In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 11/7/2006 1 of 3 SP12006-00279 Site Inspection 11/7/2006 Case No.: SP12006-00279 Comments: Pre-inspection for Mike Healy on October 25, 2006: The purpose of this inspection was to determine applicability of planning development regulations to proposed new residence. The subject parcel is located along Johns Creek, a type 1 stream in an area of slightly curved creek alignment. The property has a slight slope from the driveway northeast towards the creek area; much of the creek buffer has been cleared long ago except within 20 to 40 feet of the edge of the creek. An existing home is located on both this lot and the one to the south, as viewed from the drive and following the property corners. Mason County Development Regulations: The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). These setbacks are measured from structures or projections greater than 30 inches above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, heat pumps, etc. Mason County Resource Ordinance: The Type 1 stream is a perennial water of significant volume and known fish bearing capability and falls under the jurisdiction of the Fish and Wildlife Habitat Conservation Areas Chapter (17.01.110) of the Mason County Resource Ordinance. The provisions of this Ordinance establish certain buffers and building setback requirements for streams; for a type 1 stream there is a 150-foot vegetation buffer and a 15 foot building setback, for a total of 165 feet from the channel migration zone (CMZ). In accordance with the Resource Ordinance, buffers are to be retained in their natural condition. New residential development is not permitted within Fish and Wildlife Habitat Conservation areas or its buffers, except for as approved through a variance or reasonable use exception review process. A copy of the Fish and Wildlife Habitat Conservation Areas chapter is available, including details on the contents of an HMP and the variance public review procedure (if needed). Staff made measurements from the location for the septic system and residence (in relation to the existing test holes) to the stream bank: the test hole closest to the creek at the north was a 170 foot distance to the creek (40 foot area of native buffer and 130 feet of maintained yard) as it flows to the east; the test hole farthest from the creek was 230 feet distant. There was available area (90 feet deep) where the residence footprint could be moved to meet the proper stream setback as well as the front yard 25-foot setback. 11/7/2006 2 of 3 SP12006-00279 Site Inspection 11/7/2006 Case No.: SP12006-00279 Floodplain Standards: According to Flood Insurance Rate Map No. 530115 0200 C (May 1988), the subject property is within the Zone A 100-year floodplain. Mason County development standards allows residential construction as long as the level of the first residential floor is 2 (two) feet above surrounding grade and the provision of vent panels to allow passage of possible floodwaters through the foundation at such flood events. These are typical conditions added to a building permit for structures constructed in a floodplain. Aquifer Recharge Area Standards: As noted on Mason County maps, the property lies in the Class II aquifer recharge area in the vicinity of Shelton. An aquifer notification statement must be recorded with the Auditor's Office as a condition of development permits issued by the county within the aquifer recharge areas. The fact that an existing residence is situated on lots B and C can be resolved by adjusting the common boundary line or by removing the residence from one of the lots. A side yard setback that is greater than 5 feet from the residence to the new property line could be proposed. No other critical areas such as steep slopes were identified on site that would have an impact on future development. General process: Future site development must include a site plan, reflecting all of these setbacks from property lines, slopes and stream, will be needed for the building permit application submittal.
