A RESOLUTION relating to the realignment of the
Thurston-Mason County Program Administrative Boards;
and amending Sections 2. 96. 015 , 2. 96. 021 and 2. 96. 023
of the Thurston County Code (enacted as joint Thurston
and Mason Counties Resolution 6769) .
WHEREAS, the Boards of County Commissioners of Thurston
and Mason Counties adopted Resolution 6769 establishing
three program administrative boards; and
WHEREAS, the Boards of County Commissioners of Thurston
and Mason Counties now desire to realign the program
administrative boards to transfer the drug abuse function
from the mental health to the alcohol board.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THURSTON COUNTY, and THE BOARD OF COUNTY
COMMISSIONERS OF MASON COUNTY, STATE OF WASHINGTON, as
follows:
Section 1. Section 2. 96. 015 of the Thurston County
Code is hereby amended to read as follows:
2. 96 . 015 Creation of Program Administrative Boards.
There are hereby established three separate and distinct
program administrative boards pursuant to Chapters 71. 24,
70. 96 and 71 . 20 RCW:
1 . Community Mental Health Program Administrative
Board.
2. Alcoholism and Other Drug use Program
Administrative Board.
3. Developmental Disabilities Program Administrative
Board.
Section 2. Section 2. 96. 021 of the Thurston County
Code is hereby- amended to read as follows:
2. 96. 021 Community Mental Health. (1) The Community
Mental Health Program Administrative-Board shall be composed
of not less than 9 nor more than 15 members.
(2) The Thurston County Board of County Commissioners
shall appoint no less than 6 and no more than 9 members of
the program administrative board and the Mason County Board
of County Commissioners shall appoint no less than 3 and no
more than 6 members to the board. All board members shall
reside in either Thurston or Mason County at the time of
their appointment to the board. At the time of their
appointment, at least three members shall reside in Thurston

County and at least three members shall reside in Mason
County. Members shall:
(a) be representative of the community;
(b) include consumers;
(c) include minorities; and
(d) include no more than four elected or
appointed city or county officials at any one time.
(3) Each member shall serve a three-year term and
until their successors are appointed and qualified. Terms
of office shall begin and end on March 1 and shall be
staggered with one-third of the terms ending each year.
Members may succeed themselves no more than once and may
serve a maximum of six years.
Section 3. Section 2. 96. 023 of the Thurston County
Code is hereby amended to read as follows :
2. 96 . 023 Alcoholism and Other Drug Abuse. There shall
be created an Alcoholism and Other Drug Abuse Program
Administrative Board. The board shall be composed of no
less than 9 and no more than 15 members.
(2) The Thurston County Board of County Commissioners
shall appoint no less than 6 and no more than 9 members of
the program administrative board and the Mason County Board
of County Commissioners shall appoint no less than 3 and no
more than 6 members to the board. All board members shall
reside in either Thurston County or Mason County at the time
of their appointment to the board. At the time of their
appointment, at least three members shall reside in Thurston
County and at least three members shall reside in Mason
County. Membership shall :
(a) be representative of the community;
(b) include consumers;
(c) include minorities;
(d) include at least two recovered alcoholics;
and
(e) include no more than four elected or
appointed city or county officials at any one time.
(3) Each member shall serve a three-year term and
until their successors are appointed and qualified. Terms
of office shall begin and end on March 1 and shall be
staggered with one-third of the terms ending each March 1 .
