Dear Bob,
During our most recent inspection on June 21, 1995, our field technician noted that the
feed pump had been on manual operation since March 13, 1995 (100 days). During the
June 13th inspection, our field technician told the manager that the septic tank needed to
be pumped out. The tank was pumped out that same day (approx. 1100 gals. removed).
It is our concern that the controls were switched to manual operation and left on. By
whom we do not know. This means that the pump was running continuously and any
liquid entering the surge tank was immediately pumped to the Nibbler. Please understand
that we are not trying to point the finger at anyone, we just want you to be aware of the
damage that can be done not just to the Nibbler system, but the disposal system as well.
Due to the duration that the pump was running, the life of the pump was probably
shortened. The field technician did note that at this time the pump was still working.
An effluent sample was not collected because the results would not be valid. We
rescheduled sample collection for a later date.
Hopefully in the future this will not happen again, however, if it does and you or any staff
member find the controls in manual mode please make sure that they are returned to auto
mode and our office is notified immediately.

Dear Jeff McVicker:
After our conversation on the phone I looked into the usage over the past six months. With
D.N.R and the Subway together your usage ran about 872 cubic feet per month, which is about
6,508 gals per month or 217 gals per day. The Department of Natural Resources usage per month
is 1,391gals a month and 46 gals a day. So, as far as we can tell Subway's average usage is 5,117
gals per month and 171 gals per day. Your usage on the summer months is a little higher about
980 cubic feet for just you. So that is about 7,330 gals per month and 244 gals per day,if you only
have four high months out of the year we see no problem. I hope this will help you in solving your
problem, if there is anything else I can do to help please let me know.

Dear Mr. Tompkins:
The purpose of this letter is to discuss the potential increase in seating, for the Subway
Sandwich Shop in Belfair, and how it is anticipated to effect the Nibbler treatment system
and the wastewater flows. Based on our past experience with this facility and ownership,
Stuth Co. Inc would like to offer the following information in support of this expansion;
• System is designed to handle up to 389 GPD average daily flow. The actual flow into
this system has averaged 326 GPD. Included in this average was an extremely high
flow period, when it was determined there was drain water, from the roof, entering
the top of the tanks. During this event the flows averaged 622 GPD. With this data
point removed, the average flows for the life of the system was 304 GPD. The most
recent data collected 3/13/95 -6/29/95 shows flows down to 269 GPD, which includes
one month with the Department of Natural Resources(DNR) still occupying the
building. The local water company reports average water usage down to approximately
200 GPD.
• All drain water will be plumbed to discharged to the storm drain. This work will be
completed this summer.
• The adjacent office, which is in the same building and on the same wastewater
treatment system, was previously occupied by 3 to 5 DNR employees(Full Time).
Meetings were also held at the DNR office once or twice per week. Generally 8 to 12
people attended these meetings. This group had no interest in the wastewater treatment
system and/or the quantity of water used. DNR moved from this facility in May 1995.
This area will be part of the proposed seating expansion. The bathroom on this side of
the building will now be locked with no public access allowed.
• Subway will now have control over the entire water usage at this facility. Based on our
past experience with Subway and owner Bob Davis, this will be an advantage. Both
Subway and Bob Davis have been very conscientious as to the requirements of the
Nibbler system and the use of water at this facility.
��,NIBBLER-
Wastewater Treatment System
• The Nibbler system at this site has done a spectacular job of reducing the waste
strength before discharge to the drainfield. The BODE discharge has averaged 7.3 mg/l
over the last two samples(3/13/95&6/29/95).
• The current seating capacity is 19. The addition will make the total seating 43.
However, the majority of the business is takeout and the addition of seats will not be
met with a like increase in business. The anticipated increase in business is 5%to 15%.
• It is anticipated that the increase in flow from the addition, should be somewhat offset
by the loss of DNR as a tenant. It is not anticipated the average daily flows at this
facility will exceed 389 GPD, once the additional seats are in.

RE: Building Permit for Subway Sandwich Shop in Belfair
Dear Mr. Banner:
This letter is in response to the hold put on the permit for expansion of the Subway Shop
in Belfair, Wa. The following information will hopefully explain the reason for the
expansion:
+ The sole purpose of wanting to take over the 630+ sq. feet was to be able to help
the parking situation in front of the store and to have more control over the water usage in
the building. Our parking lot is very tight and the extra spaces from the expansion would
help during our lunch and dinner hours.
+ The majority of our business (especially in Belfair)is takeout and with more space
inside and out we hope to increase business by 10%and reintroduce our store to the
customers that we lost with since the opening of McDonald's.
+ We plan to close off the bathroom in the new side and continue to conserve water
in every way possible at the store. It is still unknown how much water was being used by
the past tenant and we don't feel that there would be much of an increase in usage that
would not be offset from the loss of the past tenant. The plans also call for the addition of
28 seats and the removal of 4 seats from the existing side.
+ The decision to expand was made after talking to Stuth Company, the building
department in Mason County and the Health Dept. Questions were asked regarding the
wastewater flows, capacity of the new system, and restroom/seating ratio. With this
information, we made the educated decision to move ahead with the plans.
Please consider this information and the information from Stuth and the Belfair Water

1) A complete window schedule must be submitted with your WSEC compliance
information, even if a window schedule is included on your building plans. Note that
sliding glass doors (patio), french doors, and any door with 50% or more glass in it is
considered a_ window with the area (sq.ft.) being the entire units rough opening
dimensions. Any windows in doors (less than 50% of area) must be taken out of the
door area and put into the window area on the schedule.
This_window schedule must minimally show the dimensions of the rough openings of
each window, the model (casement, horizontal slider, single hung, awning, picture,
etc...), and the units tested U-value.
2) If you are complying to the WSEC by prescriptive path and are using the area weighted
averaging method you must include your calculations (worksheet).
3) Indicate type of hot water heater, location of exhaust fans (bathrooms, laundry,
kitchen),the location of your whole house fan, and all insulation levels(walls, floors,
ceilings, and slab) on your building plans.
4) Indicate how you will comply with the requirement for introducing fresh air to each
habitable room on your building plans (window frame vents, through the wall ports, or
an integrated system with your furnace).
5) If your home is 2,000 square feet or less, and using electric m'istance heating
(excluding heat pumps) a$900.00 "Payment to Owner at Time of Construction" will be
issued from your service utility after the final County inspection has passed.
6) Using electric heat or a heat pump??? If so, you may be eligible for an incentive from
from your local utility. For more information contact PUD #3 at 426-0777 or PUD #1
at 877-5249.
