Photograph taken facing northeast on July 2, 2021. ...........................................................................17 LIST OF APPENDICES APPENDIXA:PROJECT PLANS.............................................................................................19 Sunrise Resort on Hood Canal ii September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan 1 INTRODUCTION Grette Associates is under contract with Mr. Benson to prepare a habitat management plan (HMP) in support of obtaining the necessary local permits associated with the proposed replacement of the motel, and improvements/installations for the surrounding land (Appendix A) at the Sunrise Resort on Hood Canal. The Project is located at 24520 N. U.S. Hwy. 101 (Site; Mason County parcels 422125001005, 422125001007, 422125001009, 422125001018, 422125001023, 422125001025, and 422123171027) in Hoodsport, WA (Figure 1). The purpose of this HMP is to address the ecological protection, critical area, and no net loss requirements defined in Mason County's Shoreline Master Program (SMP). Figure 1.Vicinity map. At ALI � Project Location f M 1.1 Site Description The project site is developed and consists of a motel, two existing gravel parking areas, a retaining wall,mobile home,bulkhead, and several RV parking stalls which are associated with the Sunrise Resort on Hood Canal (refer to Section 9 for representative site photographs). With the exception of some native and non-native vegetation that is situated along the highway and above the bulkhead, the project site is devoid of any vegetation. The shoreline adjacent to the project area is consistent across the site, consisting of a mix of sand, gravel, cobble, and oyster shells (Photograph 1). 1.2 Project Description The proposed project consists of replacing the existing 8,129 square foot motel with a new structure spanning 7,829 square feet. The new structure will be centered on the same footprint,but will require a minor rotation and adjustments to the boundaries to square the Sunrise Resort on Hood Canal 1 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan roofline, align with property boundaries, accommodate the new design, and improve accessibility (Appendix A). Though minor adjustments are proposed for the motel's footprint, this project will result in a net reduction of the motel's footprint by 300 square feet. The new structure will not extend closer to the shoreline than the existing footprint of the motel (Appendix A). All work for this project will be completed above the Ordinary High Water Mark (OHWM). The existing gravel lot to the south will remain to function as the primary parking lot for the resort, and will result in no increase of impervious area on the property (Photograph 2, Photograph 3). In the gravel lot to the north of the motel (Photograph 4, Photograph 5), two RV spaces will be removed(i.e.,covered with decking), and approximately four gravel parking spaces will remain. Approximately 4,000 square feet of the northern gravel lot will be replaced with grass lawn to function as the new septic drain field,which will reduce the square footage of impervious surfaces on Site,respectively(Appendix A). In addition, one Douglas fir (Pseudotsuga menziesii; Photograph 6) will be removed to install the motel, and two native conifers will be planted in replacement. Existing Conditions: • Motel complex(8,129 square feet; square footage does not include the front deck) • Compacted gravel RV parking pads(north of motel) • Two entrances(north and south of motel) • Two compacted gravel parking lots (north and south of motel) • Gravel parking lot to the north and south of the motel Project Actions: • Demolish and remove existing motel (8,129 square feet; square footage does not include the front deck) • Install new motel(7,829 square feet; square footage does not include the front deck) • Install decking over already existing impervious surfaces between the motel and the bulkhead. North of the motel: • Replace 4,000 square feet of compacted gravel with grass for the septic drain field. • Remove two(2)compacted gravel parking/RV spaces(will be covered by decking). • Remove one (1) mature Douglas fir at the northern comer of the motel, adjacent to the highway. South of the motel: • Plant 2 trees above the riprap revetment south of the motel,to replace the Douglas fir to be removed. In addition, two existing structures on the bulkhead that cover the hot tub and the BBQ area will be relocated (Photograph 1, Photograph 7, Appendix A). One will be shifted to the south and the other will be relocated to the north. The structure covering the BBQ area will be relocated to what is already an existing gravel parking area; the existing parking pad will remain. The hot tub will also be relocated north of the motel in an existing grass area; however, grass will be planted where it is currently existing to result in no loss of Sunrise Resort on Hood Canal 2 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan pervious area. Though not part of this project's proposal, future designs also incorporate a pool where the two RV parking spaces will be removed. 