will find comments made regarding the proposed development and its critical values.

Comments: Pre-inspection for Olels:
Rural Residential 5 zoning designation. Standard building
setbacks for this zoning are a 25 foot front yard setback, and 20
foot side and rear yard setback. The exception to this is for lots
less than one acre and under 100 feet in width. In this case side
yard setbacks are equal to 10% of the lot width, but no less than 5
feet. These setbacks are measured from portions of structures
over 30 inches above grade such as roof overhangs, and any
structure, including heat pumps etc. Other setbacks can apply
when critical areas are present such as streams, wetlands, steep
slopes etc. Based upon the lot widths (which vary) the sideyard
setback would range from 15 - 20 feet depending on the location
of the structure.
Streams / wetlands: A small wetland area exists near the front of
the lot. A determination will need to be made regarding the
jurisdictional status and buffer requirements of this wetland area.
If it is necessary to work in the buffer to place an access road etc.
it is possible to do this through a Mason Environmental Permit
process which would evaluate the possible impacts and mitigate
for those impacts. Enclosed are the Mason County Wetlands
ordinance, wetland consultant list and Mason Environmental
Permit application. Also find the County fee ordinance to find
applicable permit and review fees.
Slopes: Due to slopes adjacent to or within 300 feet of the project
a Geological Assessment will need to be done to address slope
stability and the other requirements of the enclosed landslide
hazard chapter 17.01.100 section E. 4. The report must state that
the hazards of the landslide area can be overcome in such a
manner as to prevent harm to property and public health and
safety, and must also assure the project will cause no significant
environmental impact. See Mason County Code 17.01.100, E7.
The Geo. Assessment should also address placement of the
on-site septic system in relation to slopes, and provide
recommedations.
Under ordinance 17.01.100 a minimum 50 foot natural vegetated
buffer is required from landslide hazard areas (back from the top
of slope). This can be reduced based upon the recommendations
contained within a geological assessment. It may also be
determined by the project engineer, geologist or geo-technical
engineer that the area does not meet the definition of a landslide
hazard area, in which case a buffer from slopes would not be
necessary.

Please review your Geological Assessment prior to submission to
ensure that it contains the information required in section E. 4. of
the enclosed ordinance (highlighted section). Missing information
will result in further delays in the review process. You may want
to provide a copy of these requirements to your licensed engineer
or geologist.
If any grading / excavation is proposed in or near slopes a grading
plan will be needed to show any proposed topographical changes,
cuts, retaining walls etc.
No other critical areas were identified on site.

Comments:
Additional site visit made on September 24, 2004:
Allan Borden met Steve Dagle (prospective purchaser) on this
property to substantiate the findings of the wetland evaluation for
the property prepared by Agua Tierra Environmental Consulting
on September 17, 2004. The conclusion of the consultant was l
the subject wetland area met the characteristics of vegetation
(sedge, spires, and willow), soil (Alderwood gavelly sandy loam
histosol) and hydrology (saturation and water marks) to be rated
as a Category III wetland; but could be exempted from regulation
by Resource Ordinance standards due to its size (less than 2,500
sq. ft. area). Due to these facts and to the isolated nature of the
subject wetland (a low area with no outlet), staff would confirm
that development nearby this wetland would not require buffer and
building setbacks; modifying the wetland size by filling would not
require a permit. The current wetland area captures runoff from
adjacent lands, especially from the road alignment, and this runoff
will continue with no area to be stored. It is recommended that
some pond or gravel filtration area be created in the vicinity of the
current wetland to address this runoff as you developed the
property. In this way the road would not be affected by possible
runoff water accumulations.
