Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, *AllanBordein6 Land Use Planner Mason County Planning Department 11/8/2007 1 of 3 SP12007-00236 Site Inspection 11/8/2007 Case No.: SP12007-00236 Comments: Inspection for Gary Gribble on Sept. 18, 2007: The purpose of the pre-inspection was to evaluate facts about the property related to a new single family residence and any proposed outbuildings on a 0.29 acre parcel along E Sleaford Rd. (Lot 20 Div. 5 Lake Limerick) east of Mason Lake Rd.. The parcel is undeveloped with much of the native vegetation and a 20 to 35 percent slope towards the south along the north property line of the parcel. Although there is a lower area in the middle of this parcel, the site is not a stream that conveys runoff from the northeast to southwest. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 5 zone; the lot is 100 feet wide and 125 feet deep. Standard building setbacks are a 25 foot front yard setback, and 20 foot side and rear yard lot line setbacks. The exception to this is for lots less than 100 feet in width, where side yard setbacks are equal to 10 percent of the lot width, but no less than 5 feet; for this property that side yard setback is about 10 feet. These setbacks are measured from structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, or heat pumps. Resource Ordinance - Slope or Landslide hazards (development proposed within 300 feet of a slope greater that 15 percent): With slopes up to 25 percent adjacent to or within 300 feet of a proposed project (vicinity of north property line), a geologic assessment would be needed to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. The applicant shall have a qualified geologist or engineer visit the subject parcel and prepare a site analysis and geologic assessment specific to proposed site development, based upon the ordinance criteria, addressing clearing, filling or grading in the area, placement of the driveway, building construction, and stormwater control. This assessment for the parcel would be submitted and evaluated at the time of building permit submittal. The septic system could be designed and evaluated prior to completing the geologic assessment, but this study shall address the presence of the septic system on site stability conditions. 11/8/2007 2 of 3 SP12007-00236 Site Inspection 11/8/2007 Case No.: SP12007-00236 Resource Ordinance - Stream or Shoreline critical areas: No stream or shoreline areas were observed at the time of inspection. General process: Future site development must include a site plan, showing all setbacks from property lines and proposed improvements. This plan will be needed for the building permit application submittals. Your proposal should meet proper setbacks and not interfere with the location of the septic system components. A Public Works road access permit will be needed, especially due to the low area in the county road alignment in front of the property and the potential entrance onto the road is 5 to 6 feet lower than the road surface. During the review of this access permit, you can discuss whether proper sight visibility distance north and south from a driveway can be attained and whether proper runoff drainage can be continued through the existing culvert crossing the road to the southwest from the subject parcel (in regard to fill placed for the driveway approach and grading of the building site). GRD2008-00016-Gribble grading at Lake Limerick Hi Allan, just received a call (one of several)from Gary Gribble re:this permit. It's one where you did a pre- inspection for him, and he decided to purchse the lot. I went out there not knowing about the SPI and sent him a letter of incompleteness which made a different judgement call. Hence all the phone calls. I'm thinking that, since he made financial decisions based on what you told him, it's probably better that you work with him through the permit process, so he gets what he expected. Otherwise if it was me- I'd have to go with my call, and believe me no-one would be happy. It's the permit listed above.