2 HABITAT ASSESSMENT SUMMARY A Grette Associates biologist visited the subject property on July 2,2021, and July 3,2023 to conduct a habitat assessment to identify any wetlands', streams, or fish and wildlife habitat conservation areas (FWHCAs) on or within 300 feet of the project site. With the exception of Hood Canal, no other critical areas were identified. Hood Canal is considered a FWHCA per MCC 8.52.170 (Table 1). An OHWM determination using the guidance in Ecology's Determining the OHWM for Shoreline Management Act Compliance in Washington State (Anderson et al. 2016) was completed for the portion of shoreline with the vicinity of the project site. I Natural water features were rated according to MCC 17.50.020 and WAC 222-16-030. 2 Based on MCC 17.50.110. 3 REGULATORY CONSIDERATIONS 3.1 Local Regulations The County's Shoreline Master Program regulates development and uses within 200 feet of Shorelines of the State under Chapter 17.50 of the Mason County Code (MCC). Wetlands, streams, and FWHCAs within the jurisdiction of the SMP are regulated under Chapter 8.52 of the MCC. 3.2 State Regulations Any proposed work below the OHWM of a natural water feature, (i.e., in-water work) would be subject to the Washington State Hydraulic Code (WAC 220-660) and would require obtaining Hydraulic Project Approval from the Washington Department of Fish and Wildlife. 3.3 Federal Regulations At the federal level, impacts (specifically dredging or filling) to Waters of the U.S. are regulated by the Environmental Protection Agency through the USACE. The USACE administers the federal Clean Water Act (Section 404) for projects involving dredging or filling in Waters of the U.S. (lakes, streams, marine waters, and most non-isolated wetlands). During this process, any proposed project will be reviewed for Endangered Species Act compliance to ensure that no federal agency will authorize work that would adversely affect listed species. Wetland assessments were performed according to the criteria defined in the U.S.Army Corps of Engineers (USACE)Federal Wetland Delineation Manual(1987),and the USACE's Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0) (2010). Sunrise Resort on Hood Canal 3 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan 3.4 Regulatory Summary The Hood Canal is regulated as a FWHCA per Chapter 8.52 of the MCC and any proposed project shall adhere to the development standards defined in the SMP. Per WAC 173-27- 040, normal maintenance, which may include replacement of an aging structure, are generally exempt when such repair/replacement is the common method and is comparable to the original size, shape, and configuration, and location. While the proposed project appears to meet the criteria defined in WAC 173-27-040, according to Section 17.50.120 of the SMP, the proposed project is required to prepare an HMP in support of obtaining permits from Mason County because of the minor changes in footprint of the proposed structure that will replace the existing motel. Therefore, this HMP has been prepared to address the ecological protection, critical area, and no net loss requirements defined in Section 17.50.110 and 17.50.120 of the SMP. Given that the proposed project will not include any work below the OHWM of the Hood Canal, this HMP assumes that authorization from State and Federal Agencies is not applicable. 4 MITIGATION APPROACH The County shall not authorize activities within the shoreline jurisdiction without demonstrating measures to mitigate unavoidable adverse impacts to ensure no net loss of shoreline ecological functions. The mitigation sequencing provided below is a set of steps designed to prevent and/or minimize impacts to the environment, and then rectify those impacts that cannot be avoided, demonstrating that the proposed project will adhere to the requirements defined in Section 17.50.110 of the SMP. 4.1 Mitigation Sequencing 4.1.1 Avoidance As summarized above, the proposed project consists of replacing an aging motel building with like structures. Though minor adjustments in the footprint are proposed to accommodate for the new designs, property lines, and to square the roofline, the project will result in a footprint reduction of 300 square feet. In addition, the new motel will not extend the footprint closer to the shoreline than the existing motel (Appendix A). With the exception of some native and non-native vegetation that is situated along the highway and above the bulkhead,the project site is devoid of any vegetation. There is one mature Douglas fir (Pseudotsuga menziesii) near the northern edge of the existing motel and adjacent to the highway that is leaning towards the retaining wall(Photograph 6). This tree will need to be removed to replace the aging motel, and maintain the integrity of the existing retaining wall. Avoiding the removal of this tree is not feasible. 