Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, 'A Aak Allan Borden Land Use Planner Mason County Planning Department 4/16/2005 1 of 3 SP12005-00061 Site Inspection 4/16/2005 Case No.: SP12005-00061 Comments: Pre-inspection for Cheryl Mahlberg on March 15, 2005: The subject parcel in the Lake Limerick Subdivision 1 p o is 0.60 acre in size and is fairly flat in the first 150 feet depth. with some slope at the rear of the property. Just beyond the rear property line, staff observed the characteristics of an adjacent wetland area. Access from Peebles Ct. reaches a previously cleared flat area (110 ft. wide by 150 ft. deep) at the front of the lot that borders the slope. Applicant intends to build in this area near the street. Streams / wetlands: A wetland area with associated runoff exists beyond the rear of the lot; it is at least 100 ft. wide and extends the length of the low area along many of the adjacent lots along Peebles Ct. and Klimarnock Rd. This wetland is likely a category II wetland due to the size and the diverse vegetation species comprised of sedges, salmonberry, swamp rose, devil's club, and small willow. The category II wetland will need an field determination regarding the boundary and category of this wetland area, unless the proposed development (house, outbuildings, and septic) is located outside of the 100-foot setback from the edge of the wetland. The Resource Ordinance Wetlands Chapter sets forth the standards (setbacks and buffers) regarding proposed development depending on the category wetland. At the site inspection, it was noted that the 85-foot buffer and 15-foot building setback from the edge of the wetland (typical for category II) would limit the extent of proposed development to areas near the front of the 235-foot deep parcel. If impacts to the buffer are anticipated, a proposed plan (site map, narrative of impacts caused, and planned restoration proposed) needs to be prepared by a qualified biological consultant and submitted to the county as part of your site development review. The Wetlands Chapter and wetland consultant list are included. This parcel is located within Rural Residential 5 zone designation. Standard building setbacks for this zone set forth a front yard and Road right of way setbacks of 25 feet from the edge of easement. An administrative variance may be requested to reduce this setback as low as 10 feet, if the size, shape, or features of the property constrain development front yard and road right of way setbacks. In addition, proposed development must meet the 20 foot side and rear yard setback standards. These setbacks are measured from portions of structures over 30 inches above grade such as roof overhangs, and any structure, including heat pumps etc. Other setbacks can apply when critical areas are present such as streams, wetlands, steep slopes etc. 4/16/2005 2 of 3 SP12005-00061 Site Inspection 4/16/2005 Case No.: SP12005-00061 Landslide hazard areas: The site is well vegetated with mature evergreen and deciduous trees. No slope in excess of 10% exist on the property, so a geologic study would not be needed to review the proposed home, garage, and septic system.
