Representatives for the Fire Marshal's Office, Building Department, Environmental Health, Planning, and Public Works Departments nLay attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety concerns of the proposed project. The pre-submission conference will be most informative when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site plan. Applications will be accepted when all information is received and deemed complete. Pre-Application Conferences are held every Wednesday and last up to one hour. Provide a floor plan showing proposed table, chairs, display cases, etc. Referencing Table 41004.1.1 the occupant load factor for a classroom is 20 net. To use the classroom factor the room must be laid such that it has an appearance of a classroom as opposed to an area used for standing space only. In that case the occupant load factor would be calculated using a factor of 5 net. When the occupant load exceeds 50 persons additional requirements would come up such as an NFPA 13 sprinkler system. • ENGINEERING REQUIRED : YES. The proposed structure uses non-conventional construction and as proposed would require a vertical, lateral and foundation design prepared and stamped by a Washington State licensed design professional. Provide design calculations and plans with design specifications noted on plans. Structures 4000 sq. ft or more shall have all plan pages reviewed and stamped by a Washington State licensed design professional. The review shall include a code evaluation addressing life-safety, plumbing & mechanical evaluation, and structural analysis. (ref. RCW 18.08.410) ALL PLAN PAGES SHALL BE STAMPED AND SIGNED BY THE DESIGN PROFESSIONAL, including plumbing and mechanical pages. • ACCESSIBILITY REQUIRED: YES, include compliance information including design calculations demonstrating compliance to Chapter 11 and details demonstrating compliance to ANSI 117.1 in effect at the time of submittal. Include information demonstrating compliance for restrooms, employee work areas, parking spaces, accessibility to structure, signage, etc. When required verify that building plans contain compliance information. • PLUMBING SYSTEMS (Chapter 29 Washington Amendment to IBC): Permitted building shall comply. On plans, include design calculations for the following: water closets (M/F), Lavatories, Drinking Fountains, etc. The site currently serves as an off-site classroom for environmental studies and is used by Mason County students. The site is currently provided with portable toilets. Site plans shall identify the location and type of portable toilets. Portable toilets shall be provided in the number as required in accordance with WA state Amendment to IBC Chapter 29 and shall also be provided with the required number of portable toilets to comply accessibility. Code specifications related to sanitation shall be required for other than weather protection shelters. Referencing IBC/WAC Section 29 the factor for determining plumbing fixtures shall be 100 sq ft per student. Occupancies serving 15 or less may be provided with one unisex toilet room with hot and cold water for sanitation purposes. Plans shall contain information demonstrating compliance to the referenced code sections including accessibility details. • NON-RESIDENTIAL ENERGY CODE: Heated spaces require NREC Compliance forms (envelope & mechanical). WSEC forms and information can be accessed at: http://www,neec.net/resources/resources.html • LIGHTING: All non-residential structures shall comply with WSEC lighting requirements when lighting is installed. Complete NREC Compliance Forms and lighting plan including switching locations. WSEC forms and information can be accessed at: http://www.neec.net/resources/resources.html. SITE SPECIFIC....YES, when located on unstable soils. Where located on typical glacial till a soils report shall not be required for 24'x36' weather shelter structures. Future structures will be evaluated based upon actual location. IBC Section 1803.5.11 and 1803.5.12 geotechnical investigation shall be required for structures placed in `seismic design category C, D, E, or F. Provide an investigation report demonstrating compliance to the referenced code sections. INTERCEPTORS/OIL SEPARATOR, See UPC Chapter10, Sections 1009 thru 1017.2: REQUIRED when vehicle repair work is performed and when necessary for the proper handling of liquid wastes containing grease, flammable wastes, sand, solids, or other ingredients that are harmful to the building drainage system, sewer system or on-site sewage disposal system. Identify the location of the interceptor(s) and provide construction plans. • PROVIDE A SPACE FOR STORAGE OF RECYCLED MATERIAL & SOLID WASTE (WAC51-50-009): Identify the location. • SPECIAL INSPECTION: Referencing IBC Chapter 17, Section 1704.1.1. Statement of special inspections prepared by registered design professional in responsible charge. Complete a Special Inspection authorization form. • INTERIOR FINISHES: Include information demonstrating compliance to Interior finishes required in IBC Chapter 8. • STORAGE SPACES: Identify material stored, anticipated quantities, height, and if hazardous, include MSDS sheets for each product. • STORAGE RACKS greater than 5'9" shall be permitted either with the proposed project or separate building permit. Where required documents shall include design information demonstrating stability for seismic conditions. Special inspection may be necessary, reference IBC Section 1707.6 and 1705.3 (4.5), storage racks, provide compliance information. MECHANICAL EQUIPMENT: Identify the location and type of mechanical equipment located within, and outside the structure. Address foundation and support systems for equipment. Where new equipment will be placed on site provide UL listing information and/or construction details stamped by a Washington State licensed design professional. Where applicable include duct information and duct support compliance information. • FIRE MARSHAL REQUIREMENTS: Carefully review Fire Marshal comments requirements including fire protection requirements and identify compliance information on the proposed building plans. Show the location of fire extinguishers and identify type. • SPRINKLER SYSTEM: Verify that design calculations include additional load attributed to required fire sprinkler system. • SUSPENDED CEILING SYSTEMS: Provide details and specifications relating to suspended ceilings where applicable. Details shall be designed and approved for seismic loading in accordance to IBC Chapter 16.