4.1.2 Minimization The proposed project has been designed and configured to minimize impacts along the shoreline. The replacement of the motel will utilize the footprints of the existing structure and will be repositioned in the same general area so that no element of the proposed project will extend closer to the shoreline. As mentioned above,the new structure that will replace the existing motel will result in a reduction of 300 square feet of the motel's overall Sunrise Resort on Hood Canal 4 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan footprint (Appendix A). Impervious area will also be reduced as part of this project, by replacing 4,000 square feet of compacted gravel with grass lawn to function as the new septic drainage field. Except for the removal of one mature Douglas fir, all existing mature trees will be preserved on site. 4.1.3 Restoration The purpose of the proposed project is to replace the existing aging motel with like structures. Therefore, restoration of the areas occupied by these structures is not feasible. However, the single mature Douglas fir to be removed will be replaced with two native coniferous trees to ensure no net loss of shoreline functions will occur as result of the proposed project. The trees will be replaced with like species at a 2:1 ratio, resulting in a total of two trees planted at the site. In addition, 4,000 square feet of impervious surfaces (compacted gravel parking lot to the north) will be replaced with grass lawn. 4.1.4 Compensatory Mitigation As summarized below in the impact analysis and no net loss analysis,the proposed project will not result in any adverse impacts to existing shoreline functions; therefore, no compensatory mitigation is proposed. 5 IMPACT ANALYSIS This impact analysis is intended to summarize potential impacts that may occur as a result of the project and demonstrate that the proposed project will confirm to the requirements defined in Section 17.50.120 of the SMP. 5.1 Wetland and Fish and Wildlife Habitat Conservation Area Impacts 5.1.1 Direct Impacts No direct impacts to the identified FV HCA (i.e., Hood Canal)will occur as a result of the proposed project. 5.1.2 Indirect Impacts Indirect effects, such as erosion and turbidity, may potentially occur during the construction of the proposed project. Indirect impacts will be minimized by meeting County design and stormwater requirements as well as implementing all applicable best management practices (BMPs). BMPs to be implemented include, but are not limited to, silt fencing and construction fencing. 5.2 Wetland and Fish and Wildlife Habitat Conservation Area Buffer Impacts All activities associated with the proposed project will occur within the buffer associated with Hood Canal. Per Section 17.50.120 of the SMP,existing structures,including existing nonconforming structures, may be replaced within their original footprint. Any grandfathered nonconforming structure or structural footprint that is moved any distance on a subject property or changed in shape shall increase its conformity with the development standards defined in the SMP to the extent possible provided that it would not increase any intrusion into the critical area buffer and that the abandoned footprint area is restored with native riparian vegetation. Sunrise Resort on Hood Canal 5 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan Given the infrastructure(e.g.,the highway)and critical area constraints,there is no feasible design alternative to reposition the location of new structure that will replace the aging motel to increase conformity. Per MCC 17.04.604, the front yard setback is 30 feet for those lots zoned Rural Tourist. The existing motel runs along the property line next to the highway, and the large majority of the building is within 20 feet of the bulkhead (Photograph 5,Photograph 7);repositioning the new structure to conform with the standard lot requirements would encroach closer to the shoreline. Based on the existing use and conditions, it is Grette Associates' professional opinion that restoring the abandoned footprint area with riparian vegetation is not applicable in this situation. The intent of the minor rotation and adjustments in the footprint of the new structure is to square the roofline, align with property boundaries, accommodate the new design, and increase accessibility (Appendix A). Though minor adjustments are proposed for the motel's footprint, this project will result in a net reduction of the motel's footprint by 300 square feet. The entirety of the property is an already developed lot, with the majority of the surface areas covered in impervious surfaces. In addition to the overall building footprint reduction,4,000 square feet of compacted gravel in the northern portion of the project area will be converted to a grass septic field. The replacement of the motel will require the removal of one tree(Douglas fir; Photograph 6) which will be replaced at a 2:1 ratio with native conifer species and monitored for a period of two years to ensure survival and ensure no adverse impacts to existing buffer functions will occur as a result of the proposed project. In summary, no adverse impacts to existing buffer functions will occur as a result of the proposed project. 6 NO NET LOSS ANALYSIS Per Section 17.50.110 of the SMP, a project within the shoreline jurisdiction shall ensure no net loss of shoreline ecological functions will occur. As summarized in Section 4 and 5, the proposed project consists of replacing an aging motel with a like structure, convert 4,000 square feet of compacted gravel to grass lawn, and install decking. During the construction of the new motel, one tree will be removed which will be replaced at a 2:1 ratio (Table 2) and monitored for two years to ensure survival. The replacement trees will be planted above the riprap revetment in the southern gravel parking lot to restore shoreline vegetation. In addition, all applicable BMPs will be implemented to prevent any indirect impacts that could potentially occur during construction. Provided below in Section 7.2 is a list of expected BMPs that will be implemented during the construction of the proposed project. 