
(CMZ) to a proposed development. In accordance with the
Resource Ordinance, buffers are to be retained in their natural
condition. New residential development is not permitted within
Fish and Wildlife Habitat Conservation areas or its buffers, except

as approved through a variance request or reasonable use
exception public review processes.
Staff noted at the inspection that the potential development area
shown by the applicant is beyond 350 feet from the edge of the
creek. There should be adequate area for the proposed building
site and septic location to meet the 165-foot horizontal distance
from the creek at several points. As stated above, all
development at grade must be behind this 165-foot distance.
Slope or Landslide hazards: There is a slight slope from west to
east that does not exceed 10 percent associated with the low
natural shoreline adjacent to Johns Creek. The applicant does
not need a geologic study as part of development review.
With regards to septic issues, the general setbacks for septic
systems require a 100 foot setback from surface water. However
further information on wells and septic from Mason County
Environmental Health should be contacted. Currently in order to
install a septic system within the standard vegetated buffers, a
Mason Environmental Permit must be applied for and granted.
General process: A site plan (showing all setbacks from property
lines, shoreline, existing structures, and other improvements) will
be needed for building permit application submittal.
County development standards referred to may be obtained from