6.1 Tree Replacement and Monitoring Requirements Two native conifers shall be installed above the riprap revetment in the southern gravel parking lot to replace the single tree that will be removed during the proposed project (Table 2). In order to reduce mortality, a late fall planting installation (October — November) schedule is preferred. Plants should not be installed during or immediately before freezing weather. Following installation, the property owner will complete a compliance inspection to confirm the trees were installed appropriately. Photographs will be taken along with a brief letter to document the tree replacement. The post-installation inspection will occur no later than 30 days after the trees have been installed and the letter along with photographs will be submitted to the County for their record. Long-term monitoring will be conducted over a two-year period post-installation. The purpose of the long-term monitoring program is to monitor survival of the planted trees and ensure no net loss of shoreline function will result from the proposed project. Monitoring will be completed by the property owner during the late summer/early fall to evaluate the health of the planted trees. Survival shall be 100 percent throughout the monitoring period. Monitoring inspections will include photograph documentation and the preparation of a summary letter that will be provided to the County for their record. Letters shall be submitted to the County by the end of each monitoring year. 6.2 Determination Based on the analysis and proposed tree replacement, it is Grette Associates' professional opinion that the proposed project will not result in a net loss of existing shoreline functions. 7 HABITAT MANAGEMENT PLAN 7.1 Effects on Wetlands and Fish and Wildlife Habitat Conservation Areas 7.1.1 Effects on Habitat No adverse effect to FWHCA habitats or their buffers will occur as a result of the proposed project. Please refer to Sections 4 and 5 for details. 7.1.2 Effects on Fish and Wildlife Species According to WDFW (2023a), below the bulkhead the subject property is mapped to contain oyster beds and provide potential habitat for Dungeness crab. In addition, while WDFW's databases do not map any salmonids within the intertidal area along the shoreline within the subject property (WDFW 2023b), it is assumed that this intertidal area also provides potential habitat for all salmonid species typically known to occur in the Hood Canal. Provided below in Table 3 is the list of FWHCAs species that have the potential to occur within the Hood Canal intertidal area in the vicinity of the proposed project and provided below in Table 4 is a list of federally listed ESA species2 that have the potential to occur in the vicinity of the proposed project as well as the corresponding effect determinations based on the impact analysis and no net loss analysis summarized in this HMP. 2 Based on NOAA's West Coast Region list and USFWS'list queried on August 18,2023. No construction below the OHWM of Hood Canal will occur during the proposed project. In addition, since the project will primarily will involve the replacement of the motel, addition of decking, and the replacement of 4,000 square feet of impervious surface to grass lawn, no significant site development (e.g., clearing and grading) will occur during the proposed project. Effects to the species listed in Tables 3 and 4 would be limited to the potential indirect impacts (erosion and turbidity) summarized in Section 5. Sunrise Resort on Hood Canal 8 September 2023 Motel Building Replacement Project Grette Associates, LLC Habitat Management Plan While it is expected that the construction activities associated with the proposed project will be minor, to ensure that any unforeseen circumstances do not have the potential to affect the species listed in Tables 3 and 4 all applicable drainage and erosion control measures (i.e., BMPs) will be implemented. Please refer to the proposed mitigation measures listed below in Section 7.2. Based on these mitigation measures, the proposed project will have no effect on the species listed in Tables 3 and 4. 7.2 Proposed Mitigation Measures 7.2.1 Stormwater Drainage Plan The proposed project will adhere to all applicable drainage and erosion control methods defined in Chapter 14.48 of the MCC. These methods are intended to ensure a proposed project will meet the County's water quality standards. 7.2.2 Best Management Practices At a minimum, the following BMPs will be utilized during all proposed project activities to minimize potential impacts to critical area and buffer: • Construction equipment operations and access will be limited to the existing developed areas; • All construction equipment will be clean and free of external oil, fuel, or other potential pollutants; • The contractor will have a spill containment kit, including oil-absorbent materials, on site to be used in the event of a spill or if any oil product is observed in the water. • Standard erosion control measures will be implemented during all construction activities to prevent runoff or erosion into the adjacent critical areas (e.g., silt fencing or like BMPs); • All demolition materials will be transported offsite for disposal an approved upland facility, and no waste materials will be allowed to enter state waters.
